About this file

This document is an Attachment 1 Salient Characteristics file for a Modular Vehicle Barrier System solicitation by the 92nd Security Forces Squadron at Fairchild Air Force Base. The solicitation (FA462025QA939) requests 14 MVB3X Units with pivot systems, 2 fixed slide wheels, 6 rotating slide wheels, and 1 large storage/shipping box. The modular barrier system must meet specific requirements, including US Department of Homeland Security Safety Act Designation, certification to ASTM-F2656-15 and ASTM/PAS 68 & IWA standards, and capabilities such as covering multiple traffic lanes without cables, quick deployment in under 10 seconds, multi-terrain functionality, and one-person assembly.

The 92nd SFS intends to use the barrier system to replace star barriers at installation entry control points, improving traffic control, emergency response, and manpower allocation. The system will be deployed at Fairchild AFB entry points and potentially used for traffic control points, cordons, and crowd control during large events. Delivery is requested 90 days after contract award to 2 E. Arnold St., Fairchild AFB, WA 99011, with the vendor required to provide a modular, adaptable, low-maintenance solution that can be quickly assembled without tools and stored compactly.

Attachment 1 Salient Characteristics FA462025QA939

1. BACKGROUND: The 92nd Security Forces Squadron (92 SFS) at Fairchild AFB requires a Brand name MVB3X Modular Vehicle Barrier System or an equivalent barrier system. The modular barrier system will be able to be used to block off roadways (i.e. installation entry control points in the event of a vehicle gate runner, building alarms, or for vehicle turn-arounds, traffic control points/cordons on the installation in the event of an emergency or if traffic needs to be re-directed). The modular barrier system will replace the use of the star barriers at installation entry control points, as not all personnel are able to effectively deploy the star barriers within a timely manner if needed. A result of the capabilities mentioned will also result in better allocation of manpower during said incidents and for daily operations.

2. OBJECTIVES: With the modular vehicle barrier system, 92 SFS members will be better equipped to conduct daily installation entry control point duties as well as be able to effectively control traffic operations in a more efficient and safe manner. The vehicle barrier system will be utilized at installation entry control points to Fairchild AFB and may be used for traffic control points/cordons as well as for crowd control during large events.

3. BRAND NAME OR EQUAL:

The 92nd SFS is requesting a brand name MVB3X modular vehicle barrier system identified under table 1 or an equivalent barrier system that meets the salient characteristics under paragraph 4.
