Does the Government expect that a total of three personnel is required to execute these tasks or is the offeror permitted to price a workforce to successfully fulfill the requirements? How will the Government evaluate the proposed staffing when price is the only factor and a staffing plan is not required?

The offeror is permitted to price a workforce to successfully fulfill the requirements. Staffing plan will not be evaluated but may be part of the technical narrative. Price and technical acceptance will be evaluated. See section 5 of the combo.

1. Price: The evaluation criteria for Price cites a “Attachment 9”. As attachment 8 is the pricing schedule, is there a “Attachment 9” that is missing from the RFQ packet?

That is a typo the contract specialist overlooked. There is no attachment 9, 8 is the last one.

The SUP is monthly; Facilities Board is twice a year with additional “out of cycle Facility Boards” if necessary;

WRRPP is weekly.

Is the intent of paragraph 4.0.1 to ensure "contractor coverage" from 0630 to 1630 or that all contractor staff must be at the workplace throughout the entire period?

The intent is to ensure contractor coverage. All contractor staff do not need to be present throughout the entire period.

Para 4.0.1 If contractor personnel are expected to cover the hours of 0630‐1630 with 8‐hour days, 5‐days a week? Can contractor personnel work 4, 10‐hour days?

Contractor personnel can set their own schedule as long as there is coverage from 0630‐1630 M‐F.

Under the CLINs for Cost Reimbursables, is local travel and use of POVs to visit facilities, participate in meetings, perform inventories of site facilities, etc. covered under these CLINs and the mileage estimates provided?

Cost reimbursables is for Santa Barbara County possessory interest tax and any training the government deems necessary. This does not cover travel costs.

Appendix 4, Historic and Projected Workload Data

The projected data for facility inventory inspections of 400 per year does not comport with your background information that VAFB possesses over 2,500 facilities. What is the current/projected number of facilities to be addressed in your five‐year inventory program?

The facility inventory is over a 5 year cycle by AFI 32‐9005. To meet the 2,500 facility inspection requirement 500 per year is required.

What is the current status of the transition to TRIRIGA? Has it been fully implemented for all the stated capabilities?

TRIRIGA has been fully implemented for all the stated capabilities.

12. How many full‐time employees (FTE's) and/or part‐time employees (PTE's) do you anticipate/estimate will be necessary in order to fulfill the requirements as listed in the PWS?

A: CEI current estimate is 4.5 FTEs.

13. Can you confirm if any of the Contractor's Employees are required to have security clearances including breakdowns for numbers of a) Secret; b) Top Secret; c) Other such as SCI?

A: No

14. The last contract indicates a total contract value of approximately $2.4M over the 1 year base + 4 option years. Can you confirm if the new requirement has a similar total dollar value?

A: The previous contract was awarded in October 2018. The Independent Government Estimate is accounting for market price increases.

15. Would the Government clarify if they intend to award a Firm Fixed Price contract? A: Yes

A: 31 March 2023

17. The Government provided Wage Determination rates. Would the Government clarify which specific labor categories should be applied to the contractor staff?

A: Check the PWS for clarity.

18. How many FTEs are currently on the contract? A: 4.5

19. PWS 1.0.1 states that Vandenberg Space Force Base consists of over 2,500 facilities. Is this number before or after linear segmentation?

A: This is the number before linear segmentation. Please note that Linear segmentation has only been done for gas lines at Vandenberg.

20. Section 1.5.2 A minimum of 180 days is required to process contractor employee NACs. What capabilities or access will contractors have until NACs and CACs are issued? Is there an interim NAC that allows access to the facility?

A: They will have access to the offices/facility until CACs are issued.

21. Section 4.0.1 Normal business hours 0630 – 1630 (Monday – Friday) is 10‐hour days or 50 hours per week. Should pricing be based on 40 or 50 hours per week per FTE?

A: 40 hours per week for FTE

22. As the PWS concerns professional services, would the government consider changing the evaluation from LPTA to Best Value with Tradeoffs?

A: No, the government will not consider evaluating on best value with tradeoffs.

23. Regarding Attachment 8 RP Pricing, CLIN 0002 states the government will provide the not to exceed amount. Will the government provide the not to exceed amount prior to the RFP Due Date, or is the contractor to provide value in cell G37?

A: Cost reimbursables is for Santa Barbara County possessory interest tax and any training the government deems necessary. The government will provide this amount at time of award based on historical data.

24. PWS Section 1.2.3.2 states the contractor will develop drawings and floor plans. Is the RP Office responsible for managing and updating all CAD floor plans, or the GeoBase Office / CE Engineering Offices? Both offices hold records of drawings and floor plans. All floor plans and drawings are provided by contractors and given to the Real Property office and GeoBase Office (which is in the CE Engineering office). The Engineering office keeps records of the drawings for buildings. If a project requires a change to the drawings, the engineering flight will keep record of those changes. The real property office keeps records of the floor plans for each building and will update the floor plan if walls or offices move. What version of AutoCAD is currently used to update the CAD Drawings?

A: 2018 version

PWS Section 1.2.14.2 states that additions to the spatial data must be GPS survey verified.

25. Section 1.2.14.2 is listed twice with different tasks. Will the number change in the PWS or should the contractor change the repeated section to 1.2.14.2.1?

A: The contractor should change the repeated section to “1.2.14.2.1”

26. What grade of GPS (Survey Grade or Mapping Grade) must be used?

A: Mapping Grade should be used

27. Does the government provide the GPS units, or is the contractor responsible for providing the GPS equipment? GPS units are not mentioned in the Government Furnished section.

A: GPS equipment should be provided by the contractor.

Attachment 4 RP Linear Segmentation Playbook states, “Date of Playbook Consolidation: 20 October 2014”.

28. Is there an updated version of this playbook? A: No

29. What Linear Segmentation Phase is Vandenberg Space Force Base currently in?

A: Vandenberg SFB has only done linear segmentation for gas lines. Water and Sewer are all contracted by American Water so linear segmentation has not and will not be done for these assets. Electrical infrastructure is in phase 1 on linear segmentation.

30. Is there a Geospatial office supporting the linear segmentation effort, or does the RP Office have a dedicated GIS person supporting the linear segmentation tasks?

A: Yes, GIS Office.
