GENERAL INFORMATION
1.0 Description of Services. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform asbestos abatement and HEPA cleaning and disposal of Class II Non-Friable asbestos containing materials (ACM) found in 9” x 9” vinyl composition floor tiles with black mastic adhesive in 2,016 square feet of the first-floor interior of Bldg. 870. The Contractor shall also perform lead abatement and HEPA cleaning and disposal of 2,500 square feet of lead-based, glazed green ceramic wall tiles with mastic adhesive located in the warehouse storage area and back offices of Bldg. 870. The Contractor shall not begin any work without prior approval of the Contractor’s draft asbestos abatement plan by 30th CES Environmental Compliance (30 CES/CEIEC) Toxics Program Manager located in Bldg. 11146, at ext. (805) 606-5725, or (805) 606-0016. Prior to starting any abatement work, the Contractor shall make timely notification to Santa Barbara County’s Air Pollution Control District (SBAPCD) by submitting the mandatory ENF-28 Form, Notification for Renovation and Demolition Work, available online at https://www.ourair.org/asbestos/. The ENF-28 Form must be reviewed by the 30 CES Toxics Program Manager in 30 CES, Bldg. 11146, prior to submittal to SBCAPCD. All work areas shall be appropriately marked and protected during abatement activities. The contractor shall follow all applicable Federal, State, and local regulations, including National Emissions Standards for Hazardous Air Pollutants (NESHAP) requirements. The Contractor shall also pre-coordinate with VSFB’s Hazardous Waste Manager, located in Bldg. 11146, at ext. (805) 606-2359, to ensure proper completion, approvals, signatures and tracking of the Uniform Hazardous Waste Manifest is accomplished prior to off-base transport of all asbestos containing materials (ACM). All ACM and lead containing materials and any damaged or deteriorated debris shall be properly packaged, labeled, and taken off base for disposal at a Department of California Toxic Substances Control (DTSC) approved, state-permitted landfill.
1.1 Background. The 30 CES Environmental Compliance Flight at Vandenberg SFB has developed and implemented a comprehensive asbestos management program to reduce potential exposure to asbestos fibers and satisfy mandatory regulatory compliance requirements. Asbestos-Containing Material (ACM) and Lead-containing materials are regulated by 40 CFR 61 the National Emission Standards for Hazardous Materials (NESHAP), 40 CFR 745, 40 CFR 262-270, Air Force Manual (AFMAN) 32-7002, Environmental Compliance and Pollution Prevention, and the Santa Barbara County Air Pollution Control District (SBAPCD). Other regulations affecting projects are the CA EPA’s Model Accreditation Plan, 40 CFR 763, for supervisor or equivalent; and OSHA and CAL-OSHA asbestos standards found in 29 CFR Parts 1910, 8 CCR, and 29 CFR 1926. The Space Launch Delta 30, VSFB, presumes that all damaged asbestos-containing material or lead-containing material is hazardous due to its potential to release airborne fibers and thus requires that such materials be repaired or removed to eliminate this hazard. Lead-based paint and lead found in glazed ceramic tiles and other similar construction materials are a significant health hazard found in older commercial facilities with the primary risk to occupants coming from exposure to lead dust from deteriorating paint or from disturbing building materials during renovation or demolition, particularly those constructed before 1978.
NOTE: 30 CES real property records for Bldg. 870 identify this facility as being constructed in 1960. Several facility inspections by 30 CES’ Asbestos and Lead Abatement subject matter expert (SME) have confirmed these findings. Therefore, the Government reasonably assumes there is ACM in the vinyl composition floor tiles and black mastic adhesive as well as Lead in the green glazed ceramic wall tiles and mastic adhesive.

SPECIFIC TASKS
2.1 Basic Services. The Contractor shall be responsible for performing the tasks identified in the contract line items (CLINs) to remove all Class II Non-friable asbestos containing materials (ACM) from approximately 2,016 square feet of 9” x 9” vinyl composition floor tiles and associated black mastic in Bldg. 870 first floor rooms. The Contractor shall also perform lead abatement and HEPA cleaning and disposal of 2,500 square feet of lead-based, glazed green ceramic wall tiles with mastic adhesive located in the warehouse storage area and back offices of Bldg.
870. A facility floor plan will be provided to the contractor with the exact areas for abatement highlighted. Any black mastic remaining after removal of ACM floor tiles shall be manually razor scraped, HEPA vacuumed and wet wiped with mastic remover to prevent seepage. Afterwards, the Contractor shall re-clean the abated area with an environmentally friendly wash and encapsulate the scraped kitchen floor area. All asbestos cleanup is to be performed under a regulated, negative-pressure containment enclosure using HEPA vacuums. Only California Department of Public Health (CDPH) certified individuals wearing appropriate personnel protective equipment (PPE) may perform abatement of the ACM. Air samples must be performed by a third-party asbestos consultant. All work areas must be appropriately marked and protected during abatement activities with no exceptions. Prior to the start of work, the contractor shall propose a schedule for completion of the abatement work with the approval of the Bldg. 870 Abatement Program Manager, at ext. (805) 606-4352. The Contractor shall perform all abatement operations with adherence to good housekeeping procedures and adequate control measures to minimize the release of asbestos fibers or lead dust into the environment. In VSFB facilities, asbestos is most likely to be encountered in fireproofing, acoustic plaster ceiling tiles (drop ceilings), siding materials, floor tiles and adhesive mastics, and thermal system insulation (TSI) on pipes and ducts. If the contractor determines that additional time is needed to complete the work, the contractor will notify the CO in writing (see SOW Para 1.2). The contractor personnel are responsible for following all applicable Federal, State, and local laws, regulations and guidance, including National Emissions Standards for Hazardous Air Pollutants (NESHAP) requirements. Prior to mobilization and any on-site activities, the Contractor shall pre-coordinate with the VSFB 30 CES/CEIEC Hazardous Waste Manager, ext.
(805) 606-2359, Bldg. 11146, to ensure the proper completion, approvals, signatures and tracking of the Uniform Hazardous Waste Manifest is accomplished prior to the off-base transport of all ACM with no exceptions. All ACM must be properly packaged, labeled, and taken off base for disposal at a Department of Toxic Substances Control (DTSC) approved, State of CA permitted landfill.
