Wind Turbine Maintenance

Performance Work Statement

1. SCOPE OF WORK

The contractor shall provide full service maintenance of two Vestas V47 660 kilowatt wind turbine generators (WTG’s) and one Gamesa G87 2 megawatt WTG at F. E. Warren AFB, WY. The Vestas V47 turbines are located atop 50 meter (164’) high tubular towers and the Gamesa G87 is located atop 67 meter (220’) high tubular tower. The Contractor shall provide all supervision, personnel, equipment, vehicles, transportation, tools and services necessary to perform work as outlined in this Performance Work Statement (PWS). Also, the contractor shall provide annual blade inspections for all WTGs. The objective of the PWS is to provide routine maintenance for the F. E. Warren Wind Farm. Major components are NOT considered routine maintenance, for example, but not limited to, replacement of:

blade, gearbox, generator, blade bearing, yaw bearing, main bearing and for the G87 transformer, SF6 high voltage disconnects switch or converter, these items will be replaced under a separate contract if necessary.

2. DESCRIPTION OF SERVICES

2.1. QUALIFICATIONS

The contractor shall have a minimum of three years of experience working with megawatt and sub-megawatt wind turbine generators (WTG’s).

2.2. SCHEDULED MAINTENANCE AND INSPECTIONS:

2.2.1 Preventive Maintenance includes but is not limited to laser alignment, cleaning and visual inspection of all parts per manufacturer recommendations, on-site balancing, commutator and slip ring service, filter replacements, lubrication of all parts per manufacturer recommendations, equipment inspections, and all other manufacturer recommendations. All preventive maintenance shall be scheduled in advance and have minimal impact on wind turbine operation. Frequency of maintenance, shall at a minimum, meet Manufacturer’s recommendations.

2.2.2 Predictive Maintenance includes but is not limited to vibration and modal analysis, Motor Circuit Evaluation (MCE) doble testing, partial discharge testing, operation deflection mode shape, finite element analysis software, synchronous rotor diagnostics, current analysis trending, thermography, ultrasonic testing, oil analysis, motor efficiency testing, and all other manufacturer recommendations. All predictive maintenance shall be scheduled in advance and have minimal impact on wind turbine operation.

Frequency of maintenance shall, at a minimum, meet manufacturer recommendations. Analytical results for testing and diagnostics shall be summarized in a report within one week of receiving the results. The report shall include any recommendations for actions needed based on the results.

The Contractor shall also conduct annual rope-based blade inspections, concurrent with other maintenance to minimize downtime at the three WTGs. Blade inspection and/or repair shall be documented in a technical report within one week of the activity and shall include a physical description of the condition of each blade, description and photographs of any observed damage, description of repair of known damage, recommendation for repair of any new damage observed, etc.

The Contractor shall set a schedule for all maintenance and inspections, and submit schedule for approval to the Contracting Officer (CO) within 30 days of contract award. Deviations to this schedule shall be approved by the CO prior to execution.

The Contractor shall notify the Contracting Officer Representative (COR) within two hours of any problem discovered during the service and maintenance events. Notification to the COR shall be done by phone call and e-mail. All work done on the WTGs shall be documented in a technical report (section 2.5). Reports will include applicable checklists and photographs.

2.3. POINT OF DEMARCATION (POD):

The POD for the two Vestas WTGs is all electrical power components and equipment on the generator side of the step-up transformers, up to the 690 Volt lugs of the transformer. The POD for the Gamesa WTG is all electrical power components and equipment on the 34.5KV elbow side of the transformer.

2.4. ALARM NOTIFICATIONS:

The Contractor shall, upon an alarm notification, respond by dispatching a crew of technicians to begin troubleshooting and fault analysis within three hours to include weekends, down days, family days, holidays, etc. The Contractor shall notify the COR the next duty day by phone call and/or e-mail. There is currently no Supervisory Control and Data Acquisition (SCADA) system for any of the WTGs. The 90 Civil Engineering Squadron plans to have a SCADA system in place and operational as soon as funding allows.

2.5. DOCUMENTATION:

All maintenance (scheduled & unscheduled) performed by the Contractor shall be annotated and maintained in a binder/log book at the base of each turbine with an additional copy provided to the COR within 24 hours or first duty day after maintenance is performed. The binder/log book shall at a minimum record individual identity, date, time and purpose of any visit to the wind turbine, the nature of any work performed thereon and such other details that may be pertinent to each turbine.

2.6. SECURING TURBINES FOR EXTENDED OUT-OF-SERVICE PERIODS:

The Contractor shall secure the turbines within 4 hours of a fault resulting in an out-of-service turbine generator, when diagnostics indicate or repair parts lead time may require the turbine to remain out-of-service for more than 8 hours, by releasing the hydraulic rotor brake.

2.7. MFT MEETING:

The Multi Function Team (MFT) is a customer-focused team instituted under the authority of senior leadership. The members of the team are responsible for managing the requirements over the life of the contract. The team shall consist of, but is not limited to, the following positions: Contracting Officer (CO), Contract Administrator (CA), Contracting Officer Representative (COR), Contractor, Functional

Commander (FC), Quality Assurance Program Coordinator (QAPC), and Technical Representative. The MFT shall meet monthly or if required the CO can call an off-cycle meeting.

2.8. SOFTWARE AND TRAINING:

The Contractor shall upgrade the control software with the latest version and provide software licenses to the Government (two copies) and its representatives (one copy). The Contractor shall provide training on the control software to the COR when required.

4. GENERAL INFORMATION

4.1. HOURS OF OPERATION:

The Contractor shall perform most of the services required under this contract during the normal operating hours. The Contractor shall, as a minimum, perform scheduled maintenance services from 7:30 A.M. to 4:30 P.M., Monday through Friday, excluding Federal Holidays. At the pre-performance conference and within one duty day of changes, the contractor shall provide a listing of business, home, cell or pager numbers, and email address of the Project Manager to the CO and COR. The following personnel and/or organizations are authorized to contact those individuals directly; CO, COR, CE Customer Service, Fire Department and Security Forces. The contractor shall report ALL contractor labor hours (including subcontractor hours) required for performance of services provided under this contract for this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www/ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.

4.2. EMERGENCY SERVICES:

The Contractor can obtain emergency services from the following phone numbers: Security Forces: 773- 3501, Fire Protection: 773-2931, Ambulance Service and in the event of an emergency: 911.

4.3. PERSONNEL, VEHICLE PASSES/IDENTIFICATION AND BASE SECURITY:

4.3.1. The Contractor shall obtain all necessary cards, passes, decals, or other items required for access to work areas. The Contractor shall fill out all required paperwork then submit it to the Base Contracting Office (Bldg 208).

4.3.2. All Contractor owned or privately owned vehicles requiring licenses must obtain a vehicle registration pass, which requires proper state vehicle registration, proof of insurance and valid driver’s license. Upon completion or termination of the contract, or an individual’s employment, the Contractor shall immediately return the cards, decals and other material to Pass and ID.

4.3.3. The Contractor shall comply with all F. E. Warren Air Force Base (FEWAFB) security requirements IAW AFI 31-101, Physical Security Program, and AFI 31-209, Air Force Resource Protection Program. The Contractor shall furnish the CO, COR, and Security Forces (Bldg. 34), a current list of contractor personnel, upon request.

4.3.4. The Contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each workday, the Contractor shall secure all government facilities accessed during the workday. The Contractor shall maintain government furnished facilities to the same standards as similar areas/facilities occupied by the Government. These areas shall, at all times, be clean and neat, free of fire hazards, and free of unsanitary/unsightly conditions and safety hazards.

4.3.5. The Contractor shall establish and implement key control methods to ensure keys issued to them by the government are not lost, duplicated, misplaced or used by unauthorized persons. The Contractor shall immediately report occurrences of lost or duplicated keys to the CO. In the event the CO cannot be reached, the Contractor shall notify the Security Forces at ext. 3501. If keys are lost or duplicated by the Contractor or employees, the Contractor shall be required, to replace locks without cost to the Government. The Government may replace all locks and keys for that system and the total cost deducted from the monthly payment due to the Contractor if master keys are lost or duplicated by the Contractor or employees. The Contractor shall control access to all government provided lock combinations.

4.4. CONTRACTOR EMPLOYEES/KEY PERSONNEL/CERTIFICATIONS/LICENSES:

4.4.1. Prior to contract start date the following information must be provided to the CO and kept current for the Primary Project Manager and Alternate: name, business phone number, cell phone and a 24-hour a day phone number. The CO must be notified of any changes in personnel within 24 hours of the change.

The Contractor shall furnish all certificates of competency to the CO and COR at the pre-performance conference.

4.4.2. The Contractor shall provide a Primary Project Manager (PM) and an Alternate Project Manager (APM) who shall have full authority to act for the Contractor on all contract matters, including Work Orders, sign and negotiate contract modifications and shall be responsible for the management and performance of all daily work.

4.5. CONDUCT AND APPEARANCE:

4.5.1 Employees shall dress in a manner that meets industry standards safety requirements. Wearing of any military uniform, or parts thereof, is prohibited under this contract.

4.5.2. Smoking in government facilities is prohibited.

4.5.3. The Contractor shall not employ persons for work on this contract if such employee is identified to the Contractor by the CO as a potential threat to the health, safety, security, general well being, or operational mission of the installation and its population.

4.5.4. Contractor personnel shall conduct themselves in a professional, courteous, and workmanlike manner at all times while on FEWAFB.

4.6. CONFLICT OF INTEREST:

The Contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. Nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with Department of Defense Directive 5500.7 Standards of Conduct.

4.7. PROTECTION OF GOVERNMENT PROPERTY:

4.7.1. The Contractor shall take all necessary precautions to ensure against damage to Government property. Any damage caused by the contractor shall be repaired or replaced, at no cost to the Government. The Contractor shall complete all repairs within two duty days with materials of like type, quality, and finish by skilled mechanics of the trades involved. Should the Contractor fail to complete repairs within the times allowed the Government reserves the right to correct the damages and deduct all costs from the Contractor’s monthly payment. All damage caused by the contractor shall be reported in writing within 24 hours to the CO.

4.7.2. All company vehicles shall be operated IAW base traffic regulations.

4.7.3. The Contractor and employees shall comply with Fire Prevention and Protection as defined in AFI 32-2001 90, SW Supplement 1. A copy of this regulation may be obtained upon request to the COR.

Base fire prevention personnel may make periodic routine inspections for regulation compliance.

Burning of any material by the Contractor is prohibited.

4.8. SOLID WASTE DISPOSAL:

4.8.1. The Contractor shall properly dispose of all waste and debris. As much of the organic waste as possible shall be recycled. All other waste shall be disposed of properly according to all applicable OSHA and AFOSH standards. The Contractor shall be responsible for turning in organic waste to the base composting facility. However, if facility is closed it is the responsibility of the contractor to ensure organic waste is turned into certified composting facility off base, at no additional cost to the Government.

4.8.2. Transporting debris or policed materials shall be accomplished in a manner preventing particles from becoming airborne, such as in covered vehicle beds or enclosed dumpster boxes.

4.9. STATE, LOCAL, AIR FORCE AND FEDERAL GUIDELINES AND REGULATIONS:

4.9.1. The Contractor shall comply with OSHA requirements and provide the COR with a Material Safety Data Sheet (MSDS) on each chemical utilized during the service of this contract. A list of materials with the appropriate MSDS sheets shall be provided by the Contractor prior to beginning contract performance and prior to use of any new materials. The Contractor shall submit any new or changed MSDS to the Contracting Officers Representative for acceptance prior to use. The Contractor shall perform all work in accordance with federal, state, local environmental instructions to minimize pollution, exploitation, and degradation of environmental and natural resources. The Contractor shall maintain all MSDS in accordance with applicable OSHA regulations and criteria.

4.9.2. The Contractor shall ensure that their operations do not expose any personnel to any hazardous conditions (i.e., noise, chemicals, smoke, exhaust, etc.) as covered by OSHA/AFOSH Standards. The Contractor shall not store hazardous chemicals on base.

4.9.3. The Contractor shall immediately notify the COR and Fire Department (ext. 773-2931 or 911), if any fuels, oils or other harmful materials are spilled.

4.10. GOVERNMENT FURNISHED FACILITY/EQUIPMENT:

See Appendix A of the PWS for furnished spare parts list for WTGs.

The Contractor will be provided the spare parts listed in Attachment 1 at the time of award. All acquisition of parts needed/required after initial award will be the responsibility of the Contractor.

A report containing all spare parts used/consumed during the maintenance process and an inventory of remaining parts will be provided to the CO and COR at the end of the base year and each option year.
