The purpose of this amendment is to:

1. Incorporate the Site Visit Meeting Minutes

2. Answer questions from prospective offerors

3. Provide an updated solicitation/attachments due to the questions and answers

SUMMARY OF CHANGES

1. The government incorporated the site visit meeting minutes as Attachment 6 and published to SAM.gov.

2. The following are questions from prospective offerors and the government’s response:

Q1: Is there a Wage Determination (WD) included with this requirement?

A1: This solicitation does not incorporate a wage determination. It is being solicited as a commodity with install, not a service, and therefore does not require a wage determination.

Q2: Where do we dispose of the removed carpet, adhesive, and cove base? Is it possible to get a dumpster on base?

A2: IAW Statement of Work (Amend 02) section 2.3, “The contractor shall dispose of removed carpet, cove base, and all other debris at a location off base and in accordance with all federal, state, and local regulations and standard commercial practices.” The contractor will be able to procure a dumpster and have it placed on base at their own expense, if desired.

Coordination with Civil Engineering will be required after award if the contractor plans to procure a dumpster.

Q3: What are the standard operating hours for the installation to take place?

A3: Contractors will perform work on base during standard hours, 0730 to 1630 Monday through Friday IAW Statement of Work section 6.1.

Q4: Will the contractor be penalized if there are manufacturer delays outside of our control?

A4: If there are delays outside of the contractor’s control, could not have been anticipated, and extend completion beyond the contract period of performance, the government may modify the contract due to “excusable delays” as identified in the Federal Acquisition Regulation (FAR). It is paramount that, should delays occur, the contractor informs the Contracting Officer immediately when delays are known.

Q5: What should we do if during the install asbestos is discovered?

A5: The government has conducted an abatement test and does not anticipate the discovery of asbestos. IAW Statement of Work section 1.3, “While not anticipated, if the contractor discovers the presence of asbestos during removal and installation of old carpet, the government will coordinate with the contractor to accomplish a bilateral modification to the contract for abatement and remove the asbestos discovered.”

Q6: It looks like there is a lot of transition from carpet to hardwood or other flooring in the building. Will transition strips of any kind be required?

A6: Transition strips will not be required. The contractor shall utilize existing transition strips in building 2024 where carpet transitions to a different floor covering (i.e. tile, other hard flooring). Attachment 1 – Statement of Work (Amend 02) section 4.4 has been amended to reflect this clarification.

Q7: The Statement of Work calls for 4-inch-tall cove base. However, there may be a line left in the paint on the wall if we replace the existing cove base with some that is the same height.

Please advise.

A7: The existing cove base shall be replaced with cove base that is 4 to 4.5 inches tall to match that which is being removed. The contractor shall ensure excessive paint is not damaged during the removal of the old cove base. The contractor shall ensure that cove base being installed covers any lines or paint peeling, to the maximum extent practicable, that may be caused during removal of old cove base. The contractor will not be responsible for touchup paint due to minor imperfections due to cove base removal and replacement.

Attachment 1 – Statement of Work (Amend 02) section 4.2 has been updated to reflect these changes.

Q8: How should we quote our lead time when considering the delivery from the manufacturer and installation?

A8: Offerors shall quote the total lead time from Receipt of Order to completion of installation. This time shall include manufacturer lead time and the time required to remove old and install new carpet, adhesive, and cove base on both floors of Building 2045.

The government has amended the document 24QA257 COMBO (Amend 02) to include a breakdown of lead times. Offerors shall quote: 1) total lead time (receipt of order to completion of work), 2) lead time for carpet delivery (from receipt of order to carpet delivery to Fairchild AFB), 3) time to complete work on the first floor of building 2045 (remove carpet, cove base, adhesive, and install new), and 4) time to complete work on the second floor of building 2045 (remove carpet, cove base, adhesive, and install new).

Q9: We were not able to see flooring in the elevator mechanical room. Will it need to be carpeted?

A9: The elevator mechanical room (room 104) is ceramic tile and will not be carpeted.

Q10: It appears new carpet may cause an issue with the height of the office doors. Will the contractor be required to move the doors if they are too low to the carpet?

A10: The government does not anticipate the installation of new carpet to have an impact on the ability of doors to freely open and close. The contractor will not be responsible for adjusting the height of doors.

Q11: Room 117 was not included in the list of rooms to be carpeted on the floor plan. Are we to assume this room needs carpet and it not being included was in error? Also, does this impact the estimated square footage in the COMBO?

A11: Room 117 was intentionally left off the building 2045 floor plan and will not be part of this requirement. Contractors shall not include the square footage of Room 117 in their estimate, and it is not a part of the government’s estimated square footage in the Statement of Work.

Q12: Is there a secure area where we can stage the carpet, cove base, and adhesive once it has been delivered and before/during the install?

A12: Contractors will be permitted to utilize the building 2045 warehouse area for storage of carpet, cove base, and adhesive. These materials may be shipped to building 2045 and staged there for the duration of contract performance. Attachment 1 – Statement of Work (Amend

02) section 5.2 has been amended to reflect the storage location.

Q13: How will installing carpet in the SIPR room work? Will escorts be required when work is being performed?

A13: The SIPR room will not contain any classified material during the installation.

Therefore, no escorts will be required.

Q14: The conference room (room 220) has stairs that are not mentioned in the floor plan or statement of work. Are they factored into the estimated square footage? Also, are we to replace the trim around the edges of the stairs and how should we price it?

A14: The stairs in room 220 were factored into the government’s square footage estimate contained in the Statement of Work. The contractor shall replace the carpet on the stairs and elevated floor in room 220(see picture below). The contractor shall also be responsible for replacing approximately 48 linear feet of trim around the edge of the stairs with trim of similar type/color to the existing trim. Attachment 1 – Statement of Work (Amend 02) has been updated to reflect this requirement. The price of the stair trim shall be priced into Item 0004 on Attachment 5 – Pricing Schedule (Amend 01). See picture of stairs below:

Q15: Can we get quotes from each Tier 1 Carpet Manufacturer for each carpet selection in Attachment 4?

A15: Offerors are permitted to get a quote for each carpet selection. However, offerors shall only submit a quote to the government for one of the carpet selections. It is the discretion of the offeror to determine the carpet selection to provide a quote for. The carpet selection quoted must be one of the selections identified in Attachment 4 – Carpet Selections.

Q16: Will the quoted lead time be a factor when considering who to award the contract to?

A16: The government will not consider lead time when evaluating quotes for award. The only evaluation factors for award are listed in the document 24QA257 COMBO (Amend 02) under 52.212-1 and 52.212-2. The government is encouraging offerors to quote realistic lead times for each of the breakdowns listed in 24QA257 COMBO (Amend 02).

Q17: Will the small conference room (Room 229) be carpeted? It already has hardwood floor.

A17: Room 229 will not be included under this requirement. It was included by mistake and has been removed in the revised Attachment 3 – Building 2045 Floor Plan (Amend 02).

Q18: What is the floor made of under the current carpet for the first and second floor?

A18: Building 2045 is concrete on both the first and second floors under the carpet.

Q19: When we remove the carpet, it may come up 1) with all the adhesive, 2) without the adhesive, 3) or with the adhesive and chunks of the floor. How should we price Item 4 on the pricing schedule when we don’t know how much scraping or repair will be needed?

A19: IAW SOW 2.2 contractors are responsible for the following: “The contractor shall ensure all surfaces to be carpeted are clear of old carpet, adhesive, and clean before applying new carpet to ensure an even, finished product.”. Contractors need to determine how to price this as the award will be a firm-fix-price.

However, if the concrete flooring under the carpet is pulled up in chunks, this will be considered a differing site condition. The government will work with the contractor to resolve the issue by accomplishing a bilateral modification to capture any additional cost or time required to correct the issue. Attachment 1 – Statement of Work (Amend 02) section

2.2.1 has been amended to reflect this change.

Q20: Will there be a requirement to provide floor coatings (i.e. patching/skim coating for the concrete base floor) to put down before we replace the adhesive and carpet?

A20: Per Attachment 1 – Statement of Work (Amend 02) section 2.2, “The contractor shall prepare all floor surfaces in accordance with standard commercial practices, the SOW, and Attach. 3 – Building 2045 Floor Plan (Amend 02). The contractor shall ensure all surfaces to be carpeted are clear of old carpet, adhesive, and clean before applying new carpet to ensure an even, finished product.” It is at the discretion of the contractor how they will achieve the clean, even finish.
