This is a Questions & Answers document for federal contract FA461326Q1001, Building 333 Surveillance System, providing clarifications on project requirements following a site visit. The solicitation involves the complete removal and replacement of an existing surveillance camera system with new equipment.

Installation and Physical Infrastructure: Drilling is permitted only into mortar, not bricks. Acceptable cable hanging methods include "J" hooks and Arlington plastic hangers. The building features drop ceiling with some hard deck areas; plenum-rated cables are required and existing conduit can be reused. Camera and System Hardware: All 22 cameras (4 PTZ and 18 fixed, with one added at main entry) must meet 4K resolution requirements (minimum 3840 x 2160 pixels, 8MP/12MP). Only exterior cameras require object recognition and tracking capabilities. Panoramic cameras may replace PTZ cameras as an alternative. Frame rates of 20–30 FPS for exterior and 15 FPS for interior cameras are specified. Two monitors will be located in rooms 130 and 126, with TVs provided by government. Analytics capability is required and AI-driven analytics are acceptable. System, Network, and Equipment Location: The system will operate as a standalone, closed restricted network not connected to the Air Force network or BDOC (Wise Net Wave). Equipment will be installed in room 141 in a government-provided standard rack with 10 RU (17.5 inches) capacity. CAC authentication is required for authorized personnel access. No UPS or dedicated rack is required from the contractor. Video Storage and Compliance: Video retention is 30 days with the capability for 180-day upgrade later. All equipment must be TAA and NDAA compliant. WiseNet compatibility is required for potential future integration. The system will not require formal Risk Management Framework Authorization to Operate. Project Management: Installation must be completed within 180 days. Semi-annual maintenance following manufacturer procedures is required. Out-of-warranty repairs will be handled by the government after warranty expiration. Licensed products are acceptable, and camera specifications remain subject to pre-award approval despite April 2024 CMD list obsolescence.
