Summary: Salient Characteristics for 336 TRSS Heavy Equipment Rental
This document is a Salient Characteristics attachment (Attachment 1) to Request for Quote (RFQ) FA462026QA301 issued by the 336th Training Support Squadron (336 TRSS) at Fairchild Air Force Base, Washington. The procurement seeks a short-term commercial rental package of five heavy construction assets to provide immediate mission backfill capability while the squadron's organic equipment undergoes mandatory depot-level maintenance. The 336 TRSS equipment operators maintain over 40 miles of remote forest roads, clear critical logistical and emergency egress routes, and support Survival, Evasion, Resistance, and Escape (SERE) training operations. The contract requires delivery and pickup of all equipment from designated training sites in Cusick, Washington, within 10 days after contract award, with a rental period of 60 days and standard commercial maintenance support included throughout the duration.
The equipment list specifies five Contract Line Item Numbers (CLINs) with one unit each: (1) Medium Class Motor Grader with 150–260 Net Horsepower engine, four-wheel or all-wheel drive, 12–14 foot moldboard, and 40,000–45,000 lbs. operating weight; (2) Commercial Water Truck with 1,500–2,500 gallon payload capacity, front/rear spray bars, and high-volume pump for dust abatement and soil conditioning; (3) Compact/Mini Excavator with 9,000–14,000 lbs. operating weight, 11-foot minimum digging depth, and bucket attachment; (4) Compact Track Loader/Skid Loader with vertical lift path, 2,900–4,000 lbs. rated operating capacity at 35% tipping load, and dirt bucket attachment; and (5) Class 8 Dual-Axle Commercial Dump Truck with 10–12 cubic yard hauling capacity for transporting aggregate, road base materials, and debris. All equipment must be delivered in fully serviceable condition to ensure 100% training continuity and safety for high-visibility SERE field training iterations.

336 TRSS HEAVY EQUIPMENT RENTAL
July 2026
RFQ FA462026QA301
Attach. 1 – Salient Characteristics
Salient Characteristics
For
336 TRSS HEAVY EQUIPMENT RENTAL
Fairchild AFB, WA
1. BACKGROUND:
The 336th Training Support Squadron (336 TRSS) requires a short-term commercial rental package consisting of five (5) heavy construction assets to provide immediate mission backfill capability. The 336 TRSS equipment operators are directly responsible for maintaining over 40 miles of remote forest roads, clearing critical logistical and emergency egress routes, and providing direct engineering support to Survival, Evasion, Resistance, and Escape (SERE) instructors and students in the field. This procurement is pursued to prevent an immediate operational capability lapse while the squadron's organic heavy equipment assets are temporarily sidelined for mandatory, depot-level maintenance and service.
2. OBJECTIVES:
The objective of this contract effort is to secure immediate, short-term commercial rental access to a fully operational fleet of construction equipment for a 60-day period, including coordinated regional delivery and pickup to designated field training locations. The resulting end products:
highly capable, commercial-grade machinery will be utilized by active-duty military equipment operators to sustain remote training terrain, clear obstructions, ensure safety vehicle access, and preserve the integrity of emergency medical evacuation routes. This ensures 100% training continuity and safety for high-visibility SERE field training iterations without halting essential maintenance timelines for organic military assets.
3. REQUIREMENTS:
The contractor shall provide and deliver five (5) commercial-grade heavy construction assets in accordance with the Equipment List for a rental period of 60 days. The contractor shall deliver the equipment to and pick-up from the designated 336 TRSS training sites in Cusick, WA.
Delivery of equipment should occur within 10 days after contract award date. All equipment must be delivered in fully serviceable condition and include standard commercial maintenance support for the duration of the 60-day rental period.
