The following have been added by full text:

AMENDMENT 1

The following questions were asked at the site visit held on 14 October 2015:

Question: Will the staging area have power?

Answer: No, the staging area does not have power; however, the contractor can use a generator. Please make sure you are not performing maintenance of equipment involving petroleum-based or regulated substances in the staging area.

Question: Will work only be performed at night?

Answer: Work will be performed between the hours of 6pm and 6am and will include all area listed in the

PWS.

Question: Does the whole area need to be completed in one session from 6pm to 6am?

Answer: Yes, contractor will have the equipment and personnel required to complete the whole area listed in the PWS in the time allotted.

Question: Will the government required the contractor to put down any deicer?

Answer: No. Deicer is not a requirement for this contract.

Question: Who was the previous contractor for snow removal at FAFB?

Answer: The previous contractor was K2 Services LLC.

Question: If work cannot be completed before 6am what would the government want us to do?

Answer: Call Snow Control to receive a priority list of areas to be plowed first. Work will stop at 6am and resume at 6pm.

Question: Will we be responsible for grass that is damaged due to plowing?

Answer: Please review PWS section 4.4 “Damage”. The previous contractor did not need to make any repairs to grass.

Question: How will the contractor gain access to the Army Reserve Center if the gate is locked?

Answer: Upon a successful award, the contractor will be given a POC and the gate code, allowing them 24hr access to the Army Reserve Center.

Question: Is the contractor expected to plow between each vehicle located at the Army reserve Center?

Answer: The contractor will not plow between each vehicle.

Question: Is the area at the Army Reserve Center between the wash rack and building considered loading dock, or are we expected to plow this area?

Answer: The area between the building and wash rack will need to be plowed as shown on the PWS.

Question: SW-9 (near the hospital) The only direction for snow to be pushed is the road. Where would the government like the contractor to push the snow in this location?

Answer: The windrow will be rolled to the west. Creating a windrow in the median areas creates a visibility hazard for children and drivers. Windrow cannot be pushed into the street or intersections. If the windrow is too large due to excessive snow, the contractor can place the snow in any of the adjacent empty fields.

There should be no driving on any improved ground areas (manicured grass areas).

Question: How close is the contractor expected to plow next to vehicles?

Answer: Three feet.

Question: Why is B2048 (Flight Simulator) included in the PWS when the facility manager is capable of coordinating snow removal utilizing building personnel? Should this be removed from the PWS?

Answer: The Flight Simulator Building will be removed from the PWS and revised drawings will be provided as part of the award.

Question: If the government plows a road and it covers a sidewalk that was previously plowed by the contractor are we expected to plow it again?

Answer: If this happens and the government requires the contractor to plow the sidewalk again it will be considered a second push.

Question: Do we have an expectation of hauling for this contract?

Answer: No. However, the contractor must be capable of moving snow to the edge of the parking lot.

Question: Is this a pay per push contract or will we receive payment for 10 pushes in the first year?

Answer: The contractor will be paid per push.

Question: At this time several of the contractors stated that most snow removal jobs are priced based on how many inched are removed at a time. It is much easier to remove 4 inches than it is to remove 8 inches and this factor drives pricing.

Answer: The contract will still be based on pricing per push; however, the PWS will be changed so the contractor will be paid for an additional push if the total cumulative snow level is greater than 6 inches.

Question: Will FAFB call in partial pushes?

Answer: Please review PWS section 4.6. If FAFB calls the contractor before 4:00PM it is expected that the contractor will be able to complete the entire area listed in the PWS. If the government calls the contractor after 4:00PM a priority list will be provided for the locations the government would like to be plowed first, with the understanding that the entire area listed in the PWS may not be completed before 6:00AM.
