Question and Answers for: Vehicle & Cargo X-Ray Inspection System

Solicitation Number: FA461324Q0019

Date: 18 September 2024

Question Answer

1. In the solicitation document it references a “backscatter” system.

In Attachment 1 it asks for a 3-sided “transmission” with AUVIS.

Correct. The scanner must be capable of scanning left, right and top of the vehicle.

The system must also include a AUVIS for the underside of the vehicle.

2. Transmission X-rays are a much higher performing X-ray modality than Forward Scatter which is characterized by low X-ray flux and very dark images. Will both modalities be scored equally for the purpose of reaching a final decision?

The contract will be awarded to the lowest price technically acceptable bidder. The contract award will not be scored on points for the system chosen by the contractor.

Images produced by the scanner must be clearly distinguishable between vehicle components and foreign objects. Please include sample images in proposal package.

3. Will the under vehicle camera image be integrated/included in the vehicle X-ray inspection record? Will the under vehicle camera images be viewed on a separate display?

Yes, ideally the x-ray and camera images will be stored together for each inspection.

Images must be legible and depending on the size of the monitors provided a split individual screen or 2 screen would be acceptable.

4. With regards to lighting, is the supplier scope restricted to lane lighting only or will it include full inspection area lighting?

Contractor will be responsible for lane lighting only that is associated with assuring proper function of the scanner system.

5. Is there a requirement for a specific number of displays or for the size and resolution of those displays?

This is dependent on the contractor system. All the information needs to be legible to the defender. 1 large split screen monitor or several smaller individual monitors could be acceptable. Minimum size of 27” monitors. Minimum resolution of 1080p. Please provide screenshots of example layouts for scans/camera shots.

6. Your RFP requires a License plate reader. Do you require front and rear LPR readings?

Yes.

7. For traffic control and protection, is there a preference for lights as opposed to Gates?

Traffic lights are acceptable to enter the scanner, a drop arm is required after the scanner. The drop arm will need to have left/straight arrows to indicate whether the driver is to proceed ahead or proceed to the manual inspection station.

8. Does your provision for an anti collision system to protect the scanner include bollards only or will you require a vehicle height/width gauge as well?

Please read the PWS sections 1.1 and

1.2.2. Vehicle height/width gauge is

required prior to the scanner. Bollards or an alternate anti-collision system is also required.

9. You currently have a requirement for a manifest scanner. How will the manifest information be collected?

Is the manifest scanner required so that the vehicle manifest can be added to the inspection record?

That is correct. A document scanner will be sufficient and will be located at the preliminary check station.

10. Do we need to incorporate a Power conditioner or is the local power clean?

This would be dependent on the sensitivity of the equipment the contractor intend to install.

11. Will there be a secondary inspection area that will also require a scan record and images? Can a remote tablet be used for this purpose or is a workstation and printout required.

The secondary inspection area will not require a scan record.

12. There are currently no personnel booths specified in this RFP. Where will the lane operations and image analysis occur? Would we be responsible for networking to a remote location?

Scanner personnel booth installed by others in prior contract. Conduits will be provided but comm/power pulls and terminations will be the responsibility of this contractor. Assume 400’ of wire pulling between booth, scanner and transformer. Please see the PWS for more information.

This facility will not be networked to a remote location.

13. You have specified 10uRem/hour total dose. What is your validation process?

3rd party certification from the manufacturer.

14. You have requested a throughput of 120 trucks/hour. Is this a

The scanner must have the ability to scan 120 trucks per hour.

mechanical throughput or does it also include inspection time?

15. You have listed performance metrics for penetration and resolution. How do you intend to validate those numbers?

3rd party certification from the manufacturer. Additional verification by 90

SFS.

16. What is included in a standalone vehicle height/width gauge prior to the X-ray scanner? Do you prefer a physical barrier or other “soft” over height/width vehicle detection?

Yes, physical barrier preferred.

17. Is there any signage required. Contractor is required to provide any signage around the immediate scanner area to ensure proper function/understanding from drivers. Signs leading up to the gate and the general area of the scanner will be provided by others and coordinated between parties at the time of installation.

18. Additional equipment and training

pg. 3 Provide a one-time comprehensive system training for 90 SF government designated members post-installation, covering all system functions and basic maintenance information.

Question: Will the 90 people be scheduled for training courses consecutively or will the courses be scheduled when training is required?

90th Security Forces. Contractor should plan to train around 15 total personnel.

Contractor to film and provide copies of owner training for continuing use by FE Warren. Contractor to also provide hard copy training manuals for all scanner operations/functions.

19. Additional equipment and training

pg. 3

Include a standalone (not manual) vehicle height/width gauge prior to the scanner.

Question: Please define “not manual” in this requirement

A mounted simple system that does not require a human presence to physically measure or gauge the vehicle.

20. Traffic Control and Protection pg.

Include protection bollards or an anti-collision system to protect the scanner.

We do not require a rated crash barrier. The required vehicle gauge will be a sufficient check prior to entering the scanner.

Question: Do you require a crash barrier that will prevent oversized vehicles (height + width) from entering the system?

21. Representations, Certification, & Other Statements pg. 10

Question: Clause 52.204-26 is incorporated under the solicitation’s Special Contract Requirements Section.
