SUMMARY OF CHANGES

The purpose of this amendment is to answer questions from potential offerors. As a result of the Q&A the Combo RFQ and Performance Work Statement have been revised and are attached to this amendment. Both documents are title (REV 1) and all changes are highlighted in yellow.

The Following are the Questions from prospective offerors and the government’s answers:

Q1: Will the Government ensure they achieve risk reduction by defining relevant past performance in a manner which requires the Prime Contractor to have self-performed elevator projects?

A1: No, relevant past performance will be defined as currently stated in the RFQ.

Q2: Will the Government consider typical obsolescence language following customary guidelines?

A2: No, the language used in the Performance Work Statement (PWS) is mandatory by the Air Force.

Q3: Does the Government plan on an allowance for Pre-existing Conditions?

A3: In accordance with the published PWS page 3, paragraph 4.1 “The Contractor with the CO/COR (or representative) shall determine the working order and condition of all VTE listed in Appendix A within thirty (30) calendar days of contract award. The government will either replace missing items or repair all items not in working order or serviceable condition, or the CO will direct the Contractor to replace the missing items, accomplish the repair, and reimburse the Contractor in accordance with the contract.”

Q4. Would you consider changing the NAICS code from 811310 to 238290?

A4: No.

Q6: Will it be available to survey the elevator equipment during the Pre-bid Conference on February 4th?

A6: In accordance with the published solicitation, the pre-bid/pre-proposal conference was conducted at The 92nd Contracting Squadron large conference room on 4 Feb 20 at 2:00 pm (Pacific Time). Following a short briefing contractors were allowed to survey elevator equipment.

Q7- Performing 3-year over speed tests are listed on the pricing line item on the combined synopsis. To clarify, the 3 year testing does not require an over speed test.

This is done during the 5 year testing. You also do not have any equipment that requires a 3 year test by ASME. Please clarify if you still want 3 year testing done?

A7: 3-year over speed is a typo. It should be 3-year hydraulic pressure tank test.

Combined synopsis has been corrected.

Q8: How to handle maintenance on elevators needing repairs with uncorrected items from our initial inspection report. For example, if we do our walk through and find a problem with the door locks. We identify it and provide a proposal. If the government or whoever decides to wait several months before repair, are we still responsible for any call outs directly related to that issue?

A8: The government will document all items not corrected during the initial inspection. If a services call is made for one of the listed items, it will be priced on a case-by-case basis.

Q9: Can you clarify that while we were looking at the cargo elevator (#10), we found that it was a 3,000 or 4,000 capacity (sign says 3k, data tag states 4k) VRC freight elevator?

A9: The cargo elevator Item #10 in the PWS workload has a typo. In the capacity column it should read 4000 lbs. The serial number for the unit is 1L400 and was mistaken as 11400. PWS workload has been corrected.
