Chaplain Corps Marriage Retreat

SECTION 1 – GENERAL INFORMATION
1. This is a combined synopsis/solicitation for a commercial marriage retreat prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be issued.
2. Solicitation FA461024QCCMR is issued as a Request for Quotation (RFQ) and is anticipated to be awarded by 21 June 2024.
3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 and DFARS Change 04/25/2024.
4. The applicable NAICS code for this acquisition is 721110, and the applicable PSC is V231.
This acquisition will be made as a 100% Small Business Set-Aside, with a size standard of $40.0 million.
5. The Defense Priorities and Allocations System (DPAS) rating program does not apply.
6. This RFQ is NOT to be construed as a commitment by the United States Air Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.
SECTION 2 – SUPPLIES OR SERVICES AND PRICING
1. See Attachment 1, Salient Characteristics, for a detailed description of the supplies required.
2. Vendors shall submit a quotation meeting the minimum Salient Characteristics and return with any other documentation/data required.

SECTION 3 – SPECIFIC INFORMATION
1. Location. Venue shall be located within 100 mi of Vandenberg SFB, CA to allow participants to return to base in the event of mission-required recall.
2. Dates. Friday (Check-in) through Saturday (Check-out) in July or August 2024

SECTION 4 – CONTRACT CLAUSES AND PROVISIONS
1. The following Provisions and Clauses are applicable to this requirement: 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services; 52.212-2, Evaluation—Commercial Products and Commercial Services; 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services; and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services. Include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services with the quote, see Attachment 2 for the full text of the clause.

SECTION 5 – EVALUATION FACTORS FOR AWARD
Addendum to FAR 52.212-2, Evaluation-Commercial Products and Commercial Services
Evaluation Factors for Award: The Government intends to award to the responsible offeror whose quote conforming to the solicitation is determined to represent the best value for the Government based on meeting price and technical acceptability. In accordance with FAR 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes. Consistent with simplified acquisition procedures, the evaluation process is as follows:
1. Price: The Government will evaluate all quotes for price, ranking them from lowest to highest total evaluated price. The total evaluated price is the sum of all Contract Line Items.
2. Technical Capability: Offerors shall prepare and submit a technical narrative with sufficient information to allow the Government to evaluate the technical capability. The technical narrative shall be limited to 5 pages. The Government will evaluate the lowest priced offeror’s technical capability statement to ensure it meets the requirements set

forth in the attached Salient Characteristics. If the offerors response to the technical capability document is determined NOT to meet the Government’s requirement, the evaluation will continue to the next lowest quote until one is determined to meet the Government’s requirement.

SECTION 6 – NOTICE TO INTERESTED PARTIES
1. Any questions are due no later than 1:00 PM (PDT) Friday 07 June 2024
2. Quotations are due no later than 1:00 PM (PDT) Friday 14 June 2024
