About this file
This document is a Standard Form 30 Amendment to a Solicitation for a Request for Quote (RFQ) for military hoists, issued by the 92nd Contracting Squadron at Fairchild Air Force Base. The amendment addresses four contractor questions regarding part numbers, shipping configurations, and shipping costs for Didsbury hoist model A1/43/1381 (NSN 1730-99-370-9407). The government clarified that the total estimated quantity is 25 hoists, to be shipped in configurations of either four (4) hoists per shipment or one (1) hoist per shipment, with shipping costs to be included in the proposal for Total Evaluated Price purposes. The amendment also revised two attachments: the Pricing Schedule and the 25QA905 Combo document, with an effective date of 4 September 2025.

SUMMARY OF CHANGES
1. The purpose of this Amendment is to answer contractor questions:
Q1: The P/N 6603002 is what is listed in the solicitation, but it does not come up on the Didsbury website. What is the part number of the hoist? Is this hoist A1/43/1381?
A1: P/N 6603002 corresponds to the Didsbury hoist model A1/43/1381, NSN 1730-99-370-9407.
Q2: FAR Provision 52.212-2, Evaluation- Commercial Products and Commercial Services. (2021-11)
(a) ii. 2. 2. Hoist Roundtrip Shipping – To contractor and back to Fairchild AFB for an estimated quantity of 25 units. Are we to assume this will be for 25 hoists at one time or broken out to each as pointed out on the Pricing Schedule Attach. 2?
A2: 25QA905 COMBO and the Pricing Schedule (Attachment 2) has been revised to reflect Hoist
Roundtrip Shipping requirements. Shipping cost should be based on two configurations: four (4) hoists per shipment and one (1) hoist per shipment. Each annual task order will include an estimated quantity of up to twenty-five (25) hoists.
Q3: For Shipping and Handling can the W&D’s (Weight and Dimensions) of the hoist plus shipping container be provided to the contractor to factor in the costs?
A3: The general cycle of hoist shipment is in groups of four (4) hoists at a time; however, it is possible that in rare cases due to unforeseeable technical circumstances (i.e. equipment failure, operation tempo surges, etc.), the government may need to send an individual hoist outside the normal groups of four (4).
The approximate weight and dimensions for both configurations are four (4) hoists per shipment weight
300 lbs. and dimensions 280” x 68” x 24”, one (1) hoist per shipment weight 62 lbs. and dimensions
68” x 18” x 18”. Offerors should refer to the revised Pricing Schedule and submit roundtrip shipping costs for both scenarios: four (4) hoists per shipment and one (1) hoist per shipment.
Q4: As the RFQ reads that shipping is the responsibility of the contractor, why does the contractor need to include shipping costs in the RFQ response?
A4: The Hoist Roundtrip Shipping (to contractor and back to Fairchild AFB) is the responsibility of the contractor IAW SOW paragraph 3.3. The Pricing Schedule has been revised. For Total Evaluated Price
(TEP) purposes, the quantity of 25 hoists will be distributed as follows: six (6) shipments of four (4) hoists and one (1) shipment of a single (1) hoist. The submitted shipping rates will be used to establish the not-to-exceed (NTE) shipping amount under the resulting contract award.
2. The following attachments have been revised:
a. Attach. 2 - Pricing Schedule is hereby replaced with Attach. 2 - Pricing Schedule Revised.
b. 25QA905 Combo is hereby replaced with 25QA905 Combo Revised.
3. All other items remain unchanged.
