Wind Turbine Generator Maintenance 2nd Questions and Answers Report – Updated 29 August
Questions 5-8 have been added with this amendment.
1. In the case of component malfunctions who is responsible for purchase of new parts?
Answer: The Contractor
2. When replacement parts must be installed other then routine maintenance, will this work be done under this bid or a separate bid?
Answer: Separate Bid
3. Under section 2.4 of the Performance Work Statement (PWS) it states "The contractor shall, upon an alarm notification, respond by dispatching a crew of technicians to begin troubleshooting and fault analysis within three hours" Does this mean we must dispatch within 3 hours or must we be on site trouble shooting within 3 hours?
Answer: On Site troubleshooting within 3 hours.
4. Who would be responsible for purchasing the oil, lubricants, and filters for the wind turbines during routine maintenance?
Answer: Contractor. These items are routine maintenance items.
5. Addendum to 52.212-1 Volume 1, Sec A; this refers that the offeror must “account” in the bid for the spare parts provided by the Government (list in appendix A), and that any parts needed beyond this list are the responsibility of the contractor. What does “account” mean? We see nowhere in the documents that the contractor must replenish the parts used from this list.
Answer: Account means to keep track of (i.e. inventory); any parts not consumed through the life of the contract must be returned to the government at the end of the contract. Therefore periodic inventory updates will be necessary.
6. The solicitation repeatedly refers to “manufacturers recommendations” for maintenance. Do you have the proper manuals for the specific turbines covered in this solicitation that will provide bidders with proper lubrication specifications, amounts required, required PM task lists and frequency, and bolt torque/tension requirements?
Answer: No we do not.
7. In the PWS, section 2.8. Contractor is required to install the latest update to the control software. Can you provide what the current control software is, and what version it is?
Unknown
8. What are the manufacture dates, and the installation dates of the three turbines?
Answer: Turbine 1 & 2 are Vestas and were installed in 2006.
Turbine 3 is a Gamesa and was installed in 2009.
