About this file
This document contains supplemental contract clauses for Air Force Global Strike Command (AFGSC) acquisitions, effective July 2023 through June 2024.
The clauses establish three primary requirements for contractors: (1) an ombudsman process for resolving concerns from offerors and potential offerors, requiring interested parties to first address concerns with the contracting officer before escalating to the ombudsman at the Air Force Installation Contracting Center, Operating Location - Global Strike (AFICC/KG OL-GSC) via ig.afica_kg.workflow@us.af.mil, with further escalation available to the Air Force ombudsman at SAF/AQC; (2) health and safety obligations requiring contractors to take reasonable precautions to prevent accidents and preserve health and safety of contractor and Government personnel on Government installations, with the contracting officer authorized to direct AFOSH standards, and violations subject to contract termination under the Default clause; and (3) contractor access requirements for Department of the Air Force installations, including obtaining base identification and vehicle passes for all personnel making frequent visits, submitting written requests listing employee names and access dates, maintaining current identification during contract performance, complying with AFI 31-101 and DODMAN 5200.02_AFMAN 16-1405 for unescorted entry to controlled areas, returning all passes upon contract completion or termination, and providing after-hours contact information in the Emergency Mass Notification System, with failure to comply potentially resulting in withholding of final payment.
