About this file

This is Amendment 0001 to a solicitation (FA462026QA301) issued by the 92nd Contracting Squadron at Fairchild AFB, WA, effective 07 August 2026. The amendment publishes a revised combo document with corrections to CLIN delivery information and provides nine questions and answers addressing equipment specifications and rental terms.

The solicitation requires rental of five pieces of equipment for a 60-day period: a 2K water truck (diesel-powered preferred), a mini excavator (with 12-inch tooth bucket, 36-inch smooth bucket, and thumb attachment required), a skid loader (66-inch or 72-inch utility bucket acceptable), and two additional pieces of equipment. All equipment must be delivered, inspected, accepted, and picked up at 3962 Tacoma Creek Rd., Cusick, WA 99119; no equipment is needed at Fairchild AFB. The 60-day rental period begins upon delivery and acceptance on the same day. Maximum anticipated equipment usage is 320 hours per machine over the 60-day rental period, consistent with standard work weeks of approximately 8 hours per day. The jobsite is accessible to tractor-trailer delivery during Tacoma Command Post hours of operation (0730-1630 Monday-Friday), with gate access and adequate offloading/loading space available within the compound. Contractors must provide their anticipated lead time for equipment delivery after award and specify if unable to deliver all items simultaneously. Offerors are required to acknowledge receipt of this amendment and complete blocks 15a, 15b, and 15c, returning one copy with their proposal.

SUMMARY OF CHANGES

The purpose of this Amendment is to:

1. Publish a revised version of the combo document (26QA301 COMBO Rev 01). Revisions include a correction to the CLIN delivery information. Delivery, inspection, staging, acceptance, and pickup of all equipment will be made to 3962 Tacoma Creek Rd., Cusick WA 99119. No equipment is needed at Fairchild AFB. The contractor should not anticipate multiple delivery and pickup points.

2. Publish questions and answers as follows:

Q1: Does the 2K Water Truck need to be Gas or Diesel, or is there no preference? Non CDL or CDL?

(Note: A Class A license is required to drive a water truck if it is CDL-required.)

A1: Diesel powered is preference due to limited Mogas capabilities at site. All Operators have a government issued license to operate the water truck, and some have WA state issued class A CDL.

Q2: Will a 12" Tooth bucket work for the mini excavator? Do you need a smooth bucket? If so, what size smooth bucket is needed? Also, does the excavator need a thumb attachment?

A2: A 12” tooth bucket and a 36” smooth bucket is preferred. A thumb attachment is required.

Q3: For the skid loader, will a 66” or 72” utility bucket suffice?

A3: Either size will suffice.

Q4: Are there any restrictions regarding the jobsite location? Can a tractor trailer deliver, or will this require a rollback? Does the driver need any specific requirements to access the jobsite?

A4: The Tacoma Command Post hours of operation are 0730-1630. There is a gate at the entrance that remains open between these hours. In the event there needs to be delivery or pickup outside these times someone is always available. The area is large enough for offload/ load inside compound. Tractor trailer can deliver without issue. Further details regarding delivery will be discussed after award.

Q5: What is the anticipated delivery and rental start date? Must all five equipment units be delivered and accepted simultaneously?

A5: All contractors are requested to provide lead time for how long after the date of award it will take for equipment to be delivered. Please specify if you are unable to deliver all items on the same date. All equipment is needed as soon as possible after the date of award.

Q6: Does the 60-day rental period begin upon delivery, Government acceptance, or another specified date?

A6: The 60 day rental will begin on the date of delivery and acceptance which will occur on the same day.

Q7: What is the anticipated pickup date or process for coordinating pickup at the end of the rental period?

A7: The anticipated pick-up date will be the end of the 60 day rental period. Pick-up will be coordinated with the requirement owner.

Q8: If award or delivery is delayed, will the rental period shift accordingly while remaining 60 consecutive days?

A8: The rental period will begin upon delivery.

Q9: To support accurate pricing, does the Government anticipate equipment usage within standard commercial single-shift operating hours (approximately 8 hours per day / 40 hours per week), or does it anticipate extended-hours or multi-shift operation? If available, any estimate of anticipated operating hours per machine over the 60-day period would be helpful.

A9: The Government would anticipate 320 hours max for the 60-day rental period per piece of equipment. It will most likely be less this ensures we are covered for standard work weeks. One note: the mission can be affected by Industrial Fire Conditions thru mid Oct which limits certain hours for usage; we will not go over the

320 hours for the 60-day rental period.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
