About this file
This is a Request for Information (RFI) issued by the Department of the Air Force, United States Space Force, Space Launch Delta 30, addressing clarifications and technical specifications for pad-mounted transformers required for procurement.
The RFI resolves sixteen key questions regarding transformer specifications and acquisition parameters. Technical clarifications establish that transformers must be finished in Munsell Green (7.5GY 3.2/6.7), filled with FR-3 Natural Ester Fluid, and equipped with primary windings rated at 12,000V/12,470V with 3-wire Delta connection and 95 kV BIL. Secondary configurations vary by item: Items 1, 4, and 7 require 120/208Y with Dyn1 vector group; Items 2, 5, 6, 8, and 9 require 277/480Y with Dyn1 vector group; Item 3 requires 120/240V Delta with center-tapped high-leg and Dd0 vector group. All units must have impedance of 4.5% to 5.75% per IEEE C57.12.34. Factory Dissolved Gas Analysis testing must comply with IEEE Std C57.12.90, ASTM D3612/D3613, and IEEE Std C57.104. All construction must utilize stainless steel (304L or 316L grade); mild steel is not permitted. The acquisition is a total small-business set-aside subject to FAR 52.219-33 Nonmanufacturer Rule under NAICS 335311, permitting different small-business manufacturers for different contract line items. Offerors must quote all nine CLINs to be eligible for evaluation. All thirteen units must be delivered no later than 24 weeks after contract award, with staggered deliveries permitted based on manufacturer lead times. Previously supplied manufacturers include Cooper, ABB/Hitachi, and Eaton. Only new transformers are acceptable; remanufactured or rebuilt units are prohibited. Country of origin must comply with R-DFARS 252.225-7002. Parameters not explicitly detailed in the Statement of Work default to standard manufacturer commercial designs, U.S. Department of Energy efficiency standards, routine factory acceptance testing, and standard commercial warranty coverage.

SUBJECT: Request for Information (RFI) – Pad-Mount Transformers
1. Exterior finish discrepancy The SOW lists two different exterior finish requirements in separate sections:
"Entire exterior of the pad-mount transformer and terminal components shall be painted with a Munsell-Green, outdoor color-finish."
"Transformers shall be painted with light grey, ANSI Color No. 70 finish, in compliance with IEEE C57.12.28 regardless of tank and cover material."
Please confirm which finish/color governs for award — Munsell-Green or ANSI Color No. 70 light grey — as these are mutually exclusive requirements.
The government requires for pad-mounted transformer and terminal components shall be finished in Munsell Green (Munsell 7.5GY 3.2/6.7 outdoor finish). This is a VSFB electrical requirement.
2. The SOW specifies “Mineral Oil-filled: Type FR-3 Fluid.” Please confirm whether FR3 natural ester fluid or conventional non-PCB mineral oil is required.
The transformer shall be filled with FR-3 Natural Ester Fluid.
3. Please provide the missing standard referenced in the incomplete DGA requirement: “as outlined in the latest…” SOW page 3.
The manufacturer shall perform a factory Dissolved Gas Analysis (DGA) test in accordance with IEEE Std C57.12.90. Oil sampling and laboratory analysis shall be executed per ASTM D3612/D3613, with gas limits evaluated per IEEE Std C57.104. Certified DGA test results shall be submitted to the Owner prior to equipment shipment.
4. Please confirm the required primary and secondary winding configurations, BIL ratings, phase displacement/vector group, and impedance values for each transformer.
1. Primary Winding Configuration & BIL Rating (All Items):
a. 12,000V and 12,470V Primary (Items 1–9): 3-wire Delta primary connection, 95 kV BIL.
2. Secondary Winding Configurations, BIL Ratings & Vector Group:
a. 120/208Y Secondary (Items 1, 4, 7): 4-wire Wye-Grounded secondary, 30 kV BIL, Dyn1 vector group (-30° displacement).
b. 277/480Y Secondary (Items 2, 5, 6, 8, 9): 4-wire Wye-Grounded secondary, 30 kV BIL, Dyn1 vector group (-30° displacement).
c. 120/240V Secondary (Item 3) : 4-wire Delta secondary with center-tapped high-leg on one phase, 30 kV BIL, Dd0 vector group (0° displacement).
All Units (225 kVA to 750 kVA): Nominal 4.5% to 5.75% in accordance with standard IEEE C57.12.34 manufacturing tolerances.
5. For CLIN 0003, please confirm the exact three-phase 120/240V secondary configuration, including whether a high-leg delta configuration is required.
The secondary winding shall be connected in Delta with one phase winding center-tapped and grounded to supply 120V phase-to-neutral on two legs, 240V phase-to-phase across all three phases, and approximately 208V high-leg phase-to-neutral on the third phase. High leg conductor shall be factory-identified per NEC Article 110.15/230.56.
6. Is radial feed mandatory, or may vendors quote loop-feed transformers for Government approval?
Radial feed is not mandatory. Vendors may quote loop feed transformers for government review and approval.
7. FAR 52.219-33 / Nonmanufacturer Rule The RFQ is a total small-business set-aside and incorporates FAR 52.219-33. Has SBA issued any class or individual nonmanufacturer-rule waiver applicable to the transformers in this acquisition? If no waiver applies, please confirm that a small-business prime may satisfy the requirement by furnishing end items manufactured or produced in the United States by one or more qualifying small-business manufacturers under NAICS 335311. If different qualifying small-business manufacturers are used for different CLINs, is that acceptable provided each applicable end item satisfies the clause?
The Nonmanufacturer Rule applies and must qualify as small business under the NAICS 335311.
Yes, different small-business manufacturers for different CLINs are acceptable.
8. Partial quotations / partial awards
The RFQ states that the Government reserves the right to award some or all line items. Will quotations that price only a subset of the nine CLINs be considered for award, or must an offeror quote all CLINs to be eligible for evaluation?
An offeror must quote all CLINs to be eligible for evaluation/award.
9. Delivery schedule
Is there a mandatory required-delivery date for all thirteen units? If not, may offerors propose staggered deliveries by CLIN/unit based on manufacturer production availability, with the proposed delivery schedule evaluated under the stated delivery factor?
There is no single mandatory required-delivery date for all thirteen (13) units simultaneously.
Offerors may propose staggered deliveries by CLIN/unit based on manufacturer production availability and lead times.
However, all units must be delivered no later than 24 weeks after contract award. Delivery schedules will be evaluated under the stated delivery evaluation factor.
10. Could you please provide the manufacturer/brand and model of the pad-mounted transformers previously supplied for the same requirement/project?
