STATEMENT OF WORK (SOW)

FOR CARPET REMOVAL AND INSTALLATION

FOR

92d LRS B. 2045

FAIRCHILD AFB, WA

August 2024

1 DESCRIPTION OF SERVICES

1.1 This requirement is being solicited in accordance with the US Air Force Carpet II Program. All ordering will be done in accordance with the USAF Carpet II Program Ordering Guide (Attach. 2).

1.2 The contractor shall furnish all labor, materials, equipment, equipment rental, transportation, and supervision necessary to perform all work in accordance with these specifications, relevant drawings, and contract documents for installation of carpet and cove base at Fairchild Air Force Base, Washington.

1.3 The government has conducted an asbestos test prior to contractor beginning work. While not anticipated, if the contractor discovers the presence of asbestos during removal and installation of old carpet, the government will coordinate with the contractor to accomplish a bilateral modification to the contract for abatement and remove the asbestos discovered.

2 SCOPE OF WORK

2.1 The contractor shall be responsible for removing approximately 12,022 square feet of old carpet and approximately 2,300 linear feet of cove base, procuring, and installing approximately 12,022 square feet of new carpet and approximately 2,300 linear feet of new cove base in accordance with the Statement of Work (SOW). The contractor shall also remove and install approximately 48 linear feet of stair trim in Room 220. Contractors shall review Attach. 3 – Building 2045 Floor Plan (Amend 02) for all areas on the first and second floor of Building 2045 to have carpet and cove base removed and new carpet and cove base installed. All work shall be performed in accordance with all federal, state, and local regulations, commercial standards and 2022 Fairchild Air Force Base Installation Facilities Standards (IFS).

2.2 The contractor shall prepare all floor surfaces in accordance with standard commercial practices, the

SOW, and Attach. 3 – Building 2045 Floor Plan (Amend 02). The contractor shall ensure all surfaces to be carpeted are clear of old carpet, adhesive, and clean before applying new carpet to ensure an even, finished product. The government will ensure all floor obstructions, such as furniture, will be removed prior to contractor beginning removal/installation of new carpet and cove base.

2.2.1 If the concrete flooring under the carpet is pulled up in chunks, this will be considered a differing site condition. The government will work with the contractor to resolve the issue by accomplishing a bilateral modification to capture any additional cost or time required to correct the issue.

2.3 Contractor will ensure carpet edges meet wall edges sufficiently to ensure cove base will present a professional finished appearance once installed. The contractor shall dispose of removed carpet, cove base, and all other debris at a location off base and in accordance with all federal, state, and local regulations and standard commercial practices. The contractor will be permitted to procure a dumpster at their own expense for disposal on base, should they desire. The contractor will be required to coordinate placement of the dumpster with Civil Engineering after award for further instructions.

3 QUALIFICATIONS

3.1 The contractor shall be experienced in carpet and flooring installation. The contractor shall be in possession of insurance required to cover all removal and installation of carpet in accordance with standard commercial practices.

4 SPECIFIC WORK REQUIREMENTS.

4.1 The contractor will be responsible for coordinating the installation dates with the CO prior to beginning work. The CO will confirm the installation dates with the mission partner and building occupants before authorizing the dates. The contractor will be required to perform the following before, during, and after carpet installation:

• Survey the site prior to award to validate all measurements and ensure adequate carpet, adhesive, and additional materials are procured to complete the job.

• Order necessary carpet and adhesive from USAF mandatory sources in accordance with SOW and Air Force Carpet II Ordering Guide.

• Install all carpet, cove base and adhesive in accordance with SOW and manufacturer recommendations.

• Dispose of removed carpet, cove base and adhesive.

4.2 Cove Base provided shall conform to the following salient characteristics:

• Color – Black, Charcoal or Gray

• Size – between 4 and 4.5 inches tall, no more than 1/8 inch thick

• Material – Rubber

4.2.1 The contractor shall take care to ensure excessive paint is not damaged during the removal of the old cove base. The contractor shall ensure excessive paint is not damaged during the removal of the old cove base. The contractor shall ensure that cove base being installed covers any lines or paint peeling, to the maximum extent practicable, that may be caused during removal of old cove base.

The contractor will not be responsible for touchup paint due to minor imperfections due to cove base removal and replacement.

4.3 Carpet and trim in Room 220 shall be replaced. The stair trim shall be a neutral color (black, charcoal, or gray) and be of similar construction to the trim being replaced. The government’s estimated quantity of stair trim to be replaced is 48 linear feet, and the contractor shall verify the quantity required to complete work.

4.4 Transition strips will not be required. The contractor shall utilize existing transition strips in building 2024 where carpet transitions to a different floor covering (i.e. tile, other hard flooring).

5 GOVERNMENT FURNISHED MATERIALS, SERVICES, AND SUPPLIES

5.1 Government furnished supplies and property are not applicable to the performance of this contract.

5.2 The contractor will be permitted to store carpet, cove base, adhesive, and other required materials in the building 2045 warehouse prior to and during the installation. Materials shall be stored neatly, and any trash or other clutter shall be managed and removed at the end of each working day.

6 GENERAL INFORMATION

6.1 Normal hours of operation are 0730 to 1630, Monday through Friday with a one-hour lunch. Federal

Holidays are excluded. The following federal holidays are observed:

6.2 Quality Control. The contractor shall utilize its own internal quality control processes to ensure services are performed in accordance with commonly accepted commercial practices and this SOW.

The contractor's quality control plan and supporting documentation shall be made available to the government upon request.

6.3 Security Requirements All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations.
