About this file
This document is Standard Form 30 Amendment 0003 to solicitation FA462026QA261, issued by the 92nd Contracting Squadron at Fairchild Air Force Base, Washington, effective June 8, 2026. The amendment is directed to all offerors and does not extend the offer receipt deadline. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline through one of three methods: completing and returning the amendment form, acknowledging receipt on each offer copy, or submitting a separate letter or telegram referencing the solicitation and amendment numbers.
The amendment publishes twelve questions and answers clarifying requirements for duct cleaning services at Building 2451, Suite 200. Key clarifications include: contractor personnel do not require continuous government escort during business hours but will need access to the building after hours with government representative assistance; contractors must determine the appropriate federal labor classification from Wage Determination 2015-5537 Rev 28; high-voltage 220V power is not available; standard commercial NADCA cleanup protocols are acceptable without full negative-pressure containment; all duct work can reach no higher than approximately 9 feet using ladders, with no lift required; ductwork may be cut for access but must be reconnected and sealed upon completion; employees will be working in the suite during duty hours, though after-hours and weekend work is available with prior coordination; the service is routine cleaning with no active air quality or mold issues; and the air handling unit is located in an interior mechanical room requiring no roof access. Offerors must complete blocks 15a, 15b, and 15c and provide a signed copy with their proposal.

Amendment 0003 Page 2
SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Publish the following questions and answers:
Q1: Attach. 1 (Statement of Work) Section 6 states that contractor personnel "will be escorted for the duration on the installation." However, Attach. 3 (Air Force Specific Terms) indicates that unescorted base access passes may be issued once personnel successfully pass an NCIC background check. Can the government clarify if contractor personnel require a continuous physical government escort while working inside Building 2451, Suite 200?
A1: A continuous government escort will not be required if services are conducted during business hours. IF services are conducted after hours, the government will have a representative to provide access to the building.
Regular contractor access will be required to gain unescorted access to the installation.
Q2: Since a specific "Duct Cleaning Technician" labor category is not explicitly listed in Wage
Determination 2015-5537 Rev 28, could the government confirm which federal labor classification is preferred for compliance (e.g., General Maintenance Worker Code 23370 or Ventilation Equipment
Tender Code 25190)?
A2: It is the contractor’s responsibility to determine which federal labor classification is best applicable, Q3: Will the contractor have full access to facility utilities, including high-voltage circuits (such as 220V) if required to power commercial HEPA-vac source removal equipment?
A3: High voltage power such as 220V is not available.
Q4: Will full negative-pressure plastic containment zones be required over active office desks and IT equipment during the cleaning process, or are standard commercial NADCA cleanup protocols sufficient?
A4: standard commercial NADCA cleanup protocols will suffice.
Q5: Are there any areas requiring a lift?
A5: There are no areas that require a lift. The contractor will be able to reach all duct locations utilizing a ladder.
Q6: What is the height of the ceiling?
A6: The ceiling is approximately 9 feet tall.
Q7: Is the ceiling a drop ceiling?
A7: Yes, the ceiling is a drop ceiling.
Q8: Is there any internally lined duct work?
A8: No, the ductwork is not internally lined.
Q9: Can duct work be cut and patched for access or are you requiring access doors to be installed?
A9: Contractors may cut into the ductwork as needed, however all such areas must be reconnected and sealed upon completion of cleaning.
Q10: Will people be working in Suite 200 during the cleaning, or can our crew work after-hours/weekends in an empty building?
A10: Yes, employees will be working in Suite 200 during duty hours. The facility will be available after hours and on the weekends with prior coordination with the Contracting Officer.

Q11: Is this just a routine cleaning, or is there an active air quality or mold issue?
A11: This service is for a routine cleaning. There is no active air quality or mold issue.
Q12: Is the air handling unit on the roof? If so, is there direct roof access, or do we need to bring a lift?
A12: The air handling unit is located in a mechanical room inside of the facility. There is no need for roof access nor a lift.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
