MXG Strategic Alignment

Amendment 002

Please see the questions from interested parties and the Government answers pertinent to the MXG Strategic Alignment requirement.

1. It seems like you just want a quote, is that correct? Or would you like a summary of my experience and my proposal for this so as to compare to others? Or will it be judged solely on price?

Answer: Yes, we do want a quote. Also we are asking for relevant past performance as well as your company’s draft plan on how your company is planning on filling the requirements of the solicitation.

2. In the pricing schedule, it has “periodic implementation support” at the quantity of 4. I’m just curious what that is in the SOW. Is it the 0001AD and 0001AE combined?

Answer: Yes it is items 0001AD and 001AE Combined. Please note that a revised pricing schedule with item 0001AE described is a part of this amendment

3. For line number 0001AD, in the SOW it has individual implementation coaching, but I did not notice that item represented in the pricing schedule as individual coaching. As in, how many people would be getting coached and for how many sessions? (e.g. 10 people for 6 sessions each = 60 hours?).

Just the in person sessions were represented.

Answer: The government’s original intent was that individual coaching be included in 0001AD as part of a fixed price. However several contractors have noted that they perform individual coaching on an hourly basis. To accommodate that the government has added another line to the pricing scheduled labeled Individual Coaching (0001AF) with a not to exceed amount (NTE) of 60 hrs. Note that this means the government may request no individual coaching at all or any amount of coaching up to the full 60 hours.

Contractors are requested to insert their proposed hourly price and Total Amount for up to 60 hrs. on Individual Coaching in the revised Pricing Schedule. Please remember to delete any amount for Individual Coaching that contractors may have entered under 0001AD since it is now accounted for under

0001AF.

4. For line number 0001AE, I noticed that there is no description or price in the pricing schedule.

Based on the SOW, I assume the same number as 0001AD?

Answer: Please see revised Pricing Schedule

5. For Option 1, I noticed that it only includes the group level, not the squadron level. I just want to verify this is the case.

Answer: Option 1 In person Strat Alignment (0002AA) is at both the Group and Squadron level. In person 92/141 MXG mid-term progress review is solely at the Group level

6. For Option 2, does this intend to be an in-person session? If so, do you intend it to be 1 day or 2 days? Curious as this was specified in other areas of the SOW.

Answer: Yes, up to two (2) days at the discretion of the MXG.

7. PWS 1.1, 0001AA requires the contractor to Develop questionnaires to ascertain individual perspectives on performance, obstacles to improvement, structural efficiencies and inefficiencies, and problem areas.

a. Does the Government intend that these questionnaires be distributed digitally or via hard copy?

Answer: The government would prefer the questionnaires be distributed digitally but would consider hard copy methodology at no cost to the government.

b. Does the Government have any limits or expectations as to the methodology used to develop these questionnaires?

Answer: The government expects potential contractors to utilize their industry experience and expertise to develop questions that will provide a foundational perspective of the Group/squadron’s current cultural state. This perspective should be used to help create the contactor’s recommendations for the follow on in person session.

8. PWS 1.1, 0001AA requires the contractor to Conduct sufficient interviews to provide statistically valid information (minimum of 40) across all ranks and all levels of technician and supervision from both the 92nd and 141st MXG.

a. Would the Government please clarify how it qualitatively and/or quantitatively defines “statistically valid” information?

Answer: The government expects the answer’s to the questions to provide sufficient analytical data for the contractor to build and provide an analysis of the current state of the Group and Squadron.

b. Does the Government anticipate a maximum number of respondents to these questionnaires?

Answer: No, the government will ensure at least the baseline number of 40 is met.

9. PWS 1.1, 0001AC requires the contractor to Conduct separate in-person Strategy Alignment Sessions for the entire 92/141 AMXS and MXS Squadron Leadership Teams. Minimum of one session per squadron for up to one day (8 hours). Does the Government anticipate a need for more than one 8-hour session? If so, is there a maximum number of sessions allowable?

Answer: The government does not anticipate needing more than a one day (8 hour) session per Squadron.

Most of the Squadron leadership will be part of the 2 day Group session and the government anticipates efficiencies gained from that learning experience to enable only a 1 day session.

10. PWS 1.1, Performance, requires the contractor to Conduct one Grp level session and two (1 per Squadron) squadron level sessions NLT 30 Nov 2018. Can the Government provide a timeline of mandated days?

Answer: General timeline is listed in the Statement of Work

11. What is the background and justification for the combination--"the Total Force Integration between the 92d MXG and the 141st MXG Maintenance Groups"--described in the solicitation?

Answer: In 2006, Fairchild was directed to combine two separate functions (the 92nd Air Refueling Wing and the 141st Air Refueling Wing) into one cohesive unit. The 92nd MXG and the 141st MXG were included in that process. The Air National Guard and the Active Duty Air Force historically have the same mission but very different ways to accomplish that mission. This initiative is a method where the leadership of both units are trying to formulate a composite vision of future operations that will maximize the strengths and minimize the weaknesses of each organization.

12. What prior studies or recommendations led to the decision to combine the Groups? Please provide copies of those studies/recommendations or an executive summary at a minimum.

Answer: The groups are combined due to the Executive order from the BRAC law written in 2005 mandating the current Total Force Integration Classic Association construct.

13. What is the goal/objective of the combination?

Answer: To develop a consolidated Mission Vision statement and maximize the potential for both units.

14. What will be the composition of the leadership team for the combined organization?

Answer: The Group’s composition will not change from its present organizational structure.

15. What are the potential implications of the combination on the existing personnel and infrastructure?

Answer: The potential implications at this time are unknown. The intent of this solicitation is to discover what those implications are or could be and figure out a strategy to enable the organization to overcome them.

16. Where will the new organization reside? In both the 92nd Air Wing and the 141st Air Wing?

Answer: There will be no new organization.

17. What is AMXS?

Answer: Aircraft Maintenance Squadron. This Squadron is responsible for day to day generation of training and real world operational taskings and maintenance directly associated with sortie generation.

18. What is MXS?

Answer: Maintenance Squadron: Provides in-depth major maintenance capabilities such as phase inspections, non-destructive inspection of aircraft components, aircraft systems repair and refurbishment and other intermediate level maintenance.

19. How will integration at the Group level affect organization structures and roles at the Squadron and/or Wing level for both AMXS and MXS?

Answer: There should not be any major changes to organizational structures post this event.

20. Regarding the current 92d MXG and the 141st MXG Maintenance Groups, please answer each of the following questions:

a) How many personnel are in each Group?

Answer: Each group has two squadrons each: AMXS and MXS respectively. There are currently over 900 people in the 92 MXG and there is approximately 450 personnel in the 141 MXG.

92 MXO OIC:99 personnel

92 AMXS: 517

92 MXS: 328

141 MXG: 20

141 MXO: 20

141 MXS: 130

141 AMXS: 56

b) What is the current Organizational Chart for each Group (please provide graphic file)?

Answer: The organizational chart for the 92 MXG has been included in separate documents on this Amendment. The 141 MXG organizational structure is identical to the 92 MXG.

21. What is meant by "targeted tools and analysis for implementation of communication and engagement plan" and “targeted performance coaching and tools” (see 0001AD in "92_MXG_Strategic_Alignment_Statement_of_Work.pdf")?

Answer: The government’s requirement is to have tools (industry proven actionable items/methodologies for leadership to put into practice) and analysis specifically geared to the environment and working conditions at Fairchild AFB. Generic tools would not be as effective.

22. Are the "individual Implementation/follow-on coaching leadership sessions" included in the 0001AD CLIN or should they be considered a standalone set of tasks?

Answer: Please see revised Pricing Schedule included with this amendment.

23. Regarding "in-person Execution/Implement Sessions with 92/141 MXG Senior Leadership Team"

(0001AD), please answer each of the following questions:

a) How many sessions are required;

Answer: Minimum of 2 per SOW

b) What is the expected duration of each?

Answer: Not to exceed 16 total hours hrs.

24. Regarding "individual Implementation/follow-on coaching leadership sessions," please answer each of the following questions:

a) How many sessions are required

Answer: Please see revised Pricing Schedule item 0001AF. The contractor is responsible for providing up to 60 hours of coaching. Duration of individual sessions will vary.

Answer: Duration of individual sessions will vary.

25. What is meant by "provide targeted tools and analysis to improve overall management performance" (see 0001AE in "92_MXG_Strategic_Alignment_Statement_of_Work.pdf")?

Answer: Please see answer to question 21.

26. Regarding "in person Execution Session with 92/141 Squadron Leadership teams" (0001AE), please answer each of the following questions:

a) How many sessions are required

Answer: One session

Answer: Not to exceed 8 hours.

27. Looks like travel expenses are not a separate CLIN, so I assume I need to factor into my price?

Answer: Yes, travel expenses should be included

28. In the past experience part, it says to include “Comments regarding compliance with contract terms and conditions”. Is this just if we did not fully comply and want to explain something? Otherwise would there be anything else to say besides “complied?”

Answer: Yes, please comment on any issues you would have complying with the terms and conditions of the solicitation

29. I have one relevant AF experience I’d like to include doing strategic alignment at an Air Force Base, but do not have a contract because it was under a certain limit in which the wing commander choose to pay me with their GPC (or something like this). I can include his name (Wing Commander Customer) as he is still in the AF, but there was no contracting officer. Is this permissible or shall I not include that example?

Answer: Yes, please include this past performance information and included a Point of Contact for us at that organization.
