About this file
This is a Questions and Answers document (Amendment 1) for federal contract opportunity FA461326Q0023, a Gate 4 Camera procurement. The document clarifies technical requirements and scope of work through five question-and-answer pairs addressing contractor obligations.
Warranty and Service Requirements: Contractors must provide physical on-site repair within 24 hours of notification with no ability to provide remote troubleshooting. If the contractor cannot meet the 24-hour on-site requirement, they must provide written reasoning and specify the date and time they can be expected on base. Storage Infrastructure: The Government prefers contractors add additional server storage to the existing Wisenet WAVE/BDOC infrastructure to maintain the 90-day video retention requirement across all cameras on the system. Country of Origin Compliance: All camera components, including incidental items such as solar/battery equipment, networking equipment, disconnects, mounting hardware, cabling, and connectors, must be verified to originate from approved countries. Cameras without ITAR section 889 certification should not be used. Power Source Configuration: The primary power source will be the existing light-pole electrical service, with the required solar/battery system functioning as backup power during AC outages. Warranty Coverage Modification: The original pricing sheet included a Base Year plus four Option Year Maintenance CLINs; this has been removed. All quotes must now include only a 1-year warranty valid for 365 days from the date of Government acceptance, with no additional maintenance CLINs required.

Amendment 1 – Questions and Answers

Gate 4 Camera
Questions and Answers
Question: PWS 1.2.9 states that warranty service shall include on-site repair, parts, labor, and replacement as necessary within a 24-hour response time. Does the 24-hour requirement mean contractor personnel must be physically on site within 24 hours of notification, or may the contractor provide an initial remote response/troubleshooting within 24 hours and schedule on-site service if required?
Answer: There is no ability to remote into our camera system. It is a standalone network that has no connections to outside internet use. We will need 24-hour response to remedy any issues.
If the contractor cannot be physically on site within 24 hours, they will need to provide reasoning as well as the date and time they can be expected on base to repair the system.
Question: Appendix C references redundant servers, automatic failover, and 90-day video retention. Does the Government's existing Wisenet WAVE/BDOC infrastructure currently provide the required server and 90-day storage capability, with the contractor responsible only for integrating the new camera into that system, or is the contractor expected to furnish additional server/storage equipment as part of this procurement?
Answer: It would be preferred to have additional storage added to the system to prevent us from dipping below the 90-day requirement for all other cameras currently on the system.
Question: PWS 1.1.10 states that products cannot be sourced from China and that the contractor must verify place of origin for all equipment/components. Does this restriction apply to all incidental components of the installation, including solar/battery equipment, networking equipment, disconnects, mounting hardware, cabling, connectors, and similar components, or only to electronic/security-system equipment subject to TAA/BAA/NDAA requirements?
Answer: Yes, all components of the cameras, even the incidentals, must be verified to be from approved country origins. If the camera does not have an 889 it should not be used.
Question: The PWS describes the solar panel as providing “backup power,” while
Appendix C states the system may function on AC power and/or PoE. Is the contractor permitted to use the existing light-pole electrical service as the camera system's primary power source, with the required solar/battery system functioning as backup power during an AC outage?

Amendment 1 – Questions and Answers
Answer: The current plan is to connect to the power on the light pole. If AC power fails, the solar power will be our back up power source.
Question: The Pricing Sheet (Attachment 4) includes a Base Year Maintenance CLIN plus
4 Option Year Maintenance CLINs (5 years total), but the PWS body doesn't describe what
"maintenance" covers beyond the 1-year warranty repair obligation in section 1.2.9. Could you clarify what the annual maintenance CLINs are meant to cover; is this proactive service/inspection visits, extended warranty coverage, or something else?
Answer: After discussion with the customer we have decided to remove the Base plus Four
Maintenance CLIN’s from the solicitation. Instead, all quotes should contain a 1-year warranty that is valid 365 days from the date of Acceptance from the Government.
