MILITARY FAMILY HOUSING QUESTIONS & ANSWERS

1. Page 55, 5352.215-9001, paragraph c, states that questions were “requested’ by October 8. What is the deadline for questions?

RESPONSE: Questions were to be submitted by 8 Oct. Questions received after that were still addressed.

2. Page 28, paragraph II (3), refers to “the whole dollar unit price” on the Pricing Schedule. Must unit prices on the pricing schedule be rounded to the nearest dollar?

RESPONSE: No. Unit prices multiplied by quantity equals the extended amount. Unit prices are not to be rounded to the nearest whole dollar.

3. PWS 1.2.5.11 requires the contractor to maintain 98% occupancy. What has been the historic vacancy rate?

RESPONSE: The paragraph states “AFI-32-6001, paragraph 1.6.2., maintain a 98% occupancy rate or provide written justification to the Flight Chief when such rate cannot be maintained. In the last year the vacancy rate has been averaging approximately 8% of the available units.

4. PWS 1.2.5.11 requires the contractor to maintain 98% occupancy. Is this based on the 781 units available for occupancy per Attachment 2, or the 831 units per PWS paragraph 1?

RESPONSE: Based on the 781 units available.

5. Under privatization, the occupancy requirement is only 80% and paragraphs 1.2.6.1-2 of the PWS requires the contractor to assist service members in obtaining off-base housing. However, PWS paragraph 1.2.5.11 requires 98% occupancy. This occupancy level will be difficult to accomplish, particularly if the contractor does a good job with off-base referrals. The 98% requirement also clearly surpasses the privatization goal of only 80% occupancy. Please clarify goals and priorities.

RESPONSE: The goal is 98%. There is no relationship between the goals in this and Privatization goals.

6. PWS 1.3.9.4, Exterior Inspection, states in bold that ground level inspections are not acceptable. It appears that this statement only applies to the inspection of gutters and downspouts in August, but please confirm.

RESPONSE: You are correct.

7. To which buildings on this contract does the Integrated Cultural Resources Management Plan apply?

RESPONSE: All historical brick units.

8. PWS 1.2.5.9. Is removal of furniture, food and household goods considered part of the COM cost?

RESPONSE: Yes. All costs associated with abandoned units should be accounted for in COM costs. There is no additional reimbursement associated with abandoned units.

9. PWS 1.2.5.10. Is there a charge for key replacement when the occupant loses a key? If so, who collects it? Please clarify.

RESPONSE: If the occupant goes to the contractor and request a set of keys be made the occupant pays for the keys.

10. PWS 1.3.5.9. Disposal of appliances: If DRMO does not accept the appliance, does the contractor dispose of the appliance off base? If so, who pays for the disposal fee? Please clarify.

RESPONSE: The contractor will be responsible fees and should account for them as part of the basic bid CLIN.

11. PWS 1.3.12.5. Does this include backflow preventers since they are between the main and housing? Please clarify.

RESPONSE: “The contractor shall be responsible for all water service pipes in the MFHU to the water main” and therefore includes the backflows.

12. PWS 1.4.2. What is meant by sufficient stock of furnishings for dormitories? Is there a surplus amount that must be maintained? Please clarify.

RESPONSE: The Government is responsible for procuring furnishings. Therefore any surplus amounts are supplied by the Government.

13. PWS 1.5.2. When an occupant needs electrical support, for example to install a ceiling fan, is that considered a routine service call? Please clarify.

RESPONSE: Yes.

14. On page 98 of 162 for phone inoperative, can this be lowered to an urgent call if the occupant also has a cell phone?

RESPONSE: No.

15. In the PWS, under attachment 2 – Work Load Estimates. It states:
