About this file

This document is an Amendment (0001) to Solicitation FA462025QA968 for Solar Power Modules. The amendment updates key details about the procurement, including clarifications on solar panel and battery system specifications. The solicitation requires two solar power units, each with 3.2kW solar capacity using 32 x 200W panels, 24V battery bank voltage, 2 x 4000W inverter/chargers, and solar charge controllers. The equipment will be mounted on roofs and used in wooded environments with intermittent power generation.

The amendment includes specific vendor questions and answers that provide technical details about the solar power modules, emphasizing Buy American compliance for solar panel equipment. The document adds Clause 52.225-1 (Buy American-Supplies) and updates the Salient Characteristics attachment. Vendors are instructed to ensure their proposed solar equipment meets the specified technical requirements and complies with American manufacturing regulations, with a requirement to fill out specific blocks of the amendment document when submitting proposals.

Questions and Answers

Q: You mentioned 32 x 200W solar panels, totaling 6.4kW of solar capacity. To store this energy effectively, an estimated 30kWh of LFP battery storage would be required (typically 4–5 times the solar capacity). Could you confirm the battery bank voltage you’re planning to use—12V, 24V, or 48V? This will help ensure the correct selection of solar charge controllers, batteries, and inverters.

A: This request is for materials for two separate units so each unit would have a 3.2kW solar capacity.

These are being used in the woods, so we are expecting to rarely achieve full power. 24V would make the most sense to us due to size, weight, and safety.

Q: For Item 1 (2 x 4000W pure sine wave devices), are these standard inverters or inverter/chargers?

A: Inverter/Chargers so that we can charge it from a generator or a wall outlet in our warehouse.

Q: While your setup includes solar panels, there's no mention of solar charge controllers, which are essential for safe and efficient battery charging. Could you confirm whether they are included?

A: Yes, charge controllers need to be included in the package submitted

Q: Unless there are space or roof layout constraints, my vendor recommends using 16 x 400W panels instead of 32 x 200W panels, as this setup is generally more efficient and easier to install.

A: These solar panels will be mounted on a roof so 200W panels would be the most that we can accommodate.

Q: Can solar panels equipment provided be from countries outside the United States?

A: Provided solar panel equipment must be compliant with the Buy American clauses within the solicitation.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
