STATEMENT OF WORK

FOR

FLOORING INSTALLATION

AT

FAIRCHILD AFB

1. DESCRIPTION OF WORK:

The contractor shall furnish all labor, materials, equipment, transportation, construction materials testing and supervision necessary to perform all work in accordance with federal, state, local laws, regulations and this statement of work for the installation of flooring materials at Fairchild Air Force Base, Washington.

1.1. SCOPE OF WORK

1.1.1. Work under this contract shall include the installation of government furnished flooring materials, the purchase and installation of flooring materials, or a combination of the installation of government furnished flooring materials and the purchase and installation of flooring materials. Flooring materials include both carpet and tile. All materials installed within this contract shall be installed according to all manufacturer specifications. Each delivery order issued against this contract will define specific materials to be used for each building involved.

0. The estimated quantities shown in the pricing schedule are only for the purpose of computing the total contract not to exceed price for bid evaluation purposes and do not represent a commitment by the Government to purchase those quantities of service. The actual amount of work to be performed and the time of such performance will be indicated by the Contracting Officer and issued by written delivery orders to the Contractor. The only work authorized under this contract will be that which is performed upon receipt of such a delivery order.

0. Work shall be executed in the best and most workmanlike manner by qualified, careful, and efficient installers skilled in the trade. The work shall be in strict accordance with the contract documents and standards of the industry.

0. All work shall be performed with the buildings occupied and the work areas unoccupied. The contractor shall coordinate all work with the occupants, the Civil Engineering contract inspector, and the Contracting Officer. Contractor progress shall be measured and reported in terms of completed, installed work.

1.1.5. The work to be performed includes, but is not limited to the following:

1. Removal and proper disposal of existing flooring materials

2. Installation of:

a.Carpet tile
b.Carpet roll
c.Vinyl floor tile
d.Rubber floor tile
e.Ceramic/Quarry floor tile
f.Stair treads
g.Base cove
h.Transition strips
i.Related incidentals to the above identified requirements

0. Period of Performance: Phasing will be required on some delivery orders. In the event that phasing is required, it will be noted in the delivery order plans or the Statement of Work.

30 days are included for material delivery from the manufacturer.

2. GENERAL INFORMATION

2.1. WORK SITE: The site of the work is Fairchild AFB, a military installation located approximately 10 miles west of Spokane, Washington. The exact location of the work to be performed on each delivery order will be indicated on the delivery order.

2.2. WORK HOURS The normal hours of operation are 7:30 A.M. and 4:30 P.M., Monday through Friday, excluding Federal holidays (New Year’s Day, Martin Luther King Jr.’s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day). If the Contractor desires to work during periods other than the above, notify by letter to the Contracting Officer in writing for approval at least five (5) working days in advance. The letter shall include the dates desired and shall identify the work that will be accomplished.

2.3. The work to be performed under this contract shall be performed in occupied facilities. The contractor shall be held responsible for any damage to equipment or facilities as a result of negligence on the part of the contractor or the contractor’s representatives. The contractor shall coordinate all work and activities in such a manner that both the government and the contractor can continue operations with the least possible interference and inconvenience. The contractor shall perform all work so that means of egress from and ingress to facilities are maintained. The contractor shall be responsible for furnishing, installing and maintaining suitable, approved barricades, roped barriers, etc. to warn occupants of hazardous areas at the jobsite for the duration of the contract at no additional cost to the government.

2.4. A designated contractor point-of-contact (POC) shall be available during normal duty hours to meet on the installation within 2 hours of notice. The POC shall be capable of discussing work requirements, quantities, and problem areas with the government’s contracting officer and the Base Civil Engineer’s representative, and have the full authority to make decisions on behalf of the contractor regarding issues involving performance, time, and cost.

2.5. Installed material quantities shall be the only cost to the government. Anticipated waste factors shall be included in the unit costs.

2.6. Any costs for dumpster rental, rubbish handling, and disposal fees for demolished materials shall be included in the remove and dispose line item cost for that material. No additional expenses will be paid or reimbursed.

2.7. The line item prices for new flooring materials and accessories shall be complete installed prices and shall include the cost of any ancillary materials including, but not limited to adhesives, seam sealer, seam tape, tack strips, grout, etc. which are required for the installation of said floor materials and accessories as specified.

2.8. For projects in excess of 28 days in length, the government will make payment for installed materials. Only those materials which are specified in a delivery order are subject to payment and funding. Projects with a duration of 28 days or less will not be eligible for partial payments.

2.9. DELIVERY ORDERS

2.9.1. Work requirements shall be identified through issuance of delivery order(s). Each delivery order will designate the required line item(s), estimated quantities and dollar amount(s), the building number where work is to be accomplished, and the point of contact at the job site. A drawing of the work area will be attached with the order.

2.9.2. When notified of an order, the contractor shall report to the work site(s) and field verify all measurements and quantities and determine the delivery order magnitude.

2.9.3. Pre-Installation Requirements: The contractor shall notify the contracting officer immediately of any problems found during installation, such as sub-floor conditions preventing a proper installation, etc., prior to or after commencement of work.

3. ENVIRONMENTAL REQUIREMENTS

3.1. Compliance with Environmental Laws: The contractor shall comply, and assure that all subcontractors comply, with all applicable federal, state, and local laws, regulations, ordinances, policies and standards related to environmental matters.

3.2. All carpet removed from the base shall be recycled as appropriate.

4. SITE MAINTENANCE AND CLEANUP

4.1. Site Maintenance: The contractor shall protect adjacent property, buildings, and their contents from dust, dirt, or other materials. The contractor shall maintain work areas in a neat, clean, and safe condition. Work areas shall, at a minimum, be cleaned daily.

4.2. Cleanup: The contractor shall daily collect all trash, debris, refuse, garbage, etc., which he generates and place it in appropriate containers with lids or approved covers. Use only dumpsters painted to match Sherwin-Williams paint color #SW 2070, “Spanish Moss.” Equip dumpsters with a secure cover. The cover shall be closed at all times, except when being loaded with trash and debris. Empty site dumpsters at least once a week, or as needed to keep the site free of debris and trash. Disposal shall be made at a municipal solid waste landfill or by other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations.

5. ENERGY CONSERVATION

5.1. The contractor shall use good judgment in the conservation of government utilities. The contractor shall adhere to and enforce prevailing energy conservation practices.

6. GOVERNMENT FURNISHED

6.1. Storage Areas: Depending on the delivery order, some material storage may be available in the same building as the project. The contractor shall keep all storage areas free of debris, refuse, spills, leaks, stains, splashes, and excessive materials and shall maintain the area in a neat, clean, and safe condition. The storage unit shall be secured when contract personnel are not present.

7. COLOR AND MATERIAL DETAILS

7.1. The contractor shall submit all available color and material samples for each item in the pricing schedule within ten (10) days after contract award. The government will specify the color and material selections for each delivery order in the Statement of Work which accompanies each request for proposal. The contractor shall certify in writing that all colors and materials specified in the delivery order are current and available at no additional cost to the government. The contractor shall monitor the availability of all items in the pricing schedule and notify the contracting officer in writing when a line item is no longer available. The government and the contractor will then negotiate replacement line items.

7.2. All carpets will conform to Air Force ETL 03-3, Air Force Carpet Standard.

7.3. At the start of each delivery order, the contractor shall provide the government with two (2) copies of maintenance and cleaning instructions from the manufacturer. A different set of maintenance and cleaning instructions will be required for each different material used in the delivery order.

8. PRICING SCHEDULE DETAILS:

8.1. Furniture Moving (0001, 1001, 2001): The contractor shall be responsible for the removal, installation, or movement of furniture as required for floor covering installation if so specified in the delivery order. Any furniture moved by the contractor shall be placed as specified in government provided diagram prior to carpet installation, or to its original location if no changes are specified. Contractor shall store furniture in government specified location within same facility of carpet install. All costs for moving furniture shall be included as a bid price line item per type of furniture.

8.1.1. Light Furniture (0001AA, 1001AA, 2001AA): Light furniture is defined as typical office furniture such as desks, bookcases, cabinets, small tables, boxes, etc. Chairs, trash cans, etc. shall be considered to be part of and incidental to the movement of desks or tables, shall be considered part of the same item, and will not be funded separately.

8.1.2. Heavy Furniture (0001AB, 1001AB, 2001AB): Heavy furniture is defined as safes, billiard tables, vending machines, refrigerators, conference tables, etc.

8.1.3. System and Modular Furniture (0001AC, 0001AD, 1001AC, 1001AD, 2001AC, 2001AD): Whenever possible, the government shall specify that system and modular furniture be “lifted” to facilitate the demolition of the existing flooring and the installation of the new flooring. If lifting is not possible, the contractor shall notify the contracting officer when verifying the field measurements. If lifting is not possible on one or more items, the contractor shall disassemble, move, and reassemble system and modular furniture only to the extent necessary for the removal and reinstallation of floor covering.

8.2. Remove and Dispose of Materials (0002, 1002, 2002): The contractor shall be responsible for the removal and disposal of the materials listed in this section. Materials shall be recycled. The contractor will submit a Waste/Recycled/Salvaged Construction Materials Form by the contractor verifying the weight of recycled materials at the completion of each delivery order. The government will provide an electronic copy of the form within ten (10) days after contract award. Unless performed in conjunction with Para. 8.15

8.3. Provide and Install Broadloom Carpet Glued Down (0003, 0004, 0005, 1003, 1004, 1005, 2003, 2004, 2005): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and the appropriate adhesive as well as the labor to install the material.

8.4. Provide and Install Broadloom Carpet Stretched (0006, 0007, 0008, 1006, 1007, 1008, 2006, 2007, 2008): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and tackboard or tackless strip as well as the labor to install the material.

8.5. Provide and Install Modular Carpet Glued Down (0009, 0010, 0011, 1009, 1010, 1011, 2009, 2010, 2011): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and appropriate adhesive as well as the labor to install the material.

8.6. Provide and Install Carpet Padding (0012, 1012, 2012): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and appropriate attaching materials as well as the labor to install the material. The carpet padding quality shall be equal or greater than commercial standard.

8.7. Provide and Install Vinyl Composition Tile (0013, 0014, 0015, 0016, 0017, 1013, 1014, 1015, 1016, 1017, 2013, 2014, 2015, 2016, 2017): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and appropriate adhesive, labor to install the material, and the initial cleaning and sealing of the material.

8.8. Provide and Install Rubber Flooring (0018, 0019, 0020, 1018, 1019, 1020, 2018, 2019, 2020): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and appropriate adhesive, labor to install the material, and the initial cleaning and sealing of the material.

8.9. Provide and Install Static Dissipative Flooring (0021, 1021, 2021): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and appropriate adhesive, copper foil or other grounding strip, labor to install the material, initial cleaning and sealing of the material. The grounding strip shall terminate in the work site. If an appropriate ground terminal is available at the work site, the contractor shall connect the grounding strip to the ground terminal. If an appropriate ground terminal is not available at the work site, the government shall connect the grounding strip termination point to a ground terminal.

8.10. Provide and Install Ceramic/Quarry Floor Tile (0022, 1022, 2022): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material, appropriate adhesive and grout, labor to install the material, and the initial cleaning and sealing of the material (both grout and tile).

8.11. Provide and Install Rubber Stairtreads (0023, 1023, 2023): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and appropriate adhesive as well as the labor to install the material and the initial cleaning and sealing, if recommended by the manufacturer.

8.12. Provide and Install Cove Base (0024, 0025, 0026, 1024, 1025, 1026, 2024, 2025, 2026): The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and appropriate adhesive as well as the labor to install the material. The cove base quality shall be equal or greater than commercial standard. Brands such as Flexco, Armstrong, and Roppe provide the minimum acceptable quality.

8.13. Provide and Install Miscellaneous Items (0028, 1028, 2028). The contractor shall provide and install these materials in accordance with the manufacturer’s instructions. Each line item shall include the material and appropriate attaching materials as well as the labor to install the material.

8.13.1. Floor Preparation, Patching, Leveling, Etc. (0028AB, 1028AB, 2028AB): Floor prep shall be generally minor in nature.

8.13.2. Sub Floor Installation (0028AC, 1028AC, 2028AC): The sub floor installation shall include a sub floor wood product like fiber-cement board and a patching product that levels the joints between two pieces.

8.14. Install Government Furnished Materials (0029, 1029, and 2029): The government shall provide these materials and the contractor shall install them in accordance with the manufacturer’s instructions. Each line item shall include the appropriate attaching materials (unless furnished by the government) and the labor to install the material. Tasks issued using these line items are subject to the Service Contract Act.

9. INSTALLATION:

9.1 Contractor Qualifications. All work will be performed by contractors/installers who are CFI Certified Floorcovering Installers (International Certified Floorcovering Installer Association) or manufacturer’s approved installers. Foremen on the jobsite must be “Certified C-11 Minimum.”

10. CARPET MINIMUM REQUIREMENTS:

10.1 Fiber Content: Nylon fibers containing post consumer content. Fibers shall contain the highest practicable percentage of material, which has been recovered or diverted from solid waste (e.g. post consumer waste), but not including material reused in manufacturing.

10.2 Surface Pile Weight: 28 oz./sq. yd3, minimum

10.3 Gauge: 1/8 inch, minimum

10.4 Density: 8,000 oz./yd3, minimum

11. CARPET CUSHION:

11.1 Polyurethane-Foam Cushion Bonded.

11.1.1 Compression Force Deflection at 50 percent: 15.0 psi per ASTM D 3574.

11.1.2 Thickness: 3/8” to ½”

11.1.3 Density: 5.0-lb/cu ft.
