SUMMARY OF CHANGES

The purpose of this amendment is to answer the contractor proposed questions:

Q1: Is there anything your team is not finding at the current Global VR simulator that a new vendor would offer?

A1: There are no known deficiencies or missing features associated with the current simulator in use by FAFB.

Q2: Are you missing any customization option, aircraft model, any ability to edit the training module?

A2: There are no known deficiencies or missing features associated with the current simulator in use by FAFB.

Q3. Are there any limitations on the length or format of the informational write-up? For instance, is there a page limit or a specific structure you require?

A3: It is the government’s intent that the item purchased will be a fully developed COTS item; the standard information available to any purchaser will be sufficient.

Q4. Do you expect an unlimited perpetual use license for the VR training software, or is there a preferred duration for the license?

A4: An unlimited perpetual use license is preferred; in accordance with the Solicitation FA462024QA325, “(b) Options. The Government will not be using options for this acquisition.”

Q5. What specific warranty terms are required for the VR Deicer Simulator? Is there a minimum warranty period, and what should it cover?

A5: The standard manufacturer equipment and system warranty as offered to the commercial marketplace is expected.

Q6: Should we include a maintenance plan in our proposal? If so, what level of maintenance is expected (e.g., regular software updates, hardware maintenance, technical support)?

A6: In accordance with Solicitation FA462024QA325, the resultant award will be a Firm, Fixed-Price contract with no options. Any ongoing maintenance inclusions should reflect only what is routinely offered in the commercial marketplace in support of the standard commercial warranty and be included in the total price.

Q7: Do you prefer the system to be air gapped or is there any desire to have a commercial hotspot included with the contract so you can take advantage of over the air updates/security and learning management?

A7: The system will be air gapped.

Q8. Is portability important or would you consider?

A8: Portability to move the equipment between offices is desired but there will be no training in remote or dislocated environments.

Q9. Do you want data tracking and graded training paths available for download and records? If our system includes an off-the-shelf Learning Management capability, is this desirable?

A9: Yes, data tracking, graded training paths for record management and built-in learning management capability is desirable, however, only options included to the commercial marketplace and supported by standard commercial and manufacturer warranties are desired.

Q10. How important is the contractor's previous experience with VR training systems in the evaluation process? Would it be beneficial to include case studies or testimonials from other VR powered industrial vehicles and USAF projects?

A10: IAW Solicitation FA462024QA325, “(a) Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures IAW FAR Part

13. The government will award a contract resulting from this RFQ to the responsible vendor whose quote, conforming to the RFQ, will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate quotes:

IAW FAR 12.602(a): When using the simplified acquisition procedures in Part 13, contracting officers are not required to describe the relative importance of evaluation factors.”

Q11: Is there a need/desire for interaction with stakeholders and follow-on customization of our platform assuming we deliver the finalized version within the timeframe stated?

A11: There are no known deficiencies or missing features associated with the current simulator in use by FAFB; there are no anticipated changes to any equipment and processes. Interaction between award and delivery is possible, however, there is no desire for a developmental or customized features; it is the government’s intent that the item purchased will be a fully developed COTS item.

Q12: Will there be opportunities for feedback and iteration during the development and implementation phases of the VR training system to ensure it meets your needs effectively?

A12: Interaction between award and delivery is possible, however, there is no desire for developmental or customized features; it is the government’s intent that the item purchased will be a fully developed COTS item.

Q13: What level of ongoing technical support do you require post-installation? Are there specific hours of availability or response time expectations for support services?

A13 The level of ongoing technical support, hours, and response times shall reflect the level of support required to support a standard commercial warranty.

Q14: Can you provide more details on the evaluation criteria for the bids? How heavily will factors like price, technical capability, and past performance be weighted?
