Salient Characteristics SERE Talent Assessment

The Survival, Evasion, Resistance, and Escape school at Fairchild AFB has a requirement for a company to provide a hardware/software and analysis solution that consists of ongoing, across the board, talent assessments with the goal of decreasing the current very high attrition rate. This talent assessment and analysis system must be capable of tracking up to 500 individuals.

At a minimum the talent assessment must consist of a COTS software solution and expert analysis evaluating the following SERE Courses: SERE Orientation, SERE Indoctrination, and SERE Specialist training.

Individual tablets will be utilized across a network of SERE instructors

-Provide a configurable COTS software solution that captures and synthesizes “whole person” human performance data over an extended (12 month) period.

-Provide a configurable COTS software solution that collects, synthesizes, analyzes, and reports performance data against initial personnel assessments and development modeling.

- Utilize prebuilt behavioral and performance metrics developed by contractor and based on 66TRS inputs.

-Package must include dedicated consulting support that is responsible for refining SERE specialist best practices on a continual basis. Support should include psychologists, behavioral scientists, coaches, and SERE subject matter experts.

- Develop a “Whole Person” metric of individuals that measures and helps optimize drive, critical thinking, problem solving, leadership, emotional intelligence, independence, and humility. These parameters must be able to be weighted; with user defined levels of importance assigned to each parameter and the results of the analysis utilized by included predictive software that provides individual chances of success for each student.

- System must include all identified tasks throughout the entire training course.

- Integrated system must provide synchronized reporting to all devices utilized by instructor cadre.

-System must include customizable reports that include individual performance, cohort performance, performance summaries, and training phase details.

- System and analysis service must have the ability to be updated on a continual basis to accommodate evolution in training methods.

- Ideally system should use software approved for the AF LAN, if not approved, system must include all hardware and software for a complete standalone solution.

- System must be able to be used in both a standalone (no-WiFi) mode and in an online mode for up to 35 simultaneous users

- System must be able to produce a common dataset that is compatible with other agencies in the Guardian Angel community (SERE, Pararescue, and Combat Control).
