About this file

This document is a Questions and Answers (Q&A) document for a federal contract (Solicitation Number FA461325Q0026) for Automatic Transfer Switch (ATS) Repair and Disconnect at three buildings (Buildings 34, 363, and 1284). The project involves repairing and disconnecting existing ATS systems, with key details including generator sizes (20 kW, 100 kW, and 60 kW respectively), temporary power requirements, and specific technical specifications for each building's ATS.

The Q&A covers critical project parameters such as maximum outage time (under one hour), wire reuse, temporary generator connections, and testing requirements. Notably, only the Building 34 ATS and disconnect will be government-furnished, while contractors will need to provide ATS units for Buildings 363 and 1284 with specific ratings (225 Amps/480V for B363 and 125 Amps/480V for B1284). The facility managers are aware of required shutdowns, no permits are needed, and no asbestos or lead disturbance is anticipated. The project requires simulating power loss and restoration scenarios, reinstalling some current transformers, and ensuring minimal disruption to building operations.

QUESTIONS

Question Government Response

1.Can we reuse the existing wire for all 3 locations? YES

2.What is the maximum outage time allowed?

It needs to be under an hour. The shorter the outage time the better it is.

3.Do we need to provide temporary power? Yes

4.Is there asbestos or lead anywhere that may be disturbed under this effort? No

5.Could you provide the sizes of all 3 generators?

Bldg.34 - 20 kW, Bldg.1284 - 100 kW, Bldg. 363 - 60 kw

6. In building 34 what is being fed from the ATS? The Armory in that building.

7.Is the AF providing a coordination study and arc flash stickers? Arc flash stickers - YES

We have not done a coordination study.

8.If the AF is not providing the coordination study, does it have sufficient information for an engineer to do the study or will the contractor have to do a complete survey of the buildings to procure the information?

The contractors can do a survey of those three buildings.

9. If it is determined that the wiring is insufficient in building 34 ATS will it be addressed with a change order?

If the wires are insufficient, it will need to be addressed in a change order.

10. In the locations that have a temporary generator connection, does it need to be reinstalled?

Yes. The temporary generator connections are needed for certain buildings.

11. Does building 34 require a 480V 600A ATS as is currently installed?

The ATS is provided and ready to be installed. 208V 150A

12. Will escorts be required at any of locations? No, however, there will be Air Force personnel present.

13. Will there be a security concern with blocking open doors to provide temporary power?

As long as it is not getting in the way of the personnels in the building, it is not a concern

14. Can we have pictures of the inside of Bldg. 363 ATS? Yes, they will be sent

15. What testing would the AF like to see?

Simulate loss of normal/preferred power Return to normal/preferred power Simulate loss of emergency power Time delay and re-transfer upon normal power restoration

16. Some of the ATSs contain CTs unrelated to the ATS. Do they need to be reinstalled?

Yes

17. Does the safety switch in 34 need to be fused?

And at what size?

The safety switch will be provided along with the ATS.

Doesn't need to be fused.

18. Will the ATS units be government-furnished or contractor-furnished? If by the contractor, can specs of the existing and required units be provided?

Only Building 34 ATS and disconnect will be provided by the government.

B363 - 225 Amps rating, 480 Voltage, 3-Phase, and 4-Pole Switch. The dimensions must be 30L x 16W x 40H

B1284 - 125 Amps rating, 480 Voltage, 60 Hertz Frequency, and 3-Pole Switch

19. Are there any electrical drawings available showing upstream/downstream circuitry, loads, and calculations?

No. This equipment was installed in the 1960s. This was either not recorderd, or the information was lost in time.

20. Will Cheyenne city or Laramie County permits be required?

No

21. Since replacement requires shutdowns, is the facility aware and prepared for outages?

Yes. I have been in touch with the facility managers and they are aware. They will need to know the time and day the outage will be occuring so they can prepare.
