STATEMENT OF WORK (SOW)

FOR PROCUREMENT OF

POWER TRANSFORMERS

(30 CES FY26)

28 July 2026

1.0 BACKGROUND

This contract requires the contractor to purchase thirteen (13) medium voltage pad-mounted transformers for the replacement of equipment that is approaching end-of-life service located at Vandenberg Space Force Base (VSFB).

Justification: Vandenberg’s power grid has approximately 500 transformers connected of various sizes ranging from 25 kVA to 2,000 kVA; constituting 40 to 50 different capacity and voltage configurations with limited cross-compatibility opportunities. That means 30 CES requires 40 to 50 different transformers on hand as critical spares. Since COVID, transformer availability, cost and lead times have grown worse and worse, affecting CE’s ability to reconstitute transformer inventories following repair projects that use them. The current spare inventory lacks some of the most commonly used transformers, forcing CE Electricians to scavenge transformers from vacant buildings in the recent 4-6 years. Two purchases made in FY25 will bring only 15 new transformers in the spare inventory; falling short of CE’s actual needs. More transformers are needed to fulfill a comfortable critical level of spares for future needs on the power grid.

Additionally, the ever-increasing launch tempo and general mission tempo of Vandenberg has greatly reduced the tolerance for unexpected power outages. 30 CES desperately needs to establish this critical spare inventory to prevent mission stoppage.
