PERFORMANCE-BASED WORK

STATEMENT (PWS)

FOR SNOW REMOVAL SERVICES

Fairchild AFB, WA 7 October 2015

1. Description of Services. The contractor shall perform snow removal from parking lots and sidewalks located on Fairchild AFB, WA in accordance with all Federal, State, local laws and regulations, commercial standards, and this Performance-based Work Statement (PWS). See Appendix A for estimated workload data.

1.1 Scope of Work. Upon notification from authorized personnel, the contractor shall remove snow from areas identified in Appendix A. After contract award, the government will provide the contractor a list of personnel authorized to place calls for snow removal services. The contractor shall remove snow to within ¼ inch of paved surface. Snow shall not be plowed in a manner that obstructs streets, parked vehicles, fire hydrants, refuse dumpsters, obstacles (i.e.

water valves), parking lot entrances, exits, or intersections. A minimum of 90% of the parking spaces shall be cleared to mitigate obstructions. In the event of an obstacle (i.e. excessive number of vehicles) the contractor shall notify Snow Control or the assigned Contracting Officer’s Representative (COR) and request further instructions. The contractor shall push snow to the outside edges of the parking lots whenever possible. The contractor is not required to remove the snow from the plowed areas. Snow plowed adjacent to the flight line shall not be stacked against the flight line wall. All identified sidewalks shall be entirely cleared of snow.

1.1.1. Replowing. In the event that a parking lot or sidewalk area requires re-plowing due to heavy snowfall, the contractor shall notify Snow Control and request permission prior to re-plowing. Upon approval, the contractor shall commence operations on those approved areas only.

1.1.2. Snow Removal Vehicles. All snow removal vehicles shall have an activated operational flashing beacon when in use. All contractor equipment used or stored on base shall be in good working condition without any significant fluid leaks. Any release into the environment shall be immediately reported to the base fire department and the Contracting Officer.

2. Services Summary. The Services Summary provides a synopsis of the key performance objectives that relate directly to standards of performance required to meet mission needs for snow removal on Fairchild AFB. Assigned performance thresholds provide a baseline for the COR to determine whether the contractor has performed satisfactorily. These performance objectives and thresholds are pivotal to the customer being able to achieve mission success. It is imperative that the contractor perform snow removal services satisfactorily in order to achieve that success.

Performance Objective PWS Paragraph Performance Threshold Snow is removed from all identified parking lots and sidewalks in accordance with commercial standards and the requirements of this PWS.

16-22 parking lots (Full Push):

No more than 3 valid customer complaints per call 7-15 parking lots: No more than 2 valid customer complaints per call 1-6 lots parking lots: No more than 1 valid customer complaint per call.

Sidewalks: No more than 1 valid customer complaints per call

3. Government-Furnished Property and Services.

None

4. General Information.

4.1 Staging Areas. The government will provide a staging area that is approximately 1,000 sq.

ft. in area (See Appendix B Maps) on the main base where the contractor can store equipment for use in performance of this PWS. The staging area will be available for use from 1 October to 31 March of each performance year. Maintenance of equipment involving petroleum-based or regulated substances shall not be performed in any assigned staging areas. Minor maintenance (i.e. changing tires, replacing belts) is permitted. Area cleanup and proper disposal of all waste is the responsibility of the contractor.

4.2. Quality Control. The Contractor shall utilize their own internal Quality Control (QC) processes to ensure the government receives quality services. If the Contracting Officer’s Representative (COR) annotates recurring unsatisfactory performance, they may request the Contractor’s QC plan to ensure it is sufficient for the required services.

4.3. Quality Assurance. The Government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan.

4.4. Damage. Damage to government or private property or equipment, shall be repaired/replaced by the contractor at no cost to the government. In the event of damage, the contractor shall notify the COR the next duty day.

4.5. Hours of Operation. Normal snow removal hours shall be from 6:00 PM – 6:00 AM seven days a week. Work outside these hours requires prior approval from the CO or COR

4.6. Call Procedures. The COR or individuals identified to place calls, will notify the contractor when snow removal services are required, normally this will occur when 2 or more inches of snow has fallen, with a forecast of significant additional snowfall. When calls are placed prior to 4:00 PM, the contractor shall respond in sufficient time to ensure all areas (See Appendix A) are completed within the snow removal hours of operation. For calls placed after 4:00 PM, the contractor will be provided a priority list identifying areas that shall be plowed first (See Appendix A). The contractor shall notify Snow Control which (if any) areas were not completed.

4.7. Continuation of Mission Essential Functions. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative it is determined that all services identified in this PWS are essential for performance during a crisis. In the event of a crisis, additional areas may be identified. Any change in performance of services during a crisis will be negotiated separately.

The annual historical snowfall average at Fairchild AFB is approximately 45 inches. This data was developed using historical snowfall records from 2004– 2014.
