Statement of Work (SOW)

92/141 MXG Strategic Alignment and Implementation Support

1.0. Description of Services: The contractor shall provide all personnel, supervision, and equipment to provide a strategic alignment roadmap for maximizing the potential of the Total Force Integration between the 92d MXG and the 141st MXG Maintenance Groups. In the course of developing the roadmap the contractor shall assist and act as a facilitator to arrive at consolidated mission, vision, and goals statements accurately reflecting the consolidated viewpoint of the composite organization. As a minimum the contractor is required to:

1.1. Basic Service: Strategic Alignment Session(s)

Conduct Organizational analysis through interviews and questionnaires (0001AA) o Develop questionnaires to ascertain individual perspectives on performance, obstacles to improvement, structural efficiencies and inefficiencies, and problem areas (both actual and potential). Questionnaires shall have sufficient number of questions and detail to provide statistically valid results. (Draft questionnaire to be provided to 92 CONS for MXG review no later than one month (30 days) after contract award.

o Conduct sufficient interviews to provide statistically valid information (minimum of 40) across all ranks and all levels of technician and supervision from both the 92nd and 141st MXG.

o Create summary report document to present to Senior leadership team. Report shall be provided to the consolidated leadership team no later than 30 days prior to the first cultural strategic alignment session.

• Conduct an in-person Strategic Alignment Session for the entire 92d/141st MXG Senior Leadership Team (1 session over 2 days) (0001AB) o Guide the team to productively work through challenges, obstacles, and communications breakdowns that impede success.

o Provide information and organizational tools to enable senior leaders of 92d/141st MXG to create an aligned consolidated future state that maximizes the skills, strengths, and abilities of both the 92d and the141st MXGs and provides tools to minimize any inherent inefficiencies in the consolidated group as a whole.

o Provide survey results and toolset to enable MXG 141/92 senior leadership to set in motion high level strategy that aligns with military 2-yr command organizational assignment (goals to be reached in less than 2 years). Must include:

Specific focus areas

Measurable, result oriented outcomes Identified accountabilities Communication and engagement plan

• Conduct separate in-person Strategy Alignment Sessions for the entire 92/141 AMXS and MXS Squadron Leadership Teams. Minimum of one session per squadron for up to one day (8 hours). (0001AC) o Provide tools so the team can productively work through any challenges, obstacles, and breakdowns impeding success o Assist in creating an alignment with 92/141 MXG 2-yr command structure plan o Provide tools for the team to create clear, actionable short-term strategies to include:

Specific focus areas Measurable, result oriented outcomes Identified accountabilities

• Performance: Conduct one Grp level session and two (1 per Squadron) squadron level sessions NLT 30 Nov 2018

Provided Basic Service: Ongoing periodic implementation support

• Conduct in-person Execution/Implement Sessions with 92/141 MXG Senior Leadership Team (minimum of 2 over the course of calendar year 2019, schedule to be coordinated with 92/141st leadership personnel) (0001AD) o Conduct reviews of committed actions and account for any necessary adjustments o Provide targeted performance coaching and tools

• Conduct individual Implementation/follow-on coaching leadership sessions o Conduct reviews of committed actions and account for any necessary adjustments o Provide targeted tools and analysis for implementation of communication and engagement plan

• Conduct follow-on in person Execution Session with 92/141 Squadron Leadership teams

o Conduct reviews of committed actions and account for any necessary adjustments o Provide targeted tools and analysis to improve overall management performance

• Period of Performance: Questionnaires will be competed NLT 30 days prior to initial

Strategic Alignment. Implementation support will take place between November 2018 and September 2019. Specific dates to be jointly scheduled after the two day Strategic Alignment session.

Option 1: Additional year of follow-on Execution/implementation session (0002AA and 0002AB) This is optional at the sole discretion of the government.

o Conduct in person Strategic alignment session for yr. 2 (0002AA) o Conduct in person 92/141 MXG mid-term progress review (0002AB)

Option 2: Additional year of surveys and analysis services (0003AA and 0003AB) This is optional at the sole discretion of the government.

o Provide targeted tools and analysis for implementation of strategic outcomes

(0003AA)

o Provide yr. 2 milestones to help sustain cultural shift (0003AB)

3.0. Government Supplied Material/ Facilities. The government will supply administrative support to type up meeting notes and the following

3.1. Logistical support to set up a meeting space for 20-40 people to these general specifications:

3.1.1. Projector capable room

3.1.2. Tables/seats that allow multiple seating configurations

3.1.3. Computer or computer access (generic Microsoft Office products only). If specific software is required it, and the equipment needed to display it, shall be provided by the contractor.

3.1.4. Flipcharts/easel and Post-it notes (quantity to be determined by Contractor) Notify government POC of quantities required a minimum of 2 weeks prior to expected need.

4. General Information:

4.1. HOURS OF OPERATION. Fairchild 92/141 MXG primary hours of operation are from 7:30 AM to 4:30 PM Monday through Friday excluding federal holidays. However, to support mission requirements there are shift workers that work various shifts. The contractor is tasked with understanding all aspects of the maintenance function and incorporating that understanding into surveys and required end products. The contractor is required to reach out to alternate shifts to better understand the maintenance function and provide the best possible insight into

4.2. Recognized Federal Holidays. There may be federal holidays when the Contractor is not required to perform service, except in “emergency situations” or to support specific mission needs. In no case will service be ordered in advance of funding. The holidays are:

New Year’s Day - 1 January

Martin Luther King Day - 3rd Monday in January Washington’s Birthday - 3rd Monday in February Memorial Day - last Monday in May Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December

If a holiday falls on a Saturday, the preceding Friday will be observed. If a holiday falls on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day after the holiday observance.

4.3. Other Base Closures. Work scheduled but not accomplished because of base closure due to exercises or real-world events will be accomplished as soon as possible after base reopening.

4.4. PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY.

IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that all requirements identified in this Performance based Work Statement (PWS) are NOT mission essential.

4.5. Base Access. Rules governing access to Fairchild AFB are subject to change due to installation and world situations. All employees may be subject to a background check through the FBI for base access. Contractor vehicles may be subject to search prior to gaining base entry. The contractor should plan and allow for delays as a result of increased and ever-changing security procedures.
