About this file
This document is a Standard Form 30 Amendment to Solicitation FA462025QA930 issued by the 92nd Contracting Squadron at Fairchild Air Force Base, covering an audiovisual (AV) system upgrade for multiple ballrooms. The amendment provides detailed answers to 65 vendor questions about the project requirements, which include replacing projectors, screens, control systems, microphones, and network infrastructure across rooms 104A, 104B, 112A, 112B, and 105. Key specifications include installing 4K projectors, ensuring room interconnectivity, supporting video conferencing, implementing a wireless network with WPA2/WPA3 security, and providing touch panel controls.
The government will furnish new LG Pro Beam projectors at no cost to the installer, and vendors must design a system supporting at least 16 input sources. The rooms vary in size, with maximum occupancies ranging from 49 to 150 people, and are used for events like award ceremonies and promotions. The project requires manual room configuration, standalone AV for room 105, and minimal operator training. Contractors are responsible for all electrical work, returning the site to original condition, and providing training during the final two days of system installation. Proposals can be submitted even without attending the site visit, with the government preferring larger touch panel controls and recommending flexibility in screen and projector configurations.

Amendment 0002 Page 2
SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Answer questions posed by interested vendors.
2. Provide meeting minutes from the site visit and a redacted sign-in sheet for those in attendance.
3. Update the Statement of Work
4. Update the FAC in the combo.
All changes as a result of this amendment are annotated in red in the revised documents.
Q1: 1. Section 4.6 talks about a ceiling mounted camera in 112A. Is this the only camera needed, or being incorporated, in this RFP?
A1: Yes, there is only one camera in the facility and there are no additional cameras required.
Q2. 2. Section 4.10 states the following: “Provide, install and incorporate into control matrix five (4) projectors….” Is it five, or four?
A2: This was a clerical error. The Statement of Work has been updated to reflect that there are only four projectors between rooms 104 A, 104 B, 112 A, and 112 B. A fifth projector is listed in 4.25 for room 105.
Q3: From the drawings I can see 104a/b and 112a/b have a solid wall dividing them. Do those rooms AV even need to interact back and forth? Do they act as an overflow to one another?
A3: 104 A, 104 B, 112 A, and 112 B rooms shall be able to interact. Each room needs to be able to operate independently or together with a mix of any or all of the other rooms.
Q4: Section 4.10 states that all projectors are to be replaced with 4K projectors, however section 4.16 says to repair/replace all screens with same sizes. The screen size in 104a/b are both a 4:3 aspect ratio, which a 4K image cannot fit into without cropping the image or having black bars. Can those screens be changed to be able to fit 4K, same way 112a/b are able to do 4K?
A4: Yes, you can change the screens to meet the 4K requirement or substitute a projector of similar picture quality that can fit the 4:3 aspect ratio. This is up to the vendor. We require picture quality and the picture to fill the entire screen IAW SOW paragraphs 4.10 and 4.25.
Q5: Section 4.19 states the requirement of a WLAN for the AV system, tablets, and other equipment. What would other equipment entail? What level of security is required for this WLAN? If the only need for the WLAN is the tablets, should the rest of the wireless network be locked down so nothing else can connect to it?
A5: When installed by the vendor the WLAN will be used to connect to the tablets. We list other equipment so if in the future we want to connect a wireless camera or other streaming device the network can handle it.
Security required is minimum WPA2 but prefer WPA3.
Q6: Section 4.22 talks about external wall inputs. How many wall inputs are there?
A6: There is only one input plate in the room.
Amendment 0002 Page 3
Q7: Section 4.30 speaks of repairing or replacing the screen in 105, but it must remain the same size. What size is the screen in 105? Can we get a photo. If the screen is 4:3 in aspect ratio, can it be changed to fit 4K?
A7: Contractors may choose to repair the current screen or replace it with a screen size that fits a 4K aspect, or the government will accept a 4:3 aspect ratio projector of equal picture quality. The size is approx. 11’ X 7’.
Q8: Could you please advise on what technology is permitted on site? Specifically, are we allowed to bring cameras or cell phones?
A8: No restrictions on technology use in the facility where the installation will take place. You are able to photo any of the work you do. Phones, computers and cameras are allowed any time during the visit while in the building. While on base you are not allowed to take photos of the flight line or any military operations. You are not allowed to use cell phones while driving on base.
Q9: Would you be able provide a detailed list or diagrams of the current AV system, including cable types, routing, and rack layout?
A9: The government does not have a detailed list or diagram of the current system. Information contained in this SF30 and the SOW are the full extent of the information the government has.
Q10: What equipment will need to be reused and integrated with the new system?
A10: Nothing is required to be reused except for the comcast cable box. All other equipment can be replaced.
Q11: Is the AV Room on the floorplan the AV room for all of the rooms?
A11: AV room is for the 4 main ballrooms. Room 105 AV equipment is located in the room and operates as a separate system.
Q12: Will the facility electrician be responsible for any new power outlets, or is that the AV contractor's responsibility? If not, can the site provide a local electrician that is familiar with the system for electrical work?
A12: The contractor will be responsible for all new electrical work. Plugs are available for all current system components. We have the names of local electricians who have performed work in the building. Original system was installed in 2014, but it is not currently known if they have knowledge of the power infrastructure.
Q13: Can you confirm the types of sources feeding into the matrix (e.g., PC, laptop, signage, cameras, cable
TV)?
A13: The Camera in 112A and Comcast Cable box feed directly into the matrix. Everything else (laptops, PC, Audio devices) should be plugged into the wall plates in each room and connect to the matrix through those wall plates.
Q14: Which projection screens are currently in working order and which are not? What is the size of the screens in each of the rooms?
A14: rooms 112 A&B: screens are 16’ X 8’ rooms 104 A&B and room 105 screens are approx. 11’ X 7’ 104 B and 112B screens work but need to be replaced. The gears are going out.
105 screen condition is unknown because the switch is inoperable so we can’t power it on/off.
Amendment 0002 Page 4
Q15: If the government inputs 16 or more sources? Please specify so we can quote the correct number.
Remember the system is fully expandable to 16 or more sources but do you need this now? Cameras do not count towards the source count. Example: One per room, cable box, computers
A15: The system needs to accept at least 16 inputs IAW SOW paragraph 4.1.
Q16: With cameras and microphones installed would the government request the ability to perform video conferencing in the main room?
A16: Yes, the quoted system shall have the ability to perform video conferencing in the main room.
Q17: How many total WIRED and WIRELESS touch panels do you require? The recommendation would be to have both for backup. Each room wired, and two wireless on rechargeable stands.
A17: AV room, 104 A, 104 B, 112 A, and 112 B (five (5) total) can be wired or wireless, Plus Two (2) additional wireless. The current system had 7 iPads, 5 of them were wall mounted but could be removed.
Q18: To lock down the wired touch panels for each room would the government consider lockable covers for the touch wired panels?
A18: The quoted touch panels shall be able to be pin locked on the screen of the device
Q19: The government is requesting projectors to FILL the screen entirely with an image. But the screens for 104A and B are in a square format 4:3 ratio. Modern day ratios are 16:9 like most computers. To meet the requirements the screens would have to be replaced. Which will require new housing and screen with more labor. If the government selects to keep the existing screens the images will be in the middle with space at the top and bottom. Since all the screens are in working order, this would cost less to keep the screens.
A19: Fill the screen as best as possible on the left and right side. It is understood that with different ratios it is not possible. The government would prefer to fill the screen as much as possible.
Q20: Only a single IPTV decoder meaning all rooms are ok with showing the same channel when in use?
A20: Yes. We know if we want to show more channels, we will need additional devices to plug into the matrix.
This is why we are asking for 16 inputs.
Q21: Confirm desire to control all rooms from any panel (control 112A from 104B?) Is control needed from outside of the location via internet?
A21: All control panels in AV room, 104 A, 104 B, 112 A, and 112 B should be able to control any of the rooms. Room 105 is separate and not connected to other rooms. Control is not needed outside the venue.
Q22: Intended use for camera? What type of connection would be needed or is the intent to show locally only?
Please note the location of the camera and the point of view needed.
A22: Show locally and be able to go from matrix to a computer to broadcast via teams. The camera is wall mounted in the south room of 112. Mounted above the wall divider. Camera needs to span the view of where the drop-down screen is in the room.
Q23: Any UPS requirements for screens, display, projector?
Brandon Teague Conflicts with answer 4 above and para 4.10 in the SOW. Does it HAVE to fill, or can it just be close?
A23: No UPS requirements for screen, displays or projectors. The goal of UPS is to protect the AV rack from power surges.
Amendment 0002 Page 5
Q24: Is there a target db level for the rooms? "Crowd" is an amorphous term to attempt to overcome. Noise floor of crowd and unoccupied would be helpful.
A24: Set noise levels for a group of 500 spread across the 4 rooms.
Q25: Do rooms 104 A/B and 112 A/B need to detect automatically when the rooms have been divided?
A25: No. Control panels need to allow users to select if they want a single room, both 104 rooms, both 112 rooms or all 4 rooms.
Q26: Can microphones be marked to work in a specific room and then all rooms when combined or does any mic need to be able to work in any single room automatically?
A26: Mics need to work in any room. Users should be able to select which mic they want in which room
Q27: There appears to be an Apple device in the rack that could either be an original AppleTV or a N based wireless router. Is this device needing to be carried forward and if so what is the device?
A27: No, this device does not need to be carried forward.
Q28: Is there a current system schematic and equipment inventory list that can be provided?
A28: No, there is no schematics or equipment inventory list that can be provided at this time.
Q29: If projection screens and housing are replaced with new ones, does site have personnel or contractor that can rebuild ceiling around new devices?
A29: No, the contractor is responsible for returning the site to its original condition.
Q30: If current motorized projector mounts are replaced and relocated does site have personnel or contractor that can rebuild ceiling around new devices?
A30: No, the contractor is responsible for returning the site to its original condition.
Q31: The requirement calls for the AV rack location in the main ballroom to be moved to the back corner of the room away from the door. Who will be responsible for relocating the current COMCAST cable TV system wiring and equipment?
A31: The contractor will be responsible for relocating the current COMCAST cable TV system wiring and equipment.
Q32: For the Audio system, do you want 4-Handheld and 2-lavalier in each of the 4-rooms (24 total), or 4 and 2 in each of the divisible rooms 104 A/B and 112A/B (12 total)
A32: 4-Handheld and 2-lavalier total. These should be able to be used in any room.
Q33: Is the Camera in Room 112A only used for “presenter image on screen”? Or will it be used for Video conferencing like Teams/Zoom?
A33: It will be used for video conferencing and presenter image on screen.
Amendment 0002 Page 6
Q34: For the matrix switcher in the ballroom system, do you want it built out now for a full 16x16 or the ability to scale/add matrix cards in the future? And Build it for the current need? Same question for 105 on the matrix system capacity.
A34: The switchers shall be fully built out now for a full 16x16 capability.
Q35: For MAIN BALLROOMS 104 A, 104 B, 112 A, 112 B, do these spaces need automation for control when the false walls are open using Partition Sensors? Will combine and uncombine modes be controlled manually, automatically or both?
A35: No, only manual control will be needed for this requirement.
Q36: The SOW doesn’t specify a wireless control panel for room 105. Is it desired that the wall mounted control panel be wireless or wired?
A37: Can be either, but it must be standalone from the main AV system in the ballrooms.
Q38: Want to understand "easy to maintain and user friendly" this is ambiguous and potentially limiting depending on the level of user maintaince and skill level available.
A38: The system shall be able to be operated with minimal training. The operators will not have extensive IT experience. The maintainers of the system are experienced with AV systems operation.
Q39: Q7: Is the preference for a 16:9 or 16:10 screen ratio? 16:9 would allow all screens the same ratio.
A39: Contractors shall provide what is best for the provided screen size.
Q40: By adding a microphone, room 105 could have video conferencing capabilities. Would the government consider adding a microphone?
A40: The government does not require a microphone in room 105.
Q41: If you have video conferencing in the Main Room and 105 each room could join a MS Teams meeting.
A41: 105 is separate and doesn’t have video conferencing requirements
Q42: Currently room 105 appears to be isolated from other AV, is this to be maintained or is there a desire to have systems able to route to each other for overflow?
A42: Room 105 should remain standalone.
Q43: Has current sound level been adequate for overcoming noise during functions?
A43: Yes, the current sound level has been adequate.
Q44: To what level do we need to provide training? Are we to provide training on programming the control system? Are these trainings going to occur on the same day or subsequent days or is there an expectation for future training on a different series of days?
A44: Training is on use and maintenance of the system. Programming should be performed by the contractor.
Training is normally performed on the last 2 days of the installation during final stages of the system install.
Amendment 0002 Page 7
Q45: As we were not able to make the site walk, can we still respond to the RFQ?
A45: Yes, you may still submit a quote even if you did not attend the site visit.
Q46: What size Touch panel controls would you prefer? 7”, 10” ?
A46: 7” is the minimum required size, but prefer larger.
Q47: Do you want drawers or shelves in the rack or rack area to store the wireless mics and their charging bases?
A47: Yes, the government would like to have something to store the mics and charging bases.
Q48: The Screens in the rooms are different aspect ratios. Do you want the new screens to match the aspect ratios of the new Projectors? (The height will change on the 4:3/Square-shaped screens)
A48: Keep screen sizes the same and adjust the aspect ratio.
Q49: Please clarify the precise requirements for wireless and wall mounted touch panels including the one in room 105 - it presently uses a table top model.
A49: Please refer to the Statement of Work para. 4.5.
Q50: We received a strong impression that the users would like to have 16.10 screens instead of the existing. If this is the case what size would they like the same width as existing?
A50: Follow the Statement of Work. If new screens are installed the government would prefer that they are the same width as the existing screens.
Q51: How many wall plates are in each room?
A51: 1 in each room to include the AV room.
Q52: Do TV’s need to remain in the same place?
A52: Yes, TV’s need to remain in the same place.
Q53: Are the rooms for recreational purposes?
A54: The rooms are multi-purpose, typically for events like award ceremonies, promotions, and retirements.
Q55: is there insulation in the ceiling?
A55: Yes, we believe it is mounted to the top ceiling not laying on the drop ceiling.
Q56. Does the government want more cameras installed?
A56: No, the government does not need more cameras installed for this requirement.
Q57: Is there any preference as to the type of microphone used?
Amendment 0002 Page 8
A57: Prefer utilizing the same frequency of what is installed so we can use the ones we currently have as backups.
Q58: What are the dimensions of each room, width, length, and height?
