QUESTIONS AND ANSWERS

Q1: It appears many of the carpets listed don’t meet the base standards; does the carpet need to meet base standards?

A. The carpet provided by the offeror must meet the standard as listed in the revised SOW paragraph 10. Carpet Brands listed are for the purpose of identifying the pattern style the Government is requiring.

Note: Offers must provide specification sheets citing carpet weight and pile for all carpet proposed as part of the request for quote.

Q2: Page 53 8. PRICING SCHEDULE DETAILS: 8.2 States “The contractor shall be responsible for the removal and disposal of the materials listed in this section. "Whenever possible.” Is this mandatory?

A. Yes, this shall be mandatory. The words “Whenever possible” will be removed from the revised SOW.

Q3: Will the contractor be required to be close to Fairchild AFB to service the base needs.

A: This is not part of the SOW, RFQ or an evaluation factor.

Q4: On page #3 of the Solicitation it States; Broadloom Carpet. All broadloom carpet shall meet SNF-140 gold or platinum standards. Do you mean NSF-140 Standards Gold or Platinum?

A: SNF 140 is a typo and should read NSF -140.

Q5: Do we need prior approval of “Or Equal” Products prior or after bid closing?

A: (To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must--

(1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by--

(i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and(4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications.

(c) The Contracting Officer will evaluate “equal” products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.

Q6: 52.223-9 ESTIMATE OF PERCENTAGE OF RECOVERED MATERIAL CONTENT FOR EPA-DESIGNATED ITEMS (MAY 2008), is this a requirement, or a goal?

A: After reviewing the application of this FAR Clause, it has been determined that this clause is not applicable for commercial procurements and will be removed from the solicitation.
