Questions and Answers

Question 1: Do you have specific GPS co-ordinates for each location, or an address for the access road for each location?

Answer 1: Will be made available through AMRDEC Safe upon request.

Question 2: From a historical perspective: has snow typically impeded the access for pump trucks? Are we expected to clear a way to the door so that it can be opened when we pump?

Answer 2: The incumbent has had to get trucks towed out of either snow or mud roughly 8 – 10 times over the past two years.

The Contractor is not required to hazard their vehicle or clear snow in order to service the latrines. They should contact the COR within 24 hours or next duty day to inform them that they were unable to service the latrines due to road conditions, or excess snow buildup making service untenable. Review the PWS (dated 19 June 2019), Section 1.5, Inaccessible Toilets.

Question 3: From my understanding, this request calls for the waste to be treated as hazardous material. Typically this is an unnecessary requirement that will increase the difficulty/cost of this job. Will this be a mandatory requirement? Do you want this material to be treated as a hazardous waste?

Answer 3: The Federal Government is trying to implement all states to consider this waste to be hazardous by 2022. However, currently Wyoming, Nebraska, and Colorado do not consider it hazardous waste. At this time, the waste is NOT considered hazardous.

Question 4: Does this request call for servicing of Minot North Dakota and surrounding area, and AFB as well? Do you have an updated map? Or will the map from the initial contract from last year be the same serviced?

Answer 4: The contract is for F.E. Warren AFB only; the map has not changed.

Question 5: You ask for hand soap…Is this going to be a requirement? There won’t be any water to wash hands with.

Answer 5: Currently, the soap used in the latrine is a foam which evaporates in air and does not freeze, this means water is not an issue; hand-sanitizer is also in the latrines.

Question 6: Did the previous contract action FA461318R1001 call for only 1 cleaning every 3 months? To be sure this new statement of work calls for 3 cleanings a month.

Answer 6: The previous contract action called for a cleaning cycle of once per month. The PWS (dated 19 June 2019) for this requirement also has a cleaning cycle of once per month.

Question 7: In order to keep spills to a minimum IF you make this a hazardous requirement we will need to provide spill trays underneath the units which will dramatically increase the like[i]hood that units will be blown over. If we do not include spill trays and secure the units to

the ground it will increase the amount of cursory scraping off the ground which will amount to a massive amount of dirt being removed.

Answer 7: At this time, the waste is NOT considered hazardous. Anything that makes it more likely for the latrine to tip over is not a good idea, further any kind of staking or scraping is not permitted.

Question 8: When are bids due?

Answer 8: 22 July 2019 at 1400 Mountain Time (please review solicitation on https://www.fbo.gov/).

Question 9: Can a subcontractor perform work under this contract for the prime contractor?

Answer 9: Yes.

Question 10: If a driver has a DWI on their record, can they serve on the contract?

Answer 10: Yes, they can. A DWI is not a disqualifier unless there was a prison sentence attached to it.

Question 11: How much time is granted between the day you receive the contract and the day it starts?

Answer 11: As this solicitation is still open and evaluations have yet to take place, 90 CONS cannot provide a set award date/time. However, 90 CONS can confirm that the contract is to start no later than 15 December 2019.

Question 12: Do I need to insert the pricing in the Schedule of Supplies/Services in Blocks 19 - 24 on page one of the Solicitation document and/or in the schedule starting on page three?

Answer 12: Addendum to FAR 52.212-1 states "Insert proposed unit and extended prices in the SCHEDULE OF SUPPLIES/SERVICES for all base year and option year CLINs." As Block 20 states "See Schedule", prices should be listed in the schedule starting on page 3.
