Solicitation FA4613-08-R-0002, Military Family Housing Maintenance Services, Warren Air Force Base, Wyoming

1. Please identify the subcontractors currently being used on the present housing maintenance contract.

RESPONSE: The government does not maintain a record, nor do we get involved with subcontractors used by the housing maintenance contractor.

2. Attachment 4, Paragraph 1, Contractor Responsibility, states that on every COM, all carpets not being replaced shall be steam-cleaned. Please confirm, as this is a high cost impact item.

RESPONSE: This requirement is confirmed. More specific details are contained in paragraph 3.12 of Attachment 4.

3. Attachment 4, Paragraph 3, Cleaning Standards states, “Use good engineering controls, and practices to ensure work is done in a manner to reduce lead levels in pre-1978 military family housing.” Please clarify the Government’s intention as it pertains to this direction.

RESPONSE: Reduce lead “hazards” would possibly be a better choice of words. It is assumed that all of our units built pre-1978 contain lead based paint. Even with recent completion of the huge LBP abatement project in our historic brick units, we assume there may still be LBP in the attics and basements. To reduce a LBP dust hazard, (particularly the floors and ledges) it would be a good practice to use a vacuum cleaner, a damp rag, or both in the cleaning process.

4. Paragraph 1.3.9.4, please confirm the requirement for weekly inspections of all housing areas, playgrounds and equipment, and bus stops. This would be labor-intensive and result in a higher price.

RESPONSE: This is a significant part of the contract, and is a valid/confirmed requirement. The current contractor has one person devoted, full time, to this requirement.

5. Contract Pricing, page 139, Estimated Quantities in the Option Periods (6 Months) is the same as the Base Period (12 months). Please confirm.

RESPONSE: Confirmed.

6. It is our understanding that the current contractor maintains the barracks, but this does not seem to be the case from the solicitation, except for the requirement to maintain all the dormitory furniture. Are there barracks to be maintained in this contract? Please clarify.

RESPONSE: Maintenance of the dormitories is not a part of this contract. However, the dormitories do constitute most of the FMO activities.

7. If barracks are to be maintained, is there an inventory of furniture and appliances in each building?

RESPONSE: There is an inventory maintained for each dormitory and/or each room in a particular building. The inventory is maintained by the CDM and is used FOR accountability of government provided furniture utilized by each occupant.

8. Page 113 of 162: How many units have fire places and how many are in each unit?

RESPONSE: 140 of our historic brick units have at least one fireplace—some may have as many as 6. With the exception of our SGO units, all fireplaces are blocked off and are not operational. The SGO units have at least one fireplace with a gas log insert. The SGO units are identified in the floor plans handed out during the Q&A session.

9. Page 113 of 162: How tall and what types of bulbs are used in the pole lights at Quarters 92, 93,111 and 117?

RESPONSE: These lights are used to illuminate the flag(s) on the front porch columns. Qtrs 92 has high pressure sodium, Qtrs 93 has 3” halogen, and 111 and 117 are standard flood light lamps. They are mounted at ground level.

10. Paragraph 1.5 and page 121 of 162: Are there historical records of how much herbicide, fertilizer, grass seed, and carpet cleaning products are issued?

RESPONSE: The self-help store function has been a part of this contract for less than

1 year. There are no historical records available at this time.

11. ICRMP, Vol. B.2: Are there records of work unique to historic homes and, if so, may we see some examples?

RESPONSE: None available. For the most part, the only work unique to our historic brick units are the wood floors, and the seasonal change out of storm windows/screens on our 7 restored units.
