About this file

This is Amendment 0001 to solicitation FA462026QA225, issued by the 92nd Contracting Squadron at Fairchild Air Force Base, Washington, effective April 9, 2026. The amendment serves as a Questions and Answers addendum to the original solicitation dated April 7, 2026, addressing five inquiries from prospective bidders regarding portable fire extinguisher maintenance and repair services at the air base.

Key clarifications provided include: (1) bidders exceeding the SBA threshold will not be considered; (2) the $25 per repair line item covers only minor repairs above contractual obligations, excluding high-pressure CO₂ hydrostatic testing, recharging, and K-Class extinguisher services; (3) on-site work using an enclosed, custom-fabricated trailer for hydrostatic testing, six-year maintenance processes, and refilling is permitted and preferred; (4) trailer storage on base in a secure hangar location may be available depending on trailer size; and (5) mandatory monthly visits are required, and contractors cannot consolidate all maintenance into a single two to three-week trip, as extinguishers must remain available for aircraft operations at the station. Offerors must acknowledge receipt of this amendment and complete blocks 15a, 15b, and 15c on the Standard Form 30, providing one copy with their proposal. The contracting officer is Benjamin Hampton.

SUMMARY OF CHANGES

The purpose of this Amendment is to: answer questions received in response to the solicitation.

1. Q: If a bidder exceeds the SBA threshold, would their bid be considered non-responsive, or is the threshold used for evaluation purposes only?

A: They would not be considered.

2. Q: I would like clarification on the “$25 per repair” line item for all portable fire extinguishers.

Specifically, does this amount include services such as high-pressure CO₂ hydrostatic testing and recharge, or the recharge of K-Class extinguishers where the cost of chemical alone exceeds $25 and cannot be reclaimed? Or is the $25 intended strictly to cover minor repairs as stated?

A: Strictly to cover minor repairs above contractual obligations.

3. Q: My company performs all work on site in an enclosed, and custom fabricated trailer (hydrostatic testing, 6 YR maintenance processes, refilling, etc.), removing the inconvenience of the customer having to worry about the logistics of the fire equipment. Would we be able to perform the required work on site at the air base?

A: Yes, we do not anticipate any issues utilizing a trailer. Actually, this is preferred.

4. Q: If we were to perform all work on site. Could we potentially store our trailer on base in a secure area until the contract is complete?

A: Depends on the size of the trailer as we have a site inside the hangar that may work for storage

5. Q: Our technicians work very fast and efficiently, so would we be able to knock out all of the extinguishers which require maintenance in one two to three week trip, or should we plan on the mandatory monthly visits?

A: No, rationale is due to the use of extinguishers on aircraft that are on station. Every effort will be made to ensure maximum availability of assets when contractor personnel are here, but do to our mission sets we won’t be able to have all assets available at once.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
