PERFORMANCE WORK STATEMENT
FOR
PORTABLE TOILET RENTAL & SERVICE
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, personnel, tools, supplies, equipment, materials, and labor necessary to deliver and place, maintain, and remove fully operational portable toilets at Government designated sites within the boundaries of Vandenberg Space Force Base (VSFB), California and remote off-base sites, as required.
Services shall be performed in accordance with (IAW): this Performance Work Statement (PWS); applicable commercial/industry standards; American National Standard Institute (ANSI) requirements (ANSI Z4.3, Section 5, Requirements for Portable Toilet Facilities and Portable Toilet Rooms); Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) requirements; manufacturers’ recommendations; Americans with Disabilities Act (28 CFR, Part 35, Subpart A); and all applicable federal, state, and local laws/requirements. Contractor shall provide portable toilet rental and service to buildings/areas identified by work order. [Note: One-way mileage from the Lompoc Gate entrance of VSFB to the northern-most location (Bldg. 1967) is 18 miles; from the Main Gate (Santa Maria Gate) entrance it is 9.5 miles to the eastern-most location (North Star Training Area); and one-way mileage from the South Vandenberg SFB Gate on Highway 246 to the southern-most location (Boathouse Dock) is 14 miles.]
a. Specific Tasks.
(1) Unit Requirements. Contractor shall rent (provide) to the Government portable toilets and hand wash stations that, as a minimum, meet industry standards, ANSI Z4.3, Section 5, Requirements for portable toilet facilities and portable toilet rooms and the following requirements:
(a) Units shall be skid-mounted, trailer-mounted, or American Disabilities Act (ADA) disabled-access units. Units shall be in new or like-new condition. The contractor shall make all necessary repairs to maintain units in fully operational condition for the duration of the contract.
Each unit will be identified with a unit identification number and the contractor’s name and telephone number.
(b) Portable Toilet Units shall be single stool with interior hand wash that has a minimum 3-gallon capacity, paper towel holder, and a soap/anti-bacterial hand gel dispenser.
The door shall be self-closing, tight-fitting, and shall have an inside lock.
(c) ADA Compatible Toilet Units shall be single stool with an anti-bacterial hand gel dispenser. The door shall be self-closing, and shall have an inside lock.
(d) Hand wash stations shall be provided and serviced weekly. Hand wash stations will be provided at Buildings 1768, 1963, 1976, and 1993 for mission requirements, these units are on the monthly permanent unit listing. There may be hand wash stations ordered on an as-needed basis.
(2) Unit Ordering and Scheduling. To order and schedule portable toilet units, the Government Contracting Officer Representative (COR) shall notify the contractor via telephone or electronic mail and follow up each notification with an e-mail of the Base Civil Engineer Work Request (AF IMT 332), see Appendix C for sample. Personnel from the Civil Engineer Squadron (CES) Service Contracts Section and the Contracting Officer (CO) are the only personnel authorized to place calls on this contract. COR-authorized AF IMT 332 shall be the basis for contractor invoicing on this contract.
(a) Within 30 minutes of receiving an email, the contractor shall acknowledge receipt of work requests from the COR or CO.
(b) At the beginning of every month, the COR will order permanent units (i.e., units that are anticipated to be in place at specified locations on a long-term basis) via AF IMT 332, Base Civil Engineer Work Request (see Appendix C). With the work order, the Government will provide a document to identify the location and quantity of all long-term units this document is identified as the ‘Perm List’. Additions, deletions, or changes to the previous month’s Perm List unit’s document will be annotated on the new month’s AF IMT 332.
(c) The COR will order temporary units via AF IMT 332, Base Civil Engineer Work Request. The billing cycle will be on a 7-day basis. If the units are needed longer a new work order Continuation of Service will be issued.
(3) Unit Delivery and Placement.
(a) At contract award, the contractor shall coordinate the delivery and placement of toilets with the outgoing contractor so that no facility will be without portable toilets.
(b) Contractor shall deliver and place units as specified on the AF IMT 332, block 6, or within 3 hours for routine requests (unless otherwise specified by the government, i.e. by close of business on a specific date) and 2 hours for emergency same day requests. For orders requesting three (3) or more units, an additional 15 minutes will be permitted for each additional unit due to cleaning, servicing and loading requirements. When Emergency Response is requested by the government the contractor will invoice against the CLIN for the Emergency Response as well as the unit type or service ordered. The government will specify "Emergency Response" on the work order and in the e-mail sent.
(c) Contractor shall ensure each unit is anchored in place and able to withstand winds up to 35 knots/40 miles per hour. The contractor shall ensure the unit(s) is anchored in a manner appropriate for the surface on which the unit(s) is placed (i.e., dirt, gravel, and asphalt, concrete).
If a unit(s) blows over due to high winds, the contractor shall upright and service the unit(s) at no additional cost to the Government within 2 hours of notification from COR. The suggested anchoring technique is sandbags, or weights, and at some locations the units can be tethered to chain link fences. Reference paragraph 6(b).
(4) Unit Servicing. For scheduling, inspection, and continuity purposes, the contractor shall service each unit, to include hand wash stations, at least every 7 calendar days and shall service each unit the same day each week. Unit Cleaning Schedule can be developed as North Base, South Base, and the Cantonment Area. The unit shall be serviced using standard commercial servicing practices which must include (but not necessarily be limited to) the following:
(a) Complete removal of all waste, cleaning of the inside of the waste tank, to include cleaning and applying a commercial grade cleaner to the toilet seat. Waste shall be dumped at a properly licensed disposal site. The waste tank shall be replenished with sufficient quantity of deodorizer to ensure an odorless unit. After servicing the unit, all seats, doors, walls, floors, and other exposed surfaces shall be in a clean and sanitized condition.
Liquefying/deodorizing compound shall not contain phenols, creosols, or compounds thereof.
(b) Contractor shall exercise extreme care to prevent spillage of the waste tank contents during the cleaning process. In the event spillage occurs, the contractor shall immediately notify the Contracting Officer or COR and thoroughly clean up the entire area contaminated by the spillage. Contractor shall advise the Contracting Officer or COR of the estimated time for completion of the clean-up.
(c) Notwithstanding the above, servicing of the units shall comply with Federal, State, and local laws, ordinances, and regulations, industry standard practices and procedures, and the provisions of Appendix D attached.
(d) At contract startup, the contractor shall provide a service schedule within 10 days to the Program Office COR indicating the day of the week the units will be serviced. Since the number and locations of units may change on a regular basis, the contractor’s service schedule can be submitted by “areas” versus identifying specific units (for example: all North VSFB units on Mondays, all Main Cantonment units on Tuesdays, all South VSFB units on Wednesdays, etc.)
(e) Hand wash stations shall be refilled and serviced weekly to include proper sanitation and maintenance.
(f) Aircraft Lavatory Cart. Aircraft lavatory carts will be removed and placed in (fleet carts) located in the vicinity of Base Operations, Building 1746. On an on-call basis, the contractor shall remove all waste from these fleet carts, service and maintain the surrounding area in a clean and sanitary manner. Routine response time is within 3 hours of notification;
emergency response time is within 2 hours of notification. The Government will determine if emergency response is warranted. Contractor will bill the service CLIN and the Emergency Response CLIN when required.
(g) Additional Cleans. All servicing and cleaning will be in accordance with the cleaning schedule. However, unexpected services and cleaning may be required due to excessive use or blow-overs. In the event that servicing and cleaning is required outside of the regular cleaning schedule, the contractor shall have 3 hours from the time of notification to complete any additional service call. Emergency response time is within 2 hours of notification. The Government will determine if emergency response is warranted. Contractor will bill the service CLIN and the Emergency Response CLIN when required. At a minimum, additional cleanings shall include the services described in paragraphs 1a(4), 1a(4)a, 1a(4)(b), and 1a(4)(c) above.
(5) Unit Relocation.
(a) If it becomes necessary due to a Government requirement to relocate units already in place, the Government shall have the option of performing the relocation itself or notifying the contractor to perform the relocation.
(b) When directed by the Contracting Officer or COR, the contractor shall relocate a unit within 2 hours from the time of notification, if it's designated as an emergency requirement.
Contractor will bill the service CLIN and the Emergency Response CLIN.
(c) If a unit is delivered to the incorrect location by the contractor the contractor shall relocate the unit to the proper location at no cost to the government.
(6) Unit Removal.
(a) Contractor shall not remove any in-place units without prior notification from the COR or CO. When a unit is no longer required, the COR will notify the contractor to remove the unit(s). Contractor shall remove requested units within 36 hours of COR notification, unless otherwise agreed upon by discussion between the COR and the contractor. When a task is complete and units have been removed, the contractor shall notify the government via phone or e-mail.
(b) When the contractor has anchored the unit(s) IAW paragraph 1a(3)(c), the contractor shall restore the affected surface to the original condition at no additional cost to the Government.
(c) Upon contract end, the contractor shall remove all portable toilet units within 7 calendar days. The incumbent contractor shall coordinate the removal of the toilets with the incoming contractor so that no facility will be without toilets.
(d) After contract expiration, the Government will not be liable for any compensation to the contractor for any units abandoned in-place after contract expiration, even if the units are damaged.
(7) Quality Control. The contractor shall provide a Quality Control Plan to the COR for review and acceptance within 10 days of contract award. The Quality Control Plan shall encompass all aspects of the PWS. The contractor shall perform quality control in accordance with provisions outlined in the Quality Control Plan and shall provide corrective action of all discrepancies upon notification by the COR. Any modifications to the Quality Control Plan shall be submitted to the COR for review.
2. SERVICES SUMMARY. The contractor service requirements are summarized into performance objectives that relate to mission critical items. The performance thresholds briefly describe the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.
3. GOVERNMENT-FURNISHED ITEMS. Except for specific Government-furnished services noted below, the contractor shall furnish everything to perform required services outlined in this contract and PWS.
a. Forms. Base Civil Engineer Work Request Form (AF IMT 332): Also referred to as work orders or work requests. This form will be submitted to the contractor by the Service

Unit Requirements. All units provided shall be IAW all contract requirements and specifications.

Unit Ordering and Scheduling. Timely contractor response to COR telephone calls and timely acknowledgment of receipt of COR or CO e-mails.

No more than two late or unreturned phone calls.
OR
No more than two failures to acknowledge receipt of e-mailed work requests per month.
Unit Delivery and Placement. All units shall be delivered promptly and placed IAW accepted standards and contract requirements.
Para 1, 1a(3)(a) and 1a(3)(b)
No more than two late delivery complaints per month.
No more than one complaint per month for placement at a wrong location.
Securing of Units. All units shall be properly installed and secured so as to prevent blow overs from high winds.
Para 1, 1a(3)(c) No more than one unit blow over per month.
Unit Servicing. Contractor shall service units IAW contract requirements.
Para 1, 1a(4) and 1a(4)(a) through 1a(4)(g) inclusive
No more than two customer complaints or COR write-ups, or any combination thereof, per month regarding poor service, late service, or no service.
Unit Relocation. Contractor relocates units as requested by Government and IAW contract response time and requirements.
Para 1, 1a(5)(a) and 1a(5)(b)
No more than one customer complaint or one COR write-up, or any combination thereof, per month based on delayed response time for requested unit relocation.
Unit Removal. Contractor removes units as requested by the Government and IAW required contract timeframe and requirements.
Para 1, 1a(6), 1a(6)(a) and 1a(6)(b)
No more than two customer complaints or two COR write-ups, or any combination thereof, per month based on units not being removed within 24-hour response period for routine removals and/or within the 7-day period for contract end.
Contracts Section CORs and is utilized to assign work requirements to the contractor.
Contractor shall respond only to work orders that have been submitted by or oral requests by the Service Contracts Section CORs (for billing to this contract). See sample form at Appendix C.
b. Maps. The Vandenberg Space Force Base maps will be provided to the contractor for planning delivery schedules. The maps must be safe-guarded and are Controlled Unclassified Information.
4. GENERAL INFORMATION.
a. Permanent Unit Rentals: Standard portable toilet with sink, ADA, Trailer Mount Units and Handwash Stations will be rented and invoiced on a Monthly basis. Contractor shall invoice the appropriate Contract Line Item Numbers (CLIN). The Permanent Units facility listing will have a separate work order. All units including the hand wash stations will be cleaned and serviced weekly. For monthly invoicing purposes, the billing cycle is from the first day of the month to the last day of the month.
b. Short Term Rentals. Short term rentals will be rented on a 7-day basis and invoiced on the appropriate CLIN. These temporary units can remain in place for a period of 1 to 7 days.
If the units are required for longer than 7 days a Continuation of Service work order will be issued and the unit(s) will require a cleaning (at no additional cost to the Government). An e-mail will be sent requesting removal when required. See 1.a.(6) for more information on removals.
c. Notice of Removal. The Government will give the contractor at least 24-hours’ notice via e-mail for a Notice of Removal when a unit is no longer required. The contractor may schedule removal with no further rental charges to the government. No rental charges will be paid for any period beyond the date specified by the Notice for Removal, regardless of whether or not the unit continues to receive usage.
d. Invoicing. Contractor shall provide COR with written Pre-Invoice Documentation in Excel format which itemizes each work order, type of unit, location description, and unit price (with formulas) with a bottom-line total for each CLIN. The Pre-Invoice Document will be submitted to the COR on or before the 5th day of the month for the prior months service.
Document must be submitted in advance and Accepted by the COR before submission into WAWF. COR will provide a sample pre-invoice document at contract start-up.
e. Domestic Sewage/Waste Disposal. Sewage/waste disposal on VSFB premises is strictly prohibited. A copy of the contractor’s off-base disposal permit shall be provided with the contractor’s proposal. The contractor shall, at their expense, provide off-base disposal of all contract-generated sewage/waste only at licensed and approved disposal facilities designated for this type of waste.
f. Fines Assessed Against the Government. The Government shall retain from amounts otherwise due the contractor an amount equal to any fines assessed against the Government as a result of the contractor’s failure to perform in accordance with the terms of this contract.
g. Hours of Operation. The Government Program Office’s hours are Monday through Friday, 7:00 a.m. to 4:30 p.m. The contractor can reach CORs during office hours or contact the CES 24-hour response office at 805-606-1856 for after-hour’s emergencies. The contractor shall have personnel available by cell phone during program office hours and for after-hours emergency response. The contractor shall acknowledge and return calls within 30 minutes during normal duty hours and within 1 hour for after hour calls. Once the contractor has acknowledged the call to coordinate work effort with the COR, response times as noted in this PWS apply.
h. Federal Holidays Observed. The following federal holidays are observed by Vandenberg SFB: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day.
i. Security Requirements. At all times while on the installation, all contractor employees shall comply with all Vandenberg SFB security requirements imposed by the Installation Commander. Contractor needs to be aware that entry requirements are subject to change due to installation and real world situations. In regards to permanent base access entry, all employees are subject to a background check through the FBI.
(1) Main Base Access. The current security access restrictions at the Santa Maria Gate (main base entry point) require all contractor vehicles which are the standard size of a delivery truck, van or larger vehicle, to enter ONLY through the Lompoc Gate. This gate is located at the intersection of Santa Lucia Road and Pine Canyon Road. There is a vehicle check/pull-off area and the Contractor will be required to pull off and submit to a vehicle search by 30 Security Forces personnel prior to gaining entry to the base. NOTE: The Contractor shall plan and allow for delays during peak traffic times at Lompoc Gate. These delays are a result of current in-place base security procedures. VSFB entry requirements are subject to change due to installation and real-world situations. The current hours of operation for Lompoc Gate are 6:00 a.m. to 7 p.m., Monday through Friday (subject to change). 30th Security Forces may be contacted to answer base access questions for the Lompoc Gate, 805-606-3911.
(2) Contractor Security Manager. Upon contract award, the Contractor shall designate in writing to the CO, a Security Manager who shall be the contractor’s point of contact for all security matters. Within five (5) working days of contract award, the Contractor’s security manager shall contact the 30th Civil Engineer Squadron’s (CES) Security Manager for assistance in accomplishing contractor personnel security requirements. The Contractor shall brief to all their employees that they shall immediately leave any area upon notification by the CO, COR, Fire Department, constituted authority or Security Forces personnel when operational requirements, real-world activities or emergencies dictate.
(3) Restricted/Controlled Areas. The majority of work performed on this contract will be accomplished at non-secured facilities. However, there are facilities that are controlled areas and require special security procedures. Contractor shall comply with various levels of security and established personnel security for restricted/controlled area entry procedures. The Contractor’s employees will be escorted by the unit personnel for access into any VSFB restricted/controlled areas and shall wear a visitor badge as required. Contractor employees working in restricted/controlled areas shall fluently speak, understand, read and write English.
(4) Contractor Employees. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the Contracting Officer as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. All contractor employees must be able to read, write, speak, and understand the English language. Contractor employees must present a neat appearance and shall be easily recognized as contractor employees by wearing an identification tag that shall include the company’s name/logo and employee’s name. The contractor shall provide company identification tags at no additional cost to the Government. Upon completion of the contract, or an individual contractor employee’s employment, the contractor shall retrieve all identification media issued by 30th Security Forces Squadron and immediately surrender it to the Government.
(5) Contractor Vehicles. Contractor vehicles shall have the company name/logo prominently displayed on each side panel of the vehicle whenever vehicle is on VSFB property.
The contractor shall provide company vehicle identification at no additional cost to the Government.
j. Customer Complaints. The COR or base personnel can generate formal customer complaints regarding services received under this contract based on concerns that may exist with portable toilet placement, pickup, and servicing. Upon receipt of complaints from base personnel, the COR will perform contract review, evaluate, validate process, and forward all validated complaints to the contractor for investigation, corrective action, and preventive actions taken to preclude repeat non-compliance. The contractor shall provide written actions taken to rectify the customer complaint within 48 hours of notification (unless the complaint constitutes emergency or safety hazard, which requires a response within 4 hours).
k. Environmental Management. The contractor and all subcontractors shall comply and with applicable federal, state, county, and local environmental laws and regulations which include, but are not limited, to general and specific permit conditions, Air Force Instructions (AFIs), policies, guidelines, compliance documents, and management plans. The point of contact for environmental regulatory agencies for VSFB is 30 CES/CEI, Installation Management Flight. See Appendix D for all other environmental requirements. The contractor shall comply with the latest Vandenberg Environmental Compliance Requirements Document (Appendix D).
l. Required Reports/Submittals. The contractor is required to provide documentation as indicated below:
(1) Post-Award:
• Quality Control Plan, see para 1.b.
(2) Contract Start-Up:
• Environmental Protection Plan, see Appendix D, Environmental Requirements, Section 1.03
• Sewage/Waste Disposal Permit, see para 4.c
• Material Safety Data Sheets (MSDSs) for all materials used on Vandenberg SFB, see Appendix D, Environmental Requirements, Section 1.08
• Unit Servicing Schedule, see para 1.a.(4)(a)
(3) Monthly:
• Pre-invoice document for acceptance; then, Electronic 2-1 WAWF Invoice
