SECTION V – EVALUATION FACTORS FOR AWARD
Addendum to FAR 52.212-2, Evaluation-Commercial Products and Commercial Services
Evaluation Factors for Award: The Government intends to award a purchase order to the vendor whose quote represents the best value to the Government, price and non-price factors considered.
In accordance with RFO 12.203(c)(2), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation factors are as follows:
1. Technical Capability: The Government will evaluate the offeror’s technical capability and proposed execution plan to ensure it meets the requirements set forth in the Statement of Work (SOW). Offerors shall submit a brief, structured statement NOT TO EXCEED two
(2) pages detailing their execution plan, which must include a realistic, scheduled timeline of execution upon issuance of a notice-to-proceed.
2. Price: The Government will evaluate the total proposed price for fairness, reasonableness, and completeness.
Award Decision Logic. This is a best value tradeoff acquisition. Technical Capability (Execution Plan & Timeline) is significantly more important than Price. The Government reserves the right to award to other than the lowest-priced offeror, if the Government determines that the superior technical capability and timeline of the execution plan justifies the associated price premium. The Government reserves the right to determine the offer that provides the best value based on the criteria identified in this RFQ.
Notice of Award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
