About this file
This document appears to be a set of Questions and Answers regarding a Request for Proposal (RFP) for Cable TV, Satellite TV, and Commercial Internet Services at Vandenberg Space Force Base.
The key details are:
- The base covers 99,000 acres with buildings spread across the site. The Statement of Work (SOW) requires, at a minimum, all local network channels, major news stations, and premium/DVR services only at locations where personnel live on-site.
- The SOW indicates approximately 230 cable TV drops, 90 satellite TV drops, 150 facilities for Commercial Internet Services, and 350 wireless access points, though the actual connection inventory may be less than stated to allow for growth.
- This is a 100% Small Business Set-Aside solicitation under NAICS code 517111 (Wired Telecommunications Carriers) with a 1,500 employee size standard. It will be procured under FAR Part 12 for Commercial Items.
- Proposals are due by 25 May 2024 at 12:00 PM PST. The contract will be a Firm Fixed Price award.

Questions & Answers Base Cable/ TV/ Internet
1. Question: As we review the Request for Proposal (RFP), we have noticed a brief mention of the main US networks and over the air channels. However, we are uncertain about the specific requirements for cable and satellite channels. We would appreciate some clarification on whether you expect those channels to be replaced in a similar manner to what we are currently doing in Washington, or if there are alternative specifications.
Answer: We do not have enough information to provide an answer comparing Vandenberg’s requirement to the Washington requirement. We can provide some additional information. The base is 99,000 acres and we have buildings spread across the base. For the statement “However, we are uncertain about the specific requirements for cable and satellite channels” the SOW states “2.1.6 Programming shall include, at a minimum, all local network channels (e.g. ABC, CBS, NBC, Fox), major network news stations (e.g. CNN, Fox News, MSNBC, The Weather Channel, NASA Channel). Premium channels and digital video recorder (DVR) service shall only be permitted at locations where personnel live at the work site (e.g. Fire Stations).”
2. Question: The statement of work indicates that there are approximately 230 cable TV drops, 90 satellite TV drops, and 150 facilities for Commercial Internet Services and 350 wireless access points.
Can you provide an updated statement of work or clarify this discrepancy?
Answer: The Statement of Work has more connections and buildings listed than the connection inventory to allow for the growth within the contract since we do anticipate growth.
