SUMMARY OF CHANGES

The purpose of this Amendment is to:

1. Provide the sign-in sheet from the site via Attch. 1 Site Visit Sign-In

2. To implement updates to the PWS via Attch. 2 PWS 28FEB22.

3. Answer contractor proposed questions as listed below.

Q1: Are these services currently being performed by a Contractor? If so, please provide the current contract number and costs.

A1: Yes, contract number: FA462017CA011 for a total of $107,444.72 (5 year contract)

Q2: Reference PWS 1.2C: Our understanding is that cleaning consists of bench stock items in warehouse being wiped down and free of dust prior to issue to the customer. Will general purpose cleaner be acceptable to use?

A2: Yes

Q3: Reference PWS 1.2.4.2: Will major repairs only be performed on dishwashers, refrigerators, and microwaves?

A3: Yes and stoves too. See PWS 1.2.4.2. for changes made to the PWS and annotated in Red.

Q4: Will a forklift be provided for contractor use?

A4: No.

Q5: Will a pallet jack be provided for contractor use?

A5: No.

Q6: Is the incumbent currently using the eMH system?

A6: Yes, used daily.

Q7: Is the inventory reflected in the PWS current?

A7: Yes, that is the current inventory.

Q8: Reference PWS 4.1: The PWS states that contractors are only required to provide 4 hours of services a day, 0800 - 1200. Is the contractor required to process all deliveries, receipts, inventories, and eMH inventory updates during these times?

A8: Yes, all work under the PWS will be conducted during normal duty hours 0800-1200 Monday through Friday.

Q9: Will the Government provide office supplies (i.e. paper, toner, pens/pencils)?

A9: No.

Q10: Who is the incumbent contractor performing this work?

A10: Logistic Resource Solution, Inc.

Q11: How many Full Time Equivalents (FTE’s) are performing this work on the current contract during periods of non-mass moves?

A11: Two employees; 8 hours of work (1 hour for lunch); 24 hours a week per employee.

Q12: What are their labor categories?

A12: On the previous contract the Government provided the WD annually and it was the onus of contractor to determine the appropriate class of labor. Bid accordingly.

Q13: Which labor category performs the administrative work required in the PWS (reports, spreadsheets, trackers/logs, eMH entries, etc.)?

A13: See A12, Bid Accordingly.

Q14: Can temporary labor be used for daily operations and mass moves?

A14: Yes, however temporary labor is not recommended for daily operation due to the administrative coordination required to gain base access. It is not practical to change temporary employees daily because a Government employee would have to meet them at the front gate unless coordinated in advance.

Q15: What is the process for temporary labor to gain access to the installation and how long does this process take?

A15: Background check/daily pass; around 60 min.

Q16: What contractor provided vehicles are used to perform on this contract?

A16: It is the Contractor’s responsibility to determine the vehicles needed to meet all of the requirements in the

PWS.

Q17: What are their makes, models, and years?

A17: See A16

Q18: If contractor vehicles are provided on this contract, does the government have any restrictions on the age of the vehicles utilized?

A18: See A16.

Q19: Does the government provide equipment, tools, and, or materials for contractor use on this contract (i.e., tools for furniture assembly/disassembly, minor repairs, pallets, and binding/wrapping materials for disposal, etc.)? If so, please provide an inventory of government supplied equipment, tools, and materials.

A19: The Government does not provide any materials.

Q20: Is a forklift contractor provided? If so, is it propane or electric?

A20: It is the Contractor’s responsibility to determine the equipment needed to meet all of the requirements in the PWS.

Q21: How much notice is given to the contractor prior to mass moves?

A21: Average of 6 Months.

Q22: Does DRMO/DLA or the Post Recycle Center require palletizing, binding, or wrapping furniture for disposal? If so, are these materials government or contractor provided?

A22: Yes DRMO/DLA require palletizing, binding, or wrapping depending on the furniture. The Government is providing materials required to palletize and bind. Wrapping is not funded at this time. PWS edits to

1.3.3. annotated in Red.

Q23: How far is the DRMO/DLA and Post Recycle from the FMS warehouse?

A23: DRMO/DLA and Post Recycle pick up will be at the FMS warehouse.

Q24: What are the total number of bed spaces for the POD style rooms?

A24: 240 rooms, each with one bed.

Q25: What are the total number of bed spaces for the traditional style rooms?

A25: 232 rooms, each with one bed.

Q26: In the traditional style rooms, the kitchen sink sits right in the entry doorway causing a tight fit to move furniture in and out. Has the incumbent had difficulties with getting furniture through these doorways?

A26: No difficulties.

Q27: Is there any assembly or disassembly required for pool tables? Disassembly typically requires additional skilled labor and tools to ensure the table is not damaged. Is there a vendor used for these requirements?

If so, are the costs reimbursable?

A27: No vendors used for this requirement, any cost over $200 would be reimbursable IAW PWS 1.2.4.2. 1 inventoried pool table.

Q28: Are the desks, chairs, and partitions located in the computer area of the Airman Lounge part of the FMS inventory?

A28: Yes.

Q29: To what extent should furniture be cleaned? For example, is a steam cleaner needed to clean cloth furniture with stains? If so, is this contractor provided?

A29: See PWS 1.3.5.1. No steam Cleaner is required.

Q30: What tools are needed to cut blinds to fit into window openings? Are these tools contractor provided?

A30: Contractor shall determine tools required to cut blinds. See PWS 1.2.4.3. Blinds are ordered to fit.

Q31: Are the window blinds government or contractor provided?

A31: Government.

Q32: What type of equipment/vehicle is used to handle/transport snowplow blades?

A32: The contractor box truck.

Q33: Who often are snowplow blades issued?

A33: Snow plow blades will be stored at the end of each winter season.

Q34: Does the government provide the labels, ink, printer, and barcode equipment to meet the PWS requirements?

A34: No.

Q35: Please provide a list of previous minor furniture repairs required for previous years.

A35: The Government does not have a list of previous minor furniture repairs, please bid accordingly.

Q36: In Appendix A, Estimated Workload Data, the government identified 473 customers. Does this equate to room occupants, hand receipt holders, or something else?

A36: Room occupants.

Q37: In Appendix A, Estimated Workload Data, the government indicates 109 monthly and 1308 annual

Customer follow-ups Processed. What do these entail (i.e., phone calls, emails, site visits, etc.)?

A37: Site Visits.

Q38: In Appendix A, Estimated Workload Data, are the Furniture Exchange quantities also captured in other requirements listed in the workload data (i.e., items issued, pick-ups/deliveries, turn-ins from customers.)? Furniture Exchanges were not mentioned in the PWS.

A38: The Government does not have Estimated Workload Data. Bid accordingly.

Q39: In Appendix A, Estimated Workload Data, does the furniture received requirement equate to new shipments of furniture? If not, please explain.

A39: Yes.

Q40: In Appendix A, Estimated Workload Data, do Requisitions Issued equate to work order/requests?

A40: Yes.

Q41: Are all furniture movement transactions done via work requests? The quantity of requisitions appears to be low.

A41: All work requests will come via email, phone, and/or in person. See PWS 1.2.1. Edits to 1.2.1. annotated in Red.

Q42: Are the hand trucks and furniture dollies in the warehouse contractor or government provided?

A42: Contractor.

Q43: Ref: PWS, Appendix B, Joint Inventory. Please provide a listing of the GFE such as forklifts, pallet jacks, dollies, and office equipment, i.e. computers, printers and any other GFE that will be available for the contractor’s use.

A43: The Government does not provide GFE. Please see PWS Section 3 for Government Furnished Property and Services, bid accordingly.

Q44: Ref: Appendix C, Location Map. Is the paint shop certified by the EPA?

A44: N/A, not correlated with this requirement.

Q45: Ref: Appendix C, Location Map. Will the government provide the necessary air compressor, air/water separator filter, and paint guns/hoses?

A45: No. Paint shop located in Appendix C is not affiliated with this requirement.

Q46: Ref: PWS, page 3, para 1.2.2: Barcoding. Will the Government provide the necessary bar code scanner and barcode production software?

A46: Yes, PWS Section 3 was edited to include this. PWS changes annotated in Red.

Q47: Ref: PWS, page 4, para 1.2.4.1, Expenditures less than $200. Does the Government have records of expenditures for repairs less than $200? What is the annual amount expended?

A47: No.

Q48: Ref: PWS, page 4, para 1.2.4.1, Expenditures less than $200. Is the 75% criteria a cumulative amount or is it for a one time repair cost?

A48: It is not cumulative. It is 200$ or 75% of the cost of that item.

Q49 Ref: PWS, page 5, para 1.3.3, Disposal. Does the Government provide a CFC recycle/recovery device to capture refrigerants being removed from refrigerators, air conditioner compressors, etc that are being readied for transfer to the local DLA Disposition Services (DRMO) ?

A49: The items deemed “hazardous waste” such as refrigerators due to potent greenhouse gases will be disposed by the government. Contractors are responsible for removing item from EMH and physical inventory.

Q50: Ref: Addendum FAR 52.212-1, Subparagraph (6) , Offeror’s Response. Will the bidding offeror be allowed to submit a Cover Letter with its proposal?

A50: Yes

Q51: Sections 1.2 - 1.3.5.1 of the PWS cover a fairly diverse range of tasks. Will the Government please give offerors guidance as to the preferred Labor Categories (LCAT) on this mission?

A51: See A16.

Q52: Sections 1.2 - 1.3.5.1 of the PWS cover a fairly diverse range of tasks. Can the Government please let offerors know if any of the Labor Categories (LCATs) currently utilized on this mission are combined or conformed in order to meet all PWS-mandated tasks?

A52: See A16.

Q53: Can the Government please indicate whether all contract employees are full-time, or if any part-time employees are utilized?

A53: The Contractor is required to determine the amount of employees needed for the work described in the PWS. Additionally, A11 identifies the number of employees and hours currently on the contract.

Q54: Can the Government please let offerors know how many employees are currently serving on this contract?

A54: 2

Q55: The PWs states "Additional work outside normal hours of operation shall remain within the scope of the PWS. The Contractor shall provide written notification for additional work, to include a cost proposal, to the Contracting Officer within three (3) workdays." Can the Government please provide estimates of the "Additional Work" historically required on this contract?

A55: Additional work are the Mass Moves, at the discretion of the Mission Partner.

Q56: According to FPDS, the historical spending pattern is as follows: 2018 = $107k, 2019 = $99k, 2020 = $100k, 2021 = $143k, 2022 = $99k. With $99,000 spent so far in 2022, it appears the requirements have increased. Can the Government please indicate whether this contract is experiencing an increase in workload, and subsequently FTEs?

A56: It is dependent on the amount of mass moves conducted. The amount of mass moves per year is variable.

Q57: The PWS states: "Vehicles used in transporting furnishings and equipment shall have the company name visible on both sides and shall be clearly and easily identifiable." Is the contractor responsible for providing/leasing any vehicles to support this requirement?

A57: Yes.

Q58: The PWS states: "Vehicles used in transporting furnishings and equipment shall have the company name visible on both sides and shall be clearly and easily identifiable." Assuming the contractor is responsible for providing/leasing vehicles, ostensibly to provide furniture transportation, what types of vehicles are either currently being used to meet this requirement or what vehicle types and dimensions are needed to meet this requirement?

A58: See A16.

Q59: The PWS states: "The contractor shall implement a key control program to ensure keys issued are not lost, duplicated or used by unauthorized persons." Is a Key Control program plan required?

A59: All keys will be managed and signed out by government. A key control plan is not a required submission as a part of contractor proposals.

Q60: The PWS states: "The contractor shall implement a key control program to ensure keys issued are not lost, duplicated or used by unauthorized persons." If a Key Control program is required, when is it due to the Government?

A60: All keys will be managed and signed out by government.

Q61: The pagination of the PWS seems to be incorrect. Page 22 is marked as page 20, 23 as 21, and 24 as 22.

Can the Government please issue a properly paginated PWS document?

A61: Yes, PWS has been corrected.

Q62: The RFP states: "Offers response shall consist of a: ...C. Past performance information with supporting documentation." Will the Government please indentify/clarify what Past Performance supporting documentation is required?

A62: Please see RFP Provision 52.212-1 SUBPARAGRAPH (10) PAST PERFORMANCE INFORMATION.

Q63: The RFP states: "Offers response shall consist of a: ...C. Past performance information with supporting documentation." Is the Government requesting that offerors submit a Past Performance volume?

A63: The Government is not requesting a formal Past Performance “Volume”, please see A62 for more guidance.

Q64: The RFP states: "Offers response shall consist of a: ...C. Past performance information with supporting documentation." If the Government is requesting a Past Performance volume, can the Government please issue guidelines/requirements (page limit, etc.) for this volume?

A64: The Government is not requesting a formal Past Performance “Volume” as this is a FAR Part 13 Acquisition. Contractors are required to submit Past Performance Information as identified in 52.212-1.

Q65: The RFP states: "To be considered recent, for a particular contract or combination of contracts, services must have been and/or are currently being performed at any time within the last three (3) years from the date of issuance of this solicitation." Will the Government consider opening the recency period to five (5) years so as to allow a broader base of competition?

A65: No.

Q66: PWS Section 3 describes Government Furnished Property and Services. However, there is no list of specific Government Furnished Property (other than App B) that specifically breaks out the Government Furnished Property that the Contractor will be using for its own use. Can the Government please provide the list of specific Government Furnished Property (other than App B) that specifically breaks out the Government Furnished Property that the Contractor will be using for its own use.

A66: The PWS Section 3 has been edited to read “GOVERNMENT FURNSIHED UTILITIES AND SERVICES”. This acquisition does not contain any official Government Furnished Property. PWS changes are annotated in red.

Q67: PWS Section 3 describes Government Furnished Property and Services but does not have a similar section for describing Contractor Furnished Property. Can the Government please provide the list of specific Contractor Furnished Property that is anticipated to successfully perform this mission?

A67: See A66

Q68: These various sections cover a wide, diverse range of tasks, many of which imply the use of transportation assets to move and transport various types of furniture and other items. What Government provided vehicles will be made available to the contractor to provide these various transportation missions?

A68: N/A, Contractor supplies vehicles.
