About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Request for Quote (RFQ) issued by the 92nd Consulting Squadron at Fairchild Air Force Base. The amendment addresses contractor questions regarding Level II Work labor rates and parts/materials markup for an unspecified hoist service contract. Key clarifications include that contractors should provide a fully burdened labor hourly rate for 10 estimated hours of Level II Work and a parts/materials markup percentage based on a $2,500 estimated value. The RFQ due date has been extended from 4 September 2025 to 9 September 2025 at 10:00 AM PT. Didsbury Engineering Co Ltd in the UK is referenced as the authorized service center, and all hoist inspections and acceptance will be conducted at Fairchild AFB upon return of serviced equipment.

Amendment 0002 Page 2

SUMMARY OF CHANGES

The purpose of this Amendment is to answer contractor questions and to extend the RFQ due date/time:

1. Listed are the contractor questions:

Q1: Line item 0003 references Level II Labor Work, however it has a unit of 10 hours. As labor for Level II Work is stated to be part of a detailed cost break down should there be the need for Level II Work, what would a vendor bid here?

A1: As stated in the Pricing Schedule:

“Level II Work: Provide the Labor Rate hourly rate for Level II Work and any potential modification that could arise from this contract by contracting officer approval. For TEP purposes we will calculate the total Level II Work Labor Rate based off 10 hours.”

Contractors shall provide the fully burdened labor hourly rate on the Pricing Schedule. This labor rate will be used for any Level II Work and any potential modification that could arise from this contract by contracting officer approval. For the Total Evaluated Price per Period evaluation, the government will use 10 hours as the estimated quantity to apply the contractor’s proposed labor rate.

Q2: Line item 0004 references Level II Work Parts/Martial with a unit of 1 lot. As parts/material for Level II Work is stated to be part of a detailed cost break down should there be the need for Level II Work, what would a vendor bid here?

A2: In accordance with the SOW Paragraph 2.3.1.b.:

“Parts/Materials: Replacement parts/materials needed exceeding $400.00 in value after the basic service will be reviewed by contracting officer (CO). Contractor will provide actual parts cost breakout to CO for review prior to repair. The parts mark up will be the negotiated rate at time of award.”

As stated in the Pricing Schedule:

“Level II Work: Provide the Parts/Materials % markup for Level II Work and any potential modification that could arise from this contract by contracting officer approval. For TEP purposes we will calculate the total Level II Parts/Materials based off $2,500.”

Contractors shall provide the Parts/Materials % markup on the Pricing Schedule. This markup percentage will be used for any Level II work and any potential modification that could arise from this contract by contracting officer approval. For the Total Evaluated Price per Period evaluation, the government will use 1 Lot valued at $2,500.00 to apply the contractors proposed Parts/Material % markup.

If Level II Work is required, the contractor must submit an actual parts cost breakout to the CO for review prior to repair. This ensures the proposed markup percentage is not exceeded and remains within the negotiated terms of the contract.

Q3: Should there be the need for Level II work, the contractor will only use OEM parts from Didsbury. Didsbury is located in the UK and these parts would come from the UK. As we do not know what the Level II parts are that we need, how can we list them in sections (f) and (g) of the 25QA905 Combo that will be included in our response?

A3: At this time, the specific parts/materials required for Level II work are unknown. All unserviceable components must be repaired or replaced in accordance with the Statement of Work (SOW). As this is a service contract and the required parts/materials will not be identified until the Annual Inspection is completed, FAR 52.212-3 Sections (f) and (g) of the 25QA905 Combo are not required to be completed. Any parts/materials needed will be considered incidental to the performance of the required service.

Q4: Will a current Certificate of Competence from Didsbury suffice for documented Didsbury certification?

A4: Yes. As stated in the COMBO under FAR 52.212-1, subparagraph (b)(4), offerors must provide documentation confirming that all work described in Attachment 1 – Statement of Work will be performed at a Didsbury Engineering Co Ltd authorized service center. Acceptable documentation includes a current Certificate of Competence, authorization letter, or other official certification issued by Didsbury Engineering Co Ltd.

Q5: Government inspections, are they limited to Fairchild AFB or will a government representative inspect the hoist at the contractors authorized service center before it is sent back to your base?

A5: Inspection and Acceptance of the hoist units will be conducted at Fairchild AFB upon return of the serviced equipment.

2. RFQ due date/time: 4 September 2025 / 10:00 AM PT is hereby changed to RFQ due date/time: 9

September 2025 / 10:00 AM PT.

3. All other items remain unchanged.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
