1SOW, Page 6, Para 2.12 and TABLE 1This refers to additional racks required per Table 1, column A3. We understand there are existing racks from previous efforts and our plan is to use those per SOW requirements. Also per Table 1 in the SOW, it shows racks are GFE. Does this include all racks required? May we assume sufficient racks are available and we are to install GFE racks only?Yes, all required new racks will be furnished by the Government.
2SF1449, CLINSThere is not a separate CLIN for the on-site PM. Should the contractor spread the costs of the on-site PM throughout the labor CLINS or will the Government add a separate CLIN which can be billed based on efforts worked?On-site PM costs should be spread throughout the labor CLINS.
3SF1449, CLINSWill the Government provide payments by CLIN for equipment when delivered and inventoried and subsequently for labor phases by CLIN as completed?Materials CLINS are intended to be paid when all materials for that category (i.e., Core Ring) and CLIN has been received by the Government. Similarly, as labor CLINS are completed, invoices should be submitted.
4SOW, Page 6, Para 2.12 and TABLE 2For spares may we assume the OEM (Ciena's) recommendations for critical spares are sufficient when considering existing and newly required spares as required in Table 2 of the SOW.Yes, the OEMs recommendations for critical spares required for the new equipment installed by this contract are sufficient.
5SOW, Page 12, Para 5 and 5.4Since a DoD SECRET clearance is required for on-site personnel or escort, will the Government provide a DD FORM 254 please? If we have multiple entities performing work, will the Government provide some escorting support for example for power installation if our on-site PM is otherwise engaged with other efforts with this project?Yes,the Government will provide a DD FORM 254 upon or soon after contract award.

The intent is that the Government not be needed for escort duties except where specific access is required that cleared contractor personnel might be able to obtain.

6SOW, Pages 9-10, Para 14For accreditation and RMF activities, may we assume we will build upon the existing RMF package and update artifacts and information that changes due to the implementation of this project?Yes, the Contractor will build upon the existing RMF package and update artifacts and information that changes due to the implementation of this project.
7SOW, Pages 9-10, Para 14The final sentence states "Final payment will be made upon completion of the DWDM/OTN installation and submission of all necessary Cyber Security artifacts." May we consider this to apply to CLIN 0007, CLIN 0016, and CLIN 0028 as they are the CLINS related to accreditation?Yes,what is now the Accreditation and Deiverables CLINS are the accurate application.
8GENERALDue to the complexity of this RFP, will the Government extend the due date by 7 days please?No, the due date will not be extended.
9For Option 3. Can the Government confirm that the power supplies will be AC 120/208v? Table 4 shows AC pluggable power suppy however it shows 24/48v which is typically associated with DC power supplies.The Government requires AC power supplies for Option 3.
10Can the Government provide more detail on the Core Node Split in section 2.16.1? Are all degrees anticipated to move to the new chassis?Some Core Node chassis have all slots in use. The purpose is to balance the number of open slots between the exising and new chassis.
11What client down time can the network sustain during Node Split activitiesThe required downtime will be discussed, agreed to and accomodated as needed.
