About this file

Attachment 1 Salient Characteristics is a detailed document outlining requirements for a Modular Vehicle Barrier System for the 92nd Security Forces Squadron at Fairchild Air Force Base. The document specifies critical technical and operational requirements, including mandatory certifications such as US Department of Homeland Security Safety Act Designation, ASTM F2656-15, and ASTM/PAS 68 standards. Key system specifications include barrier units 3-5 feet in length, modular configuration adaptable from 9-15 feet, ability to cover two traffic lanes without cables, high visibility coloring, and capability for rapid deployment by a single person.

The document further emphasizes the system's primary objectives of enhancing installation entry control point security and traffic management, with specific use cases including blocking roadways during vehicle gate runner incidents, redirecting traffic during emergencies, and supporting crowd control at large events. Delivery is requested 90 days after contract award to 2 E. Arnold St., Fairchild AFB, WA 99011, with the storage container designed to be movable by forklift or heavy machinery. The system is expected to improve operational efficiency by replacing existing star barriers and enabling more effective personnel allocation during security incidents.

Attachment 1 Salient Characteristics FA462025QA939 4APR25

1. BACKGROUND: The 92nd Security Forces Squadron (92 SFS) at Fairchild AFB requires a

Modular Vehicle Barrier System that meets the salient characteristics below. The modular vehicle barrier system will be able to be used to block off roadways (i.e. installation entry control points in the event of a vehicle gate runner, building alarms, or for vehicle turn-arounds, traffic control points/cordons on the installation in the event of an emergency or if traffic needs to be re-directed). The modular vehicle barrier system will replace the use of the star barriers at installation entry control points, as not all personnel are able to effectively deploy the star barriers within a timely manner if needed. A result of the capabilities mentioned will also result in better allocation of manpower during said incidents and for daily operations.

2. OBJECTIVES: With the modular vehicle barrier system, 92 SFS members will be better equipped to conduct daily installation entry control point duties as well as be able to effectively control traffic operations in a more efficient and safe manner. The modular vehicle barrier system will be utilized at installation entry control points to Fairchild AFB and may be used for traffic control points/cordons as well as for crowd control during large events.

3. SALIENT CHARACTERISTICS:

The modular vehicle barrier system shall meet ALL the following salient characteristics to be acceptable.

• Must be US Department of Homeland Security Safety Act Designated

• Must be certified to ASTM F2656-15

• Must be certified to ASTM/PAS 68 and IWA standards

• Each barrier unit must be 3-5 ft in length

• Must be modular and adaptable to meet a minimum of 9 feet and a maximum of 15 feet

• Must provide continuous coverage across two separate traffic lanes without cables or ball/hitch connections. Cables are prohibited in modular vehicle barrier perimeters.

• Barriers must be colored for maximum visibility

• Must allow rapid opening and closing of a traffic lane

• Must be deployable, assembled, and dismantled by one person

• Must allow quick perimeter access in emergencies

• Must be tool-free for assembly

• Must require minimal to no maintenance

• Unit shall allow efficient transport and storage.

• Storage Container (To be moved by forklift or heavy machinery to move the storage container itself)

4. DELIVERY: 92 SFS request delivery 90 days After Contract Award:

2 E. Arnold St.

Fairchild AFB, WA 99011
