1. BACKGROUND
Vandenberg Space Force Base (VSFB), CA has a requirement to add a third channel, or Lambda, to the current Ciena Dense Wavelength Division Multiplexing (DWDM) Optical Transport Network (OTN) architecture of two (2) channels. The growing architecture is critical to the high-speed data transport of Command & Control, voice, video, telemetry, timing, and security data that directly support the current base Space Operations mission and to Range of the Future initiatives. The as-is network configuration is identified in Diagram 1. The Vandenberg base fiber between current and required expansion nodes is saturated, the capacity of the DWDM network is being consumed and adding a 100GB DWDM network-wide channel is needed to expand fiber optic (FO) data transport capacity across the installation providing additional capacity without installing new fiber. This statement of work accomplishes the installation of the needed third channel.
2. REQUIREMENTS
The DWDM Phase 4A objectives are to:
a. Increase the capacity of the core ring and second stage ring nodes on the VSFB
DWDM network while ensuring network-wide equipment compatibility and functionality.
b. Add the power and network equipment required to add a 100Gb 3rd channel (lambda or color) to the network Core ring nodes and Second Stage Subtending ring nodes.
2.1 Scope
The Contractor shall design, procure, install, configure, test and activate DWDM/OTN components that add a third 100Gb channel in the Core and Second Stage rings as shown in Diagram 2. The installation and activation will meet the requirements outlined in this SOW and Table 1. Contractor shall procure Ciena equipment as identified in columns C1-C4 of Table 1 and as required by the Ciena design. Contractor shall acquire and install power components to adequately support existing loads and new channel components, perform asbestos abatement, install new racks, and install fiber management as appropriate and identified in Table 1, columns A1-A5. Thorough testing shall demonstrate full operational use of the network and the above-described components. The Contractor shall deliver comprehensive As-Built deliverables to include a list of all hardware, software, design drawings, and test results. See paragraph 11.
2.2 Turnkey Solution
The installation of the Core and Second Stage channel increasing equipment shall be a turnkey solution. Turnkey meaning the DWDM/OTN system shall be fully installed, connected, configured, and powered for operational use. The results shall be such that local Operations & Maintenance (O&M) technicians will be able to provision new circuits and/or cut over existing circuits onto any of the three East/West channels without Contractor assistance and without acquiring any additional components, hardware, software, licensing, or accreditation.
All equipment must be new and from the Ciena product lines to ensure full compatibility with the existing equipment for operational and management purposes. Further, required power equipment shall consist of Sageon Rectifiers. Power plants shall provide capacity for 25% additional load. The Contractor shall install customer circuit patch panels as required.

2.3 Period of Performance
The Period of Performance is estimated to be 15 months from Contract Award. This PoP is intended to account for long equipment lead times for the acquisition of network and power components. Given these delays, the Contractor shall schedule project activities to achieve an efficient and timely installation.
2.4 Contract Kick Off
A Contract Kick Off and Design Survey shall be scheduled and executed within 45 days of Contract Award. The contract Kick Off will be a 2-3 hour meeting at which the contract, requirements and challenges will be reviewed. The Design Survey involves visiting 13 different sites.
2.5 Working Hours
Installation shall be accomplished during business day duty hours (0730-1630); most routine work cannot be accomplished during weekends, after hours, or Government holidays. In the event of service interruptions, the Contractor shall coordinate with the 30 SCS Project Manager (30 SCS PM) a minimum of 10 business days in advance. Work may not be accomplished after duty hours unless otherwise agreed to by the 30 SCS PM.
2.6 Schedule
The Contractor shall provide an integrated master schedule and installation work plan (can be a single Integrated Master Schedule) to the Government that separately addresses DWDM Phase 4A requirements. The Contractor shall provide updates to the schedule as activities are completed or as dates and deliverables shift based on Government driven delays or vendor related issues affecting the timeline. This schedule shall show critical milestones and include procurement, installation, configuration, testing, training and deliverables activities as appropriate.
The Contractor shall submit the formal draft of the integrated master schedule and installation work plan within 60 days of contract award for Government review and approval.
Schedule updates shall be provided to 30 SCS PM at weekly Integrated Process Team (IPT) meetings.
The Contractor shall track Government holidays and will be provided Launch Frame Light planning to schedule around these activities. See Launch Framelight, Paragraph 7.
2.7 Bidders Conference and Design Survey
During the Bidders Conference, to be held prior to contract award, bidders will be allowed the time necessary for a thorough review of the current environment. The Contractor shall take the time required for a detailed review such that post-award changes specific to the environment being planned for will not be necessary.
After contract award, The Contractor shall perform design surveys at each site. The Contractor shall provide a design and solution (including proposed installation activities) based on the results of the design survey required for this SOW and the RFP.
Prior to any component requisition, the Contractor shall provide List of Material specifications to
30 SCS for review/approval.
The design solution for each site shall, at a minimum, include, but is not limited to, the List of Materials, floor diagrams and power single line drawings. The engineering floor drawings shall show rack, cabinet, and equipment placement. Floor diagrams shall also show power panel connections from power panels, power runs, and, if site required, new subpanel and transformers.
AC and DC power single line drawings shall show power connections from DC rectifiers and batteries to new Ciena equipment. These drawings are critical for the base CES 332 process and Range approvals authorizing the installation such that efforts are not held up for Authorization to Proceed. Design Solution acceptance yields the Final Design which shall be in place 15 days before installation begins.
The Integrated Master Schedule and Final Design deliverables require Government concurrence or acceptance. If that acceptance is not received via email within 15 days of submission, then acceptance is implied.

VSFB requires CES 332 review and approval. Launch and Test Range Systems (LTRS) changes must follow Engineering Change Proposal (ECP) and Installation Readiness Review (IRR) processes. The contractor shall assume responsibility for or otherwise support Government efforts involved in these processes, including creation of related artifacts.
2.8 Documentation
All documentation (contract deliverables, reports, plans, integrated master schedule, and instruction/operation/troubleshooting manuals) shall be provided electronically in Microsoft Office editable formats (Word, Excel, Visio, PowerPoint, Microsoft Project) or pdf when final.
Additionally, provide Redline Floor Diagram, Rack-Elevations and Power Single Line Diagram in .pdf format. Photographs shall be in .jpg format. In addition to other contract deliverables listed herein, the Contractor shall provide As-Builts as outlined in Deliverables section, paragraph 11.
2.9 Project Management
Contractor shall provide one full-time on-site Contractor Project Manager (CPM) to coordinate all aspects of the site survey, engineering solution, installation, testing, and acceptance certification. CPM shall be responsible for all supervision and labor/resource management activities. The Contractor shall identify by name in the Contractor’s proposal a CPM responsible as the single POC for the duration of this task order. The CPM must be a prime contractor employee, have authority to make decisions, signatory authority, and ability to commit the firm.
The CPM shall be on site (VSFB) for any on-base project activity. The CPM shall be responsible for scheduling, organizing, and leading weekly meetings to track planning and progress of the project from planning stages through completion and Government acceptance.
The CPM shall be responsible for providing a weekly status report deliverable in Contractor format. The CPM shall be responsible for supervision of all contract personnel and performance of all Contractor-related functions.
The CPM shall coordinate the timing of all contract and subcontract activities to ensure smooth synchronized installation by all contractor teams. The effect of the CPM effort shall minimize Government involvement. (For example: timing the rack installation, power installation, node installation, fiber connections, and node configuration). This coordination includes, but is not limited to, coordinating with Government offices for site access, coordinating Government provided escorts as appropriate, electronic laptop access, new rack/cabinet installation approvals, outside plant fiber connections, and final quality assurance inspections.
CPM shall consolidate and present design, single lines, and floor diagrams for approvals. CPM shall be able to brief project details and answer detailed questions about all facets of the project that might affect each site. CPM shall attend range approval and range scheduling meetings to deconflict against critical launch activities and schedules. During these meetings, CPM shall brief project status when requested.
The CPM shall assist the Government with completing any site approval forms with design specific information to garner final approval for installation. Such forms may require, but are not limited to: site component make, model, rack elevation, floor diagram, power single lines, power surge data and ambient power data.
2.10 Personnel Identification
Contractor personnel shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and by displaying distinguishing badges or other visible identification for meetings with Government personnel. Contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence, including individual email signature lines.
2.11 Network Management
The new DWDM/OTN nodes shall be networked within the existing Manage, Control and Plan (MCP) for management services through the overhead General Service channel (release version existing at VSFB or upgrade to the latest JITC approved software on the APL).
2.12 Additional Allied Support
When existing racks or cabinets are available, and approved by 30 SCS, install equipment in existing rack/cabinet. Contractor shall procure/install new equipment seismic zone-4 rated rack for new DWDM/OTN equipment as identified in Table 1 column A3. Secure racks as required to retain or obtain seismic zone 4 rating. Exact rack placement shall be coordinated with and approved by 30 SCS Project Manager before mounting.
If installing a rack or cabinet, use minimum depth cabinet to maximize the communication room space.
Power contractor shall install breakers, run the correct size/color power cables, and coil loop of cablings in the new rack above the where the new network equipment will be installed.
Network installer shall extend coiled power and terminate into the equipment for system
VSFB DWDM Phase 4A energizing.
For all Ciena and Power components, the Contractor shall provide critical spare cards/modules for any system DWDM single circuit point of failure. Provide minimum 10% spare components.
With respect to 10% Spares, items not considered single point of failure are: Sageon Controllers, DC breakers, batteries, and rectifiers (assuming N+1 or better configuration).
2.13 System Salient Characteristics
For system interfaces and capabilities as applicable, the system shall, at a minimum, also support:
• DWDM capabilities with 88 possible wavelengths on the main chassis
• DS1 and lower speed TDM equipment shall support at least 16 DS1’s natively and can be a separate chassis from the main transport chassis
• The system shall support performance monitoring
• The system shall be able to support QoS, MPLS, tunable 50GHZ compliant DWDM line interface (1528.77nm to 1566.72nm)
• Facility loopback on the line facility (100Gb)
• Facility and terminal loopback (OTN interface)
• Packet switching services
• Hot pluggable XFP modules with auto detection
• Manual provisioning of XFP modules
• Multiple cross connection rates (10G Packet/OTN interface)
• 48GE SFP circuits supporting GE Ethernet signal (ETH 1G, optical 1000Base-X, and 100FX), and 850, 1310, 1490, 1550 SFP client interfaces
• MPLS: MPLS LER, MPLS-TP E-Line (VPWS) and E-LAN (VPLS) services
2.14 No single point of failure
As it applies to core and subtending ring nodes (those which include, for example, a Ciena 6500, the proposed solution must support no single point of failure architecture for the following at a minimum:
• Redundant A + B power modules
• Each A and B bus can support 100 amps on each bus and is capable of powering the entire shelf if a power module, or source power is lost on 1 breaker feed.
• 2+N Redundant Shelf cooling trays
• The individual fans in the fan trays are variable speed. In the event of a fan failure all other remaining fans speed up to maintain proper systems temperature.
• Redundant Dual CPU Shelf Processors with dual on-board CPU’s and enhanced memory to ensure that no shelf processor failure would prevent the commissioning of new services on any shelf.
Redundant Packet/OTN switch fabrics: Dual Service connections to any additional chassis supporting other services not services natively on the main transport nodes (e.g. DS1 chassis support). The connections between any supporting chassis/system and the transport system will be supported across 2 connections to prevent a client access connection failure in the low-speed aggregation portion of the system design.
VSFB DWDM Phase 4A
Installed components shall be fully compatible with the Vandenberg fiber optic infrastructure (the expansion Packet/DWDM/OTN system shall be capable of easily accepting, transporting, and dropping off all circuit types, at a minimum including, but not limited to, DS-1s, DS-3s, OC- 48, OC-192, Ethernet interface types).
All Phase 4A equipment shall be compatible with and shall be managed by the Ciena/ Sageon management systems currently in place at VSFB.
The system expansions must be survivable to provide high reliability service (99.999% uptime) and full redundancy in the fiber paths. The system shall have dual redundant power supplies for each chassis.
2.15 Power
The Contractor shall procure and install 50A or greater rectifiers and additional power components as required to meet the requirements of this contract and existing loads plus 25%. This statement takes precedence over any conflicting information that may be contained in Table 1. VSFB standard Micro Sageon or Sageon II rectifiers shall be used.
Red-colored DC power cable shall be -48VDC, and Black-colored cable shall be the return.
Battery cables may be of a solid color and marked with red or black at each end.
The power circuitry and rectifiers shall be setup such that if a primary power feed goes down, the redundant power keeps the node fully operational.
Contractor shall be responsible for installing all new power from AC power panel to rectifiers and batteries to Ciena nodes.
2.16 Ciena Equipment
The Contractor shall install and configure DWDM/OTN optical components to add a third channel to the currently active two-channels as shown in Diagram 2. The new channel shall be activated such that 30 SCS technicians can provision new circuits through any channel to reach any node on the DWDM/OTN on the first day of system acceptance.
Installed components shall be fully compatible with the Vandenberg fiber optic infrastructure (the expansion Packet/DWDM/OTN system shall be capable of easily accepting, transporting, and dropping off all circuit types, at a minimum including, but not limited to, DS-1s, DS-3s, OC- 3 & OC-12, Ethernet interface types).
At each site the contractor shall procure and install fiber optic tray work as may be required to be consistent with the B12000 DWDM/OTN installation. The fiber tray work will connect new equipment to each other and to existing fiber optic patch panels. Use base standard Anixter FGS-MSHS-B or equivalent Fiber Guide Fiber Management System. For sites with existing tray work, match new tray work dimension with the existing tray. Tray work shall allow fiber drop off exits at each comm rack/cabinet along the tray route. Use applicable angle, ends, tops, threaded rod, cover, and hinge, auxiliary framing kits as needed for a complete installation.
Contractor shall install fiber jumpers and run through fiber tray work and coordinate with 30 SCS Cyber Transport as may be required for new equipment insertion and activation.
When integrating the new channel into the network, if service interruption is required, the contractor shall work with 30 SCS to alt-route live circuits or plan an after-hours scheduled, communicated maintenance window to minimize any downtime time to active circuits and impact to VSFB tenant network services.
VSFB DWDM Phase 4A
2.16.1 Core Node Split
The contactor shall install a new 6500 chassis at each core node. See Table 1. The contractor shall split the existing node between the two chassis to free slots in the existing node as required before the new 100Gb wavelength channel can be added. This activity will require Hazardous Condition notifications. It may require network outage(s). The contractor and Government shall collaborate and select an approach for completing these splits and shall adhere to the coordination and 2-week notice requirement of the notification process.

5. SECURITY REQUIREMENTS
At all times while on VSFB premises, Contractor representatives shall comply with VSFB security requirements imposed by the Installation Commander. The Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at VSFB. The Contractor shall be responsible for accountability of all such media issued to Contractor personnel and these media shall be surrendered to the 30th Security Forces Squadron (30 SFS) Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment with the Contractor. The Contractor shall comply with all VSFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and cell phone, electronic device and photography prohibitions.
Contractor representatives are authorized entry to the installation only for the purpose of work under this contract and are not authorized in other facilities or areas without prior Government authorization.
Contractor personnel working on-base shall hold a DoD Secret clearance or higher or shall provide personnel to perform escort responsibilities for uncleared staff that will work on-base.
The Contractor shall not employ persons for work on this contract if such representative is identified to the Contractor by the 30 SFS as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
5.1 Electronic, Bluetooth, WiFi Devices
VSFB DWDM Phase 4A
No Electronic, Bluetooth or WiFi devices are authorized in Restricted Areas. Those areas will be identified during the bidders site visit. If a computer/laptop is required to configure the installed equipment, the Contractor shall develop and process necessary approval documents for authorizing laptops into the communication room. At a minimum, laptop operators must provide make, model, serial number of the laptop and have access to the BIOS such that authorization officials can validate that WiFi, Bluetooth, video/audio recording, and external ports are disabled (with the exception of the port needed to connect to the newly installed equipment for configuration).
Contractor shall hand carry approval documents throughout required Government approval offices prior to the issuing of the approval of the electronic device to enter a communication room.
5.2 Compliance
The Contractor shall comply with Air Force Instruction (AFI) 31-101, DoDM5220.22v2_AFMAN16-1406v2, Space Launch Delta 30 Integrated Defense Plan (IDP), local security requirements, and shall possess a valid facility clearance at the Secret or higher level issued by the Defense Security Service (DSS). Personnel will have to complete Physical Security Training per AFI 31-101 and IDP before being processed for an Automated Entry Control Card (AECC) by the Unit Security Manager (USM). If necessary, the security escort provider will enter into an appropriate Visitor Group Security Agreement (VGSA) with VSFB IAW DoDM5220.22v2_AFMAN16-1406v2 requirements. The Contractor is responsible for ensuring all Contractor employees performing work on VSFB possess and maintain applicable/ current certification(s), license(s), and permit(s) to perform required services on VSFB.
5.3 Base Access
Current security access restrictions at the Santa Maria Gate (Main Base Entry Gate) require all Contractor vehicles (which are the size of a standard bread delivery truck or larger) to enter only through the Lompoc Gate (located at intersection of Santa Lucia Road and Pine Canyon Road).
There is a vehicle check pull-off area at that gate. The Contractor will be required to submit to a vehicle search prior to gaining entry to the base. Contractor should plan and allow for delays due to in-place security procedures.
5.3.1 Base Access Letter
To request base access, the Contractor shall send a letter to the Contracting Officer. The letter must be on company stationery and shall include Contractor’s company address and telephone number, the contract number, names of the Contractor Program (On-site) Manager and Contractor Security Manager, and their alternates, and names of the escorts requiring access to VSFB, their social security numbers, and duty hours. After approval, this letter will be maintained on file with 30 SFS at the Visitor’s Control Center, Building 17596. Contractor shall provide this letter at the pre-performance conference and submit updated letters as changes occur. Entry requirements are subject to change, without notice, due to installation and world situations.
5.4 Facility Access Requirements
After processing the Base Access Letter, to be able to perform SOW defined responsibilities, Contractor personnel, to include subcontractors and OEM representatives, shall be U.S.
Citizens. As feasible, Subcontract representatives should hold an active DoD Secret clearance.
VSFB DWDM Phase 4A
Subcontractor representatives without an active DoD Secret clearance will, while on base to perform required installation activities, be escorted by a cleared and escort trained contractor representative.
5.4.1 Key Control
The Contractor shall establish and implement methods of making sure all keys, key cards and key fobs issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. All references to keys herein include key cards and key fobs. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the CO.
In the event keys are lost or duplicated, the Contractor shall re-key or replace the affected lock/locks only at the direction of the CO. However, the Government may replace the affected lock/locks or perform re-keying. When the Government performs replacement of locks or re-keying because of Contractor key loss or duplication, the contractor shall be responsible for replacement at their cost.
The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the Contractor’s representatives. The Contractor shall prohibit the opening of locked areas by Contractor representatives to permit entrance of persons other than Contractor representatives engaged in the performance of assigned work in those areas, or personnel authorized entrance by the CO.
5.4.2 Lock Combinations
The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s QCP.
5.5 Contractor Personnel
Upon employment, and after the Contractor’s base access letter is on file with the 30 SFS, all Contractor representatives shall apply for vehicle passes and individual identification badges at the VSFB 30 SFS, Visitor's Control Center, Building 17596. The PM will assist, as required.
Passes may be picked up Monday through Friday 6:00am – 6:00pm Pacific Time. No appointment is necessary. The Contractor shall surrender all passes and identification badges to the 30 SFS on the first workday following completion or termination of the contract or termination of a Contractor representative’s employment.
5.5.1 Language
All Contractor personnel shall be able to fluently speak, read, and write English.
5.5.2 Identification of Contractor Personnel
All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the
VSFB DWDM Phase 4A public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. Contractor personnel will be required to obtain and wear badges in the performance of this service.
5.5.3 Facility Security Officer
Upon contract award, the Contractor shall, in writing to the Contracting Officer, identify the Contractor or subcontractor(s) Facility Security Officers (FSO). The on-site Contractor Project Manager shall be the Contractor or subcontractor(s) point of contact for all security matters.
Within five (5) working days of contract award, the Contractor’s PM and FSO(s) shall meet with the 30 SCS PM and/or Unit Security Manager for assistance in satisfying Contractor personnel security requirements.
5.5.4 Security Briefings
Contractor personnel shall attend a security and OPSEC orientation under HSPD Title 12.
Contractor shall schedule initial and annual refresher training (for all assigned Contractor personnel) through the 30 SCS PM.
All Contractor personnel shall be thoroughly briefed by the PM on established security requirements and procedures as stipulated in Air Force Policy Directive (AFPD) 31-1 Physical Security Program.
The Contractor shall brief all personnel that they shall immediately leave any area upon notification by the Contracting Officer Representative (COR) constituted authority, or the 30 SFS, when directed, as occasional operational requirements, real world activities, or emergencies dictate.
5.6 Physical Security
The Contractor shall be responsible for safeguarding all government equipment, information and property provided for Contractor use.
6. LAUNCH FRAMELIGHT
The Contractor shall be prepared to stop all work when directed by the Government during launch operations per current base “FRAMELIGHT” policy. A notice of NO Digging and NO Communications Room work will be issued during these times. This includes work in communication rooms, maintenance holes, trenches, and other associated groundwork below grade. The Contractor shall plan for approximately six (6) full duty days of down time per month. The 30 SCS Project Manager will advise Contractor of upcoming FRAMELIGHT activity.
The base Frame Light policy is currently being evaluated in a case-by-case basis. If the work being accomplished is considered minimal risk, a waiver request completed by and approved by the government may preclude work stoppage during the Frame Light. The 30 SCS PM will provide a minimum of two weeks’ notice such that the contractor can plan accordingly to perform work when the government has authorized an approved Frame Light waiver for the contractor work.
7. INSTALLER QUALIFICATIONS
The Contractor shall be Ciena 3926, 5142, 6500 certified and have a minimum of five (5) years verifiable experience successfully installing and working with network systems. Installers must have certification to ensure warranty continues for covered existing and newly installed DWDM/OTN components.
The Contractor shall be factory-certified and/or factory authorized installers on Unipower Sageon series power distribution equipment. Contractor shall have a minimum of five (5) years verifiable experience successfully installing Micro Sageon rectifiers and integrating them with commercial power, battery power, and connecting to loads.
Contractor shall review B12000 DWDM/OTN and power installation and commit to installing new DWDM/OTN and power equipment with the same exact level of quality.
All contractor personnel shall be US Citizens and possess a REAL ID Driver’s License (or equivalent).
Contractor personnel shall be able to communicate solutions to customers and coordinate communication with internal Ciena organizations to resolve issues in the field, within the limitations of Government security policies. Contractor shall possess expertise in Carrier Ethernet, fiber optic transport and switching protocols.
Ciena personnel shall, on-site or as appropriate to meet security requirements, perform testing, integration, installation, configuration, repair and troubleshooting of all Ciena products. This includes over the shoulder training for 30 SCS Cyber Transport technicians to perform circuit provisioning and testing for all circuit types expected to be transported by the DWDM architecture. Ciena personnel shall utilize debug tools as well as lab research to either resolve Customer technical problems or gather information necessary to escalate incidents or issues to the appropriate Ciena resource area. Ciena personnel shall perform Pre-GA release customer testing and transfer of knowledge to the customer as applicable as well as provide SWOT (Strength, Weakness, Opportunity, and Threats) analysis on tested hardware and software.
8. TESTING AND TEST RESULTS
Following successful installation, and prior to final acceptance, the Contractor shall test each aggregate circuit IAW with Telecommunications Industry Association/Electronics Industries Alliance (TIA/EIA) –specifically TIA 758-A Outside Plant Telecommunications Infrastructure Standard and Air Force Technical Order 31W3-10 Technical Order series. The Contractor shall deliver a comprehensive Test Results Report for each node site. At a minimum, at each node, 100% of the cards shall have at a minimum 10% of the ports tested.
All strands of all fiber optic cables shall be tested end-to-end in accordance with TIA 526-7- (2002) Measurement of Optical Power Loss of Installed Single-mode Fiber Cable Plant, 31W3- 10 and 31-1 Technical Order Series. Contractor shall use Optical Time Domain Reflectometer (OTDR), Optical Power Meter tests, and Chromatic Dispersion for end-to-end circuits.
The Contractor shall furnish all test equipment and personnel required to conduct all required testing. The Contractor shall document all test results in a “Test Report(s)” and submit to the 30 SCS Project Manager. During any testing phase, the Government reserves the right to observe any of the Contractor-performed inspections and tests to assure solutions conform to prescribed requirements. The Contractor shall provide on-site support during the acceptance testing. The Test Report(s) shall be provided to the Government no later than 10 calendar days after test(s) have been completed.
In the event test results are unacceptable, the Contractor shall perform necessary repair actions until test results are satisfactory. After the Contractor has taken appropriate corrective action, all tests, including those previously completed and related to the failed test/corrective action, shall be repeated until successfully completed.
Perform and provide battery voltage and conductance test results.
9. QUALITY ASSURANCE SURVEILLANCE PLAN
The Government will create and collaborate with the Contractor to create a Quality Assurance Surveillance Plan (QASP). The plan involves monthly performance reporting against four (4) elements: Quality of Service, Schedule, Business Relations, and Management of Key Personnel. The measured areas of performance include Submitted Documents; Performance to Schedule; Reports/IPT Minutes Submission timeliness; Leave a clean work area each day; Installation efforts display professional appearance; Little or no rework for completed installations; Quality Product(s); and Quality Interactions. The monthly performance reports are the basis of the Contractor Performance Assessment Rating (CPAR).
10. INDUSTRY STANDARDS IMPLEMENTATION
The Contractor is expected to perform all work using industry standards, to include ANSI, TIA/EIA, NEC, MIL-HDBKS, STDS, Unified Facility Guide Specifications (UFGS), Unified Facilities Criteria (UFC), Caltrans Standard Specifications and Caltrans Standard Drawings.
This must include installation consideration for Seismic Zone-4 rated requirements. The Contractor is expected to perform all work to include AC/DC power and grounding installation IAW Air Force Technical Order Series 31W3-10, 31-1, 31-10 Series and the National Electric Code. Grounding shall meet or exceed Telcordia GR-1275-CORE Issue 12 requirements.
Contractor shall follow OSHA Safety Standards throughout the entire project implementation.
11. DELIVERABLES
For the DWDM/OTN and its Network Management System, provide three (3) soft copies in either Microsoft Word, Excel, or Adobe Acrobat form.
11.1 Detailed Implementation Schedule.
11.2 Detailed Engineering Solution. The design solution for each site shall, at a minimum, include but is not limited to the List of Materials, floor diagrams, rack elevation drawings and power single line drawings.
11.3 Provide all power, load, BTU specifications, and ventilation calculations necessary to help the base ascertain whether HVAC modifications/upgrades are necessary (HVAC work not in scope of this effort). Documentation shall be provided prior to installation.
11.4 Topology Drawings. Must also include interface and network side configurations for all sites depicted in Diagrams 1 and 2 using cross connection mapping.
11.5 The Contractor shall provide Redline drawings showing the “as built” configuration. The drawings shall show the location of all network components. Drawings shall be in PDF and Visio format.
11.6 Network element inventory for each component.
11.7 List of Materials with make, model, part number, version, serial number, and the building in which it was installed for Equipment Inventory Tracking
11.8 Test plans and results including Bit Error Rate Tests (BERT) test data for each active channel.
11.9 Original Equipment Manufacturer (OEM) soft copy manuals for all site operations, maintenance life-cycle-support to include Preventative Maintenance Inspection procedures & intervals, troubleshooting and anomaly resolution procedures.
11.10 Provide any/all vendor pass-through licenses for integration with AF Global Information Grid (AF-GIG) when applicable. Provide all hardware, software & applicable licenses.
11.11 Cybersecurity artifacts demonstrating compliance with existing DWDM/OTN system accreditation and IA controls (para 11). The Contractor shall Provide an update to the most recent version of the Vandenberg DWDM AF- DoD_PPS_Worksheet_V12,2.
12. WARRANTY
New equipment shall come with a minimum 1-year full warranty, not prorated, including labor and shipping costs for replacement. The warranty period begins upon Final Acceptance. For equipment with a manufacturer’s warranty exceeding 1-year, warranty shall be passed on to
VSFB.
Installation Labor for services provided shall come with a minimum 1-year warranty. All DWDM/OTN components shall require the manufacturer to keep the Government updated on changes, new software versions, life cycle and issues during system warranty.
13. OPTION 1: SPARES
The Government may exercise Option 1 that acquires the equipment identified in Table 2.
If exercised, the 12 – 15 month warranty period, as appropriate to the specific hardware item that is purchased, shall begin upon Government acknowledgement of receipt.
14. OPTION 2: 48 PORT CARDS
The Government may exercise Option 2 that acquires the equipment identified in Table 3.
If exercised, the 12 – 15 month warranty period, as appropriate to the specific hardware item that is purchased, shall begin upon Government acknowledgement of receipt.
15. CYBERSECURITY ACCREDITATION
The entire DWDM/OTN configuration shall be Defense Information Systems Agency-Joint Interoperable Test Center (DISA-JITC) certified and/or on the DISA-JITC Approved Products Listing (APL). This certification does not extend outside the scope of the DWDM/OTN project
(ie. the HD video feeds, telemetry, frequency monitoring system identified in Table 1 to be certified separately from this SOW). The Contractor shall comply with AFI 17-101 Air Force Certification and Accreditation Process (AFCAP), DoDI 8500.01Cybersecurity, DoDI 8510.01 Risk Management Framework (RMF) for DoD Information Technology (IT). The contractor shall process a System Categorization document and forward to the 30 SCS Wing Cybersecurity Office. The contractor shall select, implement, and assess Security Controls IAW the above DoDIs; evaluate and comply with all applicable DISA Security Technical Implementation Guides (STIGs). Provide all necessary IT artifacts, but not limited to: hardware/software listings, topology/configuration diagrams, IP network interface module specifications to include National Institute of Standards and Technology (NIST) testing documentation (and accreditation review if available), and an updated VSFB AF-DoD PPS Worksheet. The result of these artifacts and actions should result in a No Security Impact (NSI) issuance by the Information System (IS) appointed Authorizing Official (AO). Software shall be current and approved IAW DISA-JITC APL. The DWDM/OTN System shall meet all required Information Assurance Controls. Ensure adequate IT Cyber Security efforts are programmed for the project to meet successful NSI criteria. Final payment will be made upon completion of the DWDM/OTN installation and submission of all necessary Cyber Security artifacts.
16. ENVIRONMENTAL MANAGEMENT
The Contractor and their subcontractors, if any, shall comply with all environmental federal, state, and local laws and regulations, and Air Force policies, instructions, and plans. The Contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on Vandenberg Space Force Base. The Prime Contractor shall ensure their subcontractors comply with these specifications.
Project Residue & Disposition: The Contractor shall properly disposition all unneeded materials and soils IAW Defense Logistics Agency Disposition Services guidance http://www.dispositionservices.dla.mil/drmo/vandenberg.shtml and with the Environmental Protection Agency guidance http://www.epa.gov/cpg/products.htm. If required, Contractor shall complete and process the Recovered Materials Determination Form (RMDF) to be provided at initial site survey.
The Contractor shall ensure the project conforms to all applicable Federal, State and local laws, regulations and base-specific standards and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the Contractor shall comply with these criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration.
Do NOT use Class 1 Ozone-Depleting Chemicals in performance of the entire work effort. This is IAW AF Acquisition Circular 92-29.
The Contractor shall leave the work environment clean and in good order at the end of each day.
17. FINAL ACEPTANCE
The Contractor shall schedule a final project walk-through of all work completed prior to contract completion with the Government representatives from 30 SCS/SCXP. This should be scheduled at least two (2) weeks prior to the event. In the event corrections are required, a punch list of the corrections will be listed, and a subsequent re-inspection shall be scheduled until the work complies with this SOW and specified policies written in this SOW. Deliverables must be provided prior to final acceptance. Upon completion of project milestones, an AFTO Form 747, Cyber Infrastructure System Acceptance, with all exceptions cleared and signed by the Communications Systems Officer (CSO) will be processed. Upon final CSO signature, this document will be used to notify 30 CONS of contract completion and be used for certification of DD Form 250 processing and closure.
18. CONTRACT ADMINISTRATION/POINTS OF CONTACT
Contracting Officer (CO), the term used herein, does not include any representative not acting within the scope of his/her authority. Notwithstanding any of the provisions of this contract, the CO shall be the only individual authorized to in any way amend or modify the terms of this contract.
