About this file
This document is a Request for Information (RFI) for an asbestos and lead abatement project at Vandenberg Space Forces Base. The project involves removing 2,016 square feet of 9"x9" vinyl composition floor tiles with black mastic and 2,500 square feet of lead-based green ceramic wall tiles with mastic adhesive in Building 870. The scope has been expanded to include both restrooms, and the government emphasizes that contractors are responsible for thoroughly investigating and potentially adjusting quantities.
Key project details include a requirement for a third-party Industrial Hygienist to conduct final clearance testing, coordination with base shops for HVAC, power, and water access through an AF Form-103 work permit, and contractor-provided restroom facilities. The project is time-sensitive, driven by a contractual obligation to relocate Amentum to Building 870 by the end of September, necessitating expedited abatement to allow for subsequent renovations. Contractors must coordinate with base personnel, including Jeff Hyder (Hazardous Waste Program Manager), for waste disposal and EPA ID number usage, and anticipate potential security-related access delays.

30 CES ASBESTOS / LEAD ABATEMENT REQUESTS FOR INFORMATION (RFI’S)
QUESTIONS IN BLACK / ANSWERS IN RED
1. Is there an actual asbestos and lead survey for the project? If so, could this be shared with the contractors bidding?
A1. No, there are no existing usable asbestos and/or lead-based paint surveys that meet the requirements for this project.
2. Are there project site photos available to review? If so, where could these be found?
A2. Photos provided to the Contracting Officer by Jose Hernandez and Corinne Holloway.
3. Is there an active EPA ID # for the project site to allow for proper transportation and disposal of waste?
A3. Yes, there is an active EPA ID #. Coordinate with Jeff Hyder, HW Program Manager, or the Consolidated Collection Accumulation Point (CCAP) for approval of use.
4. Verify the entire scope of work is limited to the abatement and removal of 2,016 square feet of 9"x9" vinyl composition floor tiles and associated black mastic and 2500 square feet of lead based green ceramic wall tiles with mastic adhesive. No other asbestos and/or lead containing materials are included in the scope of work?
A4. The government provided rough square footage of asbestos floor tiles and the green wall tiles that contain lead. The contractor is responsible to thoroughly research and investigate the quantities. The quantities will increase due to including both restrooms to the scope of work. The scope of work is primarily for asbestos and lead abatement of the floor and wall tiles.
5. Upon removal of the lead based green ceramic wall tiles with mastic adhesive is the contractor to leave the wall with just studs. All mortar, backing, etc. will be removed and leaving stud walls only?
A5. If that is the appropriate demolition method for this application then, correct.
6. Contractor will not be responsible for patch and/or paint due to containment (staples, tape, etc.) for removal of asbestos and lead containing materials, correct?
A6. Correct.
7. HVAC will be shut down for duration of abatement activities, correct?
A7. Correct, however the contractor is to confirm the shutdown with the HVAC shop during the AF Form-103 work permit process for scheduling purposes.
8. Power will be provided for the duration of abatement activities, correct?
A8. Correct, however, the contractor is to confirm the power availability with the Electric Shop during the AF Form-103 work permit process for scheduling purposes.
9. Water will be provided for the duration of abatement activities, correct?
A9. Correct, however, the contractor is to confirm the water availability with the Utilities Shop during the AF Form-103 work permit process for scheduling purposes.
10. Restroom facilities will be provided for the duration of the abatement activities, correct?
A10. Contractor is responsible for their own restroom facilities, i.e. porta-potties.
11. 2.1.6 Third Party Industrial Hygiene and Sampling Requirements: Is it required to have a consultant full time, every day while work is in progress? Or just for final clearances upon completion of abatement?
A11. No, it is not required to have a third-party Industrial Hygienist for the entire duration of the project while work is being performed. The third-party Industrial Hygienist is required for the final clearance upon completion of abatement.
2.4.2 Main Base Access: Talks about allowing for delays due to in-place security procedures. What are the expected delays we may encounter in minutes and/or hours?
A12. Unknown on the minutes and or hours it is expected for delays, however, it is the contractor’s responsibility to anticipate delays due to security procedures while gaining access to Vandenberg Space Forces Base.
12. Will the restrooms be included in this abatement project? This will require a revised SOW indicating the change.
A13. Yes, both restrooms will be included in the asbestos and lead abatement process.
13. Is the transition between the green tiles and the floor included in the lead abatement?
A14. Define transition? Is the question referring to removing the red quarry tile cove base that is below the green wall tiles? If there is green wall tile behind the quarry tile cove base, then yes. If there is no green wall tile behind the quarry tile cove base, then no.
