PERFORMANCE WORK STATEMENT (PWS)
1.1. INTRODUCTION
1.2. Purpose. The purpose of this effort is to obtain the services and expertise necessary for the operation and management of the Department of Defense (DoD) STARBASE Program at Vandenberg Space Force Base (VSFB), California. The Contractor shall provide all services for the management and operation of the STARBASE program in accordance with this PWS.
1.3. Background. Title 10, United States Code section 2193b(c) directs the Secretary of Defense to provide for the establishment of the STARBASE program. The goal of the program is to raise the interest and improve the knowledge and skills of at-risk youth in the areas of science, technology, engineering and mathematics.
1.4. STARBASE is implemented at the base-level through two programs:
1.4.1. A basic DoD STARBASE Program operates with elementary students at the host location, usually at the 5th grade level, and can be broken down into two phases — during the normal school year and outside the normal school year. During the school year, DoD STARBASE Program academies provide instruction in a classroom environment using approved DoD STARBASE core curriculum. Outside the normal school year schedule, DoD STARBASE Program academies also provide supplemental classes.
1.4.2. DoD STARBASE 2.0 is a STEM-based afterschool coaching program that is based at a collaborating school system. The objective is to serve students at other grade levels in the STEM areas beyond their initial DoD STARBASE Program experience. The program maintains a unique school-based afterschool program that targets 6th to 8th graders. The DoD STARBASE 2.0 program is highly structured and helps support school goals, provides safe environments for students, and improves student-teacher relationships while empowering schools through student referrals.
2.0. STARBASE ACADEMY PARTICIPANTS
2.1. STARBASE Academy participation offers the majority of its assistance to at-risk-youths through coordination between the STARBASE Director, local school administrators or other alternative education providers. The STARBASE participants may be selected on the basis of:
a. Racial or ethnic minority status
b. Disability
c. Socio-economic disadvantage
d. Limited English proficiency
e. Historic under-representation in science, math and technology fields
f. Low academic performance
2.2. Final approval of organizations sending participants to STARBASE Academy shall be made by the STARBASE Director based on district application to participate in the STARBASE program, alternative education school providers, or individual or group of home schooling families that have applied for STARBASE classes. The Contractor shall neither approve nor disapprove individual student nominations for participation in the STARBASE Program; the participating school is solely responsible for designating student participation.
2.3. Target Grade Level- The basic DoD STARBASE Program focuses on providing STEM instruction primarily to 5th graders. Local school district administrators or other alternative education providers may determine that students from the 4th or 6th grade may also benefit from STEM instruction and therefore can be included on an exception basis, approved by the OASD(M&RA) STARBASE Program Manager.
2.4. Supplemental Open Enrollment classes are based on submission of applications on a first– come/first-served basis but will be afforded to children from military families first. Once the enrollment period for military children closes, enrollment will open up to other students to fill any remaining spots in the class. Students for these programs do not have to be classified at-risk youths.
3.0. PERFORMANCE OBJECTIVES
The Contractor shall provide all services and supervision necessary for the operation of the STARBASE Academy and STARBASE 2.0. STARBASE 2.0 is an option for additional services and if exercised by the government, will be implemented after the first full year the STARBASE core is taught and/or after STARBASE evaluation. Services provided shall include: STARBASE program management educational instruction; instructor hiring/dismissal, supervision and evaluations and information management required to ensure successful accomplishment of the STARBASE program.
Students’ subject knowledge improvement will be determined by pre- and post-class evaluation.

3.1.1. The STARBASE Academy shall provide the following for each classroom: At least 30 classes during the school year, each comprising 25 classroom contact hours and containing 20-35 students for a total of 750 hours of instruction per school year. The contractor will develop a STARBASE schedule in order to meet this requirement; however it is anticipated a minimum of 5-hours of classroom time per day is needed Monday through Friday in order to meet the 750 hour requirement. In addition, each classroom is responsible for providing at least 2 weeks of classroom contact hours (20-25 hours per week) in supplemental programs over schools’ vacation breaks. Priority should be given to providing a DoD STARBASE Program opportunity to military dependents at the hosting facility.
3.1.2. All STARBASE Academy classroom contact hours shall take place at Bldg 16135 VSFB, California. If tours, demonstrations, or summer program instructional periods are planned to be conducted outside of the designated classroom, the contractor must notify the COR within 14 calendar days of the event.

3.1.4. STARBASE Vandenberg will include two classrooms with the opportunity for growth.

These additional periods of instruction will not count as part of the requirement for 25 classroom contact hours, but instead as community awareness in the DoD STARBASE Program 12-month schedule. The purpose of these outreach activities will be to develop and enrich strategic partnerships with other community STEM partners. Likewise, the Government may decrease the number of quality control inspections if merited by performance. The Contractor shall initially validate customer complaints. The COR will make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s).
