Q1. (Ref L.4.2.3 Subfactor 2) - Technical L.4.2.3 Subfactor 2 states that the prime contractor must have the electrical license. Can this be provided by a electrical subcontractor or electrical team member.
A1. No, the prime contractor must hold their own electrical license.
Q2. (Ref L.5.5 PPS) - is there a PPS form to use for this section?
A2. A PPS form has been provided through an amendment.
Q3. (Ref L.5.5 PPS ) - Can the prime contractor use PPS from subcontractor team members?
A3. PPS must be done on the Prime Contractor.
Q4. (Ref L.6.0 Price) - Volume IV is to contain the price yet volume V contains all the price forms including section B. Does volume IV and Volume V contain the same information?
A4. Yes they contain the same information
Q5. Regarding the above project. The general description states 5 (MAF’s) and 10 (LF’s) However the spec section 01 11 00 paragraph 1.1.1 states 50 LF’s.
A5. An amendment was posted to correct the general description from 5 (MAFs) and 10 (LFs) to 5 (MAFs) and 50 (LFs).
Q6. Is there going to be pre-bid meeting? If so, do you have details?
A6. An amendment was posted to add a site visit.
Q7. Are there going to be any drawings available for this project or is this a complete design/build project?
A7. Complete and return attachment 5 of the solicitation to receive the drawings.
Q8. Is a formal Site visit scheduled. If not how do we arrange for one?
A8. An amendment was posted to add a site visit.
Q9. Since an real-time escort is required, will it be possible to work on more than location simultaneously ? i.e. more than one simultaneous escort?
A9. No, only one site can be worked on at once.
Q10. Overhead quadplex power line (Drawings E-102, E-103) clarify size and type.
A10. MAFs are 120VAC, 4 Wire with 500MCM to LCSB and 300 MCM to LCEB.
LFs are 120VAC, 4 Wire with 350MCM to LFSB.
Note: These are for bid purposes and are to be verified in field upon installation.
Q11. Is there a specification for the switchgear (Disconnects/panels).
A11. Disconnects/Panels listed below:
MAFs -350A3P LCEB Disconnect: Siemens JXD23B350 or equal.
-400A3P LCSB Disconnect: Siemens HF325NRA or equal.
-100A3P Detached Garage Disconnect: Siemens H323NR or equal.
-60A3P(non-fused) Fire Pump Disconnect: Siemens HNF362R or equal.
-30A3P CP Disconnect: Siemens HF321R or equal.
LFs -125A3P CP Panel: Siemens W0408ML1125 or equal.
Q12. Clarify the amount of time the contractor will be allowed to turn power off to the facility. Is the intent of SOW to provided a temporary power source during the service change. Will the contractor be allowed to work OT beyond a normal 8 hour shift in order to restore commercial power to the facility.
A12. Section 01 00 50.00, paragraph 1.5.1 states: ‘temporary power shall be made available to the LCC and LF by the Contractor when work prevents power from being supplied for more than four (4) hours.’
On previous sites the Contractor was able to configure the existing back-up generator to power the site before commencing the work, in order to alleviate this requirement. However some supplemental generator power may be required for keeping communication equipment active during the ATS installation portion. No OT will be permitted.
Q13. Provide a better One Line drawing for the LFSB site showing layout of main panel and electrical system on the inside of the building (Drawing E-103).
A13. See ‘Side view of LFSB Building’ detail on Drawing ES-601 for clarification of Main Panel.
Q14. Size of the junction box underneath the floor in the LFSB building and is this space readily accessible for wire pulling (DWG ES-601).
A14. Junction box size and space under floor in the LFSB building are adequate and accessible for wire pulling, which has been accomplished at previous sites.
Q15. Clarify Size and fusing for fire pump disconnect to be replaced (DWG E-102).
A15. 60A3P(non-fused) Fire Pump Disconnect: Siemens HNF362R or equal.
Q16. Clarify location of the new feed to the Launch Control Equipment Building to Panel "LCDN". Unable to determine from the drawings the distance of this run. Is there a manhole at the surface for a pulling point in the conduit system. DWG ES-201 and E-102.
A16: The distance for the LCEB run can be assumed to be 145’ on average for bid purposes.
Q17. Clarify conduit and conductor size at meter housing at utility pole (DWG E-102 keyed note #10.
A17. Existing is 500MCM and 3 ½” Conduit.
NOTE: For bid purposes, to be verified in field upon installation.
Q18. Looking at the bid schedule in Section B there are multiple bid Options. Looking at the MAF sites (Five total with Five separate line options to bid) how do we determine which site corresponds to which bid line item. Four of the MAFS are all equal in the SOW for each site.
However, there is a Fifth site (MAF O-1 site) that has a reduced SOW. Please clarify thank you.
A18. Alphabetical order is fine for bid purposes.
Q19. Clarify type of wire to be installed for the service changes. Specification Section
260500.00 40 Common Electrical work (2.2) calls for type XHHW 600 Volt wire. Drawings ES- 601, Note-2 calls for type XLPE-USE (RHW). There is a conflict.
A19. Type of wire should be Copper XHHW-2, which has been approved for use at previous sites.
