Solicitation Number: FA461022Q0022 Questions and Answers
1. Question: If the Contractor has a copy of the CPARS for the past performance citation, is it necessary to additional request completion of the Past Performance Questionnaire?
Reference: Section L (p. 63 of 67); Volume III (Past Performance).
Answer: No, it is not necessary to have both the CPARS and a past performance questionnaire for the same contract. CPARS and past performance are options for proving evidence of successful past performance. One or more of the listed points of contact options can be used, but only one is required.
2. Question: The evaluation factor for Past Performance states that the Offerors are to submit the Past Performance Questionnaire. The Past Performance Questionnaire is typically completed (rated) by the Government customer. The Offeror would typically provide the basic information contained on the Questionnaire along with a description of the scope of work as a separate document within the RFP. If a CPARS for the past performance is available and provided (as noted in Section L), what portion of the questionnaire is to be completed and is it still to be sent to the Government customer?
Reference: Evaluation Factors for Award (ii) Factor 2-Past Performance (p. 66 0f 67) Answer: Per the answer to question 1 above, if CPARS is submitted, there is not a requirement for submission of the Past Performance Questionnaire. We will amend this section to conform with section L, Volume III (Past Performance).
3. Question: The evaluation factor for Past Performance states that the Questionnaires will be the source for this evaluation factor. If CPARs are submitted, then what is the requirement for the Past Performance Questionnaire?
Reference: Evaluation Factors for Award (ii) Factor 2-Past Performance (p. 66 0f 67) Answer: Refer to answers 1 and 2.
4. Question: Are the requirement 6 full time employees or 7 full time employees?

Section 4.1 identifies Director, 4.2 - Deputy Director, 4.3 - Two Program Instructors, reporting to the Deputy Director 4.4 - Two Instructor Assistances and 4.5 - Office Manager.
