SECTION V – EVALUATION FACTORS FOR AWARD
Addendum to FAR 52.212-2, Evaluation-Commercial Products and Commercial Services
Evaluation Factors for Award: The Government intends to award to the lowest priced quote that is technically acceptable. In accordance with RFO 12.203(c)(2), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows:
1. Price.
2. Technical Capability: The Government will evaluate the offeror’s technical capability / execution plan to ensure it meets the requirements set forth in the attached Statement of Work. Offerors shall submit a brief yet structured statement NOT TO EXCEED two (2) pages detailing their execution plan, to include scheduled timeline of execution upon the issuance of a notice-to-proceed.
Award Decision Logic. This is a best value tradeoff. The offeror whose technical capability statement demonstrates the most effective method of recovery and transportation will take precedence over the lowest priced offer. The Government reserves the right to determine the offer that provides the best value based on the criteria identified in this RFQ.
Notice of Award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
