About this file
This is a Request for Quotation (RFQ) issued by the United States Air Force for the procurement of thirteen (13) pad-mount transformers for Vandenberg Space Force Base (VSFB) in California. The solicitation number is FA461026Q0048, and this acquisition is 100 percent set-aside for small business concerns. The applicable NAICS code is 335311 (power distribution equipment manufacturing) with a size standard of 800 employees, and the PSC code is 6120. Detailed product specifications are contained in Attachment 1 (Statement of Work), and vendors must complete Attachment 2 (Pricing Schedule) in its entirety and submit with any required supporting documentation. Payment will be made electronically after contract completion in accordance with DFARS 252.232-7006 Wide Area WorkFlow Payment Instructions. Inspection and acceptance will be performed by the Mission Partner.
The evaluation process awards to the lowest priced quote that is technically acceptable. Price is evaluated first, ranking all quotes from lowest to highest total evaluated price. The Government then evaluates the lowest priced offeror's technical capability against SOW requirements; if the lowest priced offeror does not meet technical requirements, evaluation continues to the next lowest quote. Delivery schedule is the third evaluation factor, assessing the proposed delivery date and likelihood of meeting it. For technically acceptable quotes, delivery schedule and price are weighted as approximately equal in importance. Questions must be submitted by 12:00 PM PST on Thursday, 27 August 2026, and quotations are due by 12:00 PM PST on Monday, 7 September 2026. All questions and offers must be submitted via email to Contract Specialist Jessica Rowe (jessica.rowe.5@spaceforce.mil) and Contracting Officer Kristofer Clark (kristofer.clark@spaceforce.mil).

SECTION V – EVALUATION FACTORS FOR AWARD
Addendum to FAR 52.212-2, Evaluation-Commercial Products and Commercial Services
Evaluation Factors for Award: The Government intends to award to the lowest priced quote that is technically acceptable. In accordance with RFO 12.203(c)(2), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows:
1. Price: The Government will evaluate all quotes for price (subject to acceptability IAW SOW), ranking them from lowest to highest total evaluated price. The total evaluated price is the sum of all Contract Line Items and is highlighted green in Attachment 2 – Pricing Schedule.
2. Technical Capability: The Government will evaluate the lowest priced offeror’s technical capability to ensure it meets the requirements set forth in the attached Statement of Work.
If the offerors response to the technical capability document is determined NOT to meet the Government’s requirement, the evaluation will continue to the next lowest quote until one is determined to meet the Government’s requirement.
3. Delivery Schedule: Offerors will be evaluated on their proposed delivery schedule and the likelihood of meeting the required delivery date. Consideration will be given to the clarity and completeness of the proposed schedule, including any potential risks or contingencies.
Award Decision Logic. For the quotes deemed technically acceptable, delivery schedule and Price are approximately equal in importance. The Government reserves the right to determine the offer that provides the best value based on the criteria identified in this RFQ.
Notice of Award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of Addendum)
