PERFORMANCE WORK STATEMENT

1. DESCRIPTION OF SERVICES

1.1. SCOPE OF WORK

The contractor shall perform maintenance and support services that result in safe and reliable training devices and support equipment. The maintenance service shall include, but is not limited to, scheduled and unscheduled inspections, repairs, operational checks, modifications, calibrations, installation, corrosion control, servicing, washing, and fabrication, as required, to provide mission capable (MC) trainers, trainer/support equipment to include air compressor, Government furnished property (GFP), and subassemblies. To meet mission requirements, the contractor shall work closely with assigned Government personnel to minimize the loss of student training time. The contractor may be required to support training on evenings, weekends / holidays.

The contractor shall provide all management, labor, tools, equipment, transportation, materials, and parts necessary, except those items designated in Section 3 as Government-furnished property/equipment, to maintain trainers and related equipment in accordance with this Performance Work Statement (PWS). The contractor shall perform the Trainer Maintenance and Support service requirements in accordance with the requirements of this PWS, including the Services Summary (SS). The contractor’s performance will be measured by designated Contracting Officer Representative (COR).

1.2. BACKGROUND

The trainers and related equipment designated in this PWS are used in the Air Launched Missiles System Maintenance and Verification and Checkout Equipment Courses taught at Vandenberg Air Force Base (VAFB), CA. These courses support the training mission of the 381st Training Group (381 TRG), a detachment assigned to VAFB. The 381 TRG is a member of the Air Education Training Command (AETC), and oversees the mission requirements for training detachments located at VAFB. The 532nd Training Squadron (532 TRS) will be the primary users (customers) of the trainers and related equipment to be maintained. The 532 TRS trainers and related equipment are located in Building 8250. (A list of assigned trainers is included in Appendix F.)

1.3. SPECIFIC TASKS

1.3.1. GENERAL. The contractor shall establish, implement and maintain a maintenance operation and production management for trainers and related equipment at VAFB. Support categories shall include at a minimum the following: safety, security, quality assurance, training, analysis, data management, material management, production management for trainers and related equipment, configuration control, property control and plans and scheduling.

1.3.2. MAINTENANCE. The contractor shall perform all duties and tasks associated with trainer and support equipment (SE) maintenance, including but not limited to the following tasks:

1.3.2.1. Ensure required numbers of trainers per training plan are operational in order to prevent training degradations.

1.3.2.2. Stay current and knowledgeable of new training requirements and work with the 532 TRS (customers) to accomplish changes/upgrades as required.

1.3.2.3. Perform scheduled and unscheduled inspections, repairs, operational checks, modifications, calibrations, installation, corrosion control, servicing, etc., to provide mission capable trainers, trainer/support equipment, GFP and subassemblies per applicable technical orders.

1.3.2.4. Respond to unscheduled requests. When service provider action changes trainer status and/or availability, the contractor shall advise the customer of the change(s) within the priority time limits specified in accordance with the Services Summery, Paragraph 2.

1.3.2.5. Maintain trainer components, including troubleshooting, removing, repairing, and replacing component parts. If Government-caused difficulties in procuring parts significantly impair the service provider’s ability to meet established standards, the contractor may provide written justification for noncompliance and a temporary waiver request to the Government Program Manager. Failure of the contractor to initiate necessary equipment repairs, upkeep equipment, or comply with any other standard procedures as defined in this PWS and in applicable AF/DoD directives and technical orders will result in the Government denying waiver requests to keep trainer/equipment in unserviceable/usable condition.

1.3.2.5.1 Perform periodic maintenance as required on facility air compressor.

1.3.2.6. Accomplish all applicable Time Compliance Technical Orders (TCTOs) and or applicable local one-time inspections within the prescribed time frames. Required parts and/or kits shall be requisitioned within three (3) duty days after base receipt of the TCTO and/or local one-time inspections.

1.3.2.7. All awaiting maintenance (AWM) deferred discrepancies recorded against trainers and related equipment shall be corrected during the next scheduled periodic inspection/maintenance cycle or prior to equipment transfer.

1.3.2.7.1. Awaiting Maintenance backlog, generated by the contractor, shall be completed prior to end of the contract, unless beyond the contractor’s control.

1.3.2.8. A monthly maintenance schedule shall be developed and a copy provided to the 532 TRS/DOMV. Conflicts shall be resolved prior to entering into the month’s maintenance record and any deviations to this schedule shall be coordinated with the 532 TRS/DOMV.

1.3.3. PRIORITY RESPONSE. The contractor shall operate on a three level priority system for unscheduled maintenance actions: Priority 1 - May cause injury to personnel or damage to a resource; response is immediate upon notification. Priority 1 situations shall be rendered safe or in a state where damage to a resource is no longer a hazard. Priority 2 - May cause a training degradation or loss of training time; response is within 90 minutes upon notification. Priority 3 - All other maintenance actions; response is within 8 hours upon notification.

1.3.4. SUPPORT SERVICES. The contractor shall perform all duties and tasks associated with trainer maintenance, including the following tasks:

1.3.4.1. Engineering Support

1.3.4.1.1. Provide troubleshooting operations and recommend necessary changes to trainers and related equipment.

1.3.4.1.2. Provide the capability for the following task knowledge:

a. Expertise in aerospace, mechanical, and electrical engineering principles

b. Knowledge of trainer and equipment systems, related environmental concerns, and material compatibility

1.3.4.2. Configuration Management. The trainers and related equipment configuration will be maintained in accordance with governing technical data (See AFCSM 21-576, Vol. 2) for the particular piece of equipment. When specific technical data does not exist, the governing functional managers will be contacted for guidance:

1.3.4.3. Trainer maintenance work areas. Maintain the following critical areas: Tool and equipment management, Technical Orders (TO) maintenance, Air Force Technical Order (AFTO) forms documentation, and recording of information in automated systems such as Integrated Maintenance Data System (IMDS) as identified in the paragraphs below.

1.3.4.4. Tools and Equipment. Maintain accurate accounting for furnished Equipment Authorization Inventory Detail (EAID) equipment on a Custodian Authorization/Custody Receipt Listing (CA/CRL) and a Test, Measurement, and Diagnostic Equipment (TMDE) account.

1.3.4.5. Integrated Maintenance Data System (IMDS)

1.3.4.5.1. Support IMDS and AETC automated status reporting/scheduling/technical systems, Base Level Information Management Program, Management Internal Control Toolset (MICT), and Comprehensive Engine Maintenance System.

1.3.4.5.2. Ensure contractor personnel who access IMDS data base internal files are properly trained on the reporting procedures.

1.3.4.5.3. Be responsible for all trainer maintenance duties and or requirements associated with IMDS/SBSS (Standard Base Supply System) interface including, but not limited to: processing priority requests for parts and other items needed for maintenance and processing TCTO kit requirements via IMDS/SBSS interface.

1.3.4.5.4. Process Due In For Maintenance (DIFM) changes to indicate the current status and location of DIFM assets; due-in/due-out inputs to ensure data in both systems are correct; and due-out cancellations on discontinued requirements.

1.3.4.5.5. Update the SBSS with maintenance turnaround transactions of items repaired and reused by maintenance and force release Due Out Release TCTO kits to maintenance.

1.3.4.5.6. Perform Document Validation Report monthly to ensure IMDS/SBSS data is in the reconciliation of the IMDS and SBSS databases and load records for manually assigned document numbers.

1.3.4.5.7. Review IMDS Priority Monitor Report weekly to initiate follow-up action as needed on Urgency of Need Designator A and B requirements.

1.3.4.6. Duty Hours

1.3.4.6.1. The contractor shall plan and coordinate contractor personnel to perform the required tasks based on the forecasted training schedule. Normal duty hours for Maintenance Staff Office shall consist of a 9-hour work shift. However, at times the Contractor will be required to adjust his/her manpower to support two different work shifts based on training requirements. Contractor may be required to provide Emergency/After Hours support as directed by the Government Program Manager or designated representative. The Contractor shall be reimbursed for Emergency / After Hours support under CLIN X002.

1.3.4.7. Strike Plan. The contractor shall formulate and submit a written workforce strike plan to the Contracting Officer (CO) for review and acceptance within 45 calendar days of contract award. The strike plan shall specifically address the contractor's strategy to continue service during any labor disputes. Required Report A001.

1.3.4.8. Movement of Equipment

1.3.4.8.1. Perform scheduled and unscheduled movement of trainer and Support Equipment. Ensure proper configuration, correct power requirements, installation, and positioning for maintenance access.

1.3.4.8.2. Perform operational checkout prior to training use upon receipt or movement of equipment.

1.3.4.8.3. Dismantle and prepare for shipment all trainers in accordance with (IAW) TOs and or manufacture shipment instructions.

1.3.4.8.4. Disposition instructions for turn-ins shall be requested from the appropriate agencies.

1.3.4.8.5. Contractor is responsible for all maintenance related transportation and coordination which includes, but is not limited to, movement of test equipment to/from the Precision Measurement Equipment Laboratory (PMEL), parts pick-up, HazMat delivery to the HAZMART, contract related meetings/events, etc. Contractor shall use their company vehicles, or under extenuating circumstances, arrange for transportation for on-base and/or local transportation in performance of this effort.

1.3.5. PHASE-OUT. The phase-out stipulations contained herein are considered part of the contract and the contract period. There shall be no separately stated costs or payments by the Government for any costs that may be incurred by the contractor as a direct or indirect result of the phase-out stipulations.

1.3.5.1. The outgoing contractor will provide task familiarization training for the incoming contractor personnel for selected tasks outlined in “Section 1.2” that are scheduled to be performed. The purpose of this training will be to assist the incoming contractor with “refurbishment” task familiarization prior to contract start to ensure a smooth transition.

1.3.5.2. Phase-Out: In addition to the requirements of Federal Acquisition Regulation (FAR) clause 52.237-3, Continuity of Services, the contractor shall give support to and cooperate with any successor that may be designated prior to the expiration of this contract. Phase-out assistance may be required during the final sixty days of this contract and is defined as follows:

1.3.5.3. Contractor shall make available to the incoming contractor, copies of all Operating Instructions, Maintenance Instructions, and all other procedures developed in the performance of this contract.

1.3.5.4. Contractor shall make available to the incoming copies of historic data developed and documented in the performance of this contract.

1.3.5.4.1. Contractor shall participate in a joint walk-down inventory with the incoming contractor and the Government Property Administrator. The purpose of this inventory walk-down shall be verification of all assets to be accepted and transferred to the new contract. Contractor and the Government shall certify their agreement on the inventory accuracy and serviceability of listed property. The contractor shall provide the inventory list to the GPA prior to the end of the phase-out period. Accountability for the asset inventory shall be transferred to the contractor by the start date of contract.

1.3.5.5. Ongoing operations shall be coordinated with management and administrative personnel of the successor.

1.3.5.6. Phase-out assistance as defined above is considered within the scope of this contract and no adjustment in estimated costs, fees, price, or other provisions by reason of such effort will be warranted. In no event will presence of successor personnel relieve the Contractor of contractual responsibilities under this contract.

1.3.6. TECHNICAL ORDERS MAINTENANCE AND AFTO FORMS DOCUMENTATION

1.3.6.1. Maintain a comprehensive and current library of applicable TOs; Air Force, major command (MAJCOM) and local instructions; and commercial/manufacturers' manuals.

1.3.6.2. Make changes to Air Force technical data using the AFTO Form 22 as required by TO 00-5-1 (See Appendix B). The contractor will submit an AFTO Form 22 if they find errors in the technical data per TO 00-5-1. One paper copy will be provided to 532 TRS TO Office.

1.4. GENERAL REQUIREMENTS

1.4.1. PERSONNEL

1.4.1.1. Contractor Manager

1.4.1.2. The contractor shall appoint a member of their management team who, irrespective of other responsibilities, shall have defined responsibility and authority to make relevant project decisions. The name of this person, and an alternate(s) who shall act for the contractor when the manager is absent, shall be designated in writing to the CO within 10 calendar days of contract award. Required Report A003.

1.4.1.3. Employees

1.4.1.3.1. The contractor shall provide only properly trained, duly qualified technicians with experience in related work areas. Personnel who perform trainer maintenance must have at least one year of recent (within past five years) equivalent maintenance experience applicable to the type of equipment being maintained.

1.4.1.3.2. The contractor shall plan and coordinate personnel to perform the required tasks Monday through Friday, excluding Federal holidays. Operating hours for the maintenance functions shall be consistent with meeting mission requirements, outcomes, and customer needs. The contractor may be required to support training, exercises, and special events on weekends/holidays or off-shift work hours to respond to emergencies or contingencies.

1.4.1.3.3. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest. Additionally, the contractor shall not employ any employee of the United States Air Force (USAF), either military or civilian, unless such person seeks and receives approval in accordance with Joint Ethics Regulation DoD 5500.7-R.

1.4.1.3.4. Contractor personnel shall present a neat appearance and be easily recognized as service provider employees. Employee clothing shall be safe for the operations involved in contract performance.

1.4.2. SECURITY REQUIREMENTS

1.4.2.1. The contractor shall be responsible for obtaining all necessary cards, passes, badges, buttons, decals, or other items required for access to the areas in which the work will be performed. The contractor will be required to apply for vehicle and individual identification media at the 30th Security Forces Squadron (30 SFS), Pass and ID Section. Upon completion or termination of the contract or an individual's employment on the contract, the contractor shall retrieve all identification and access media issued and surrender it to the 30 SFS, Pass and ID Section.

1.4.2.2. The contractor requires a fully adjudicated Secret Security Clearance to access Secret-level Classified Flight Hardware and to support all obligations outlined in this PWS.

1.4.2.3. The contractor shall comply with security requirements delineated on DD Form 254, Contract Security Classification Specification (see Attachment 5).

1.4.3. QUALITY ASSURANCE

1.4.3.1. Quality Management System. The contractor shall develop and maintain an inspection system acceptable to the Government covering the services under this contract. The contractor shall develop and implement procedures to identify and prevent defective services from recurring. As a minimum, the contractor shall develop quality control procedures that address the areas identified in the PWS, inclusive of the Services Summary. The contractor shall prepare a Quality Control Plan that will describe the approach to developing and implementing a quality system that will encompass all aspects of the contract. The contractor will complete, implement and make the Quality Control Plan available to the Government for review no later than 60 days after contract award. Required Report A004.

1.4.3.2. Performance Evaluation Meetings. The Contractor shall meet with the 532 TRS personnel, CO, and/or COR within 30 days of full performance of duties to evaluate contractor performance in accordance with Management and Oversight of the Acquisition of Services Process (MOASP) requirements.

1.4.4. BASE REQUIREMENTS

1.4.4.1. Freedom of Information Act (FOIA). All official Government records affected by this contract are subject to the provisions of the FOIA (5 U.S.C. 552/DoD 5400.7-R/AF Supplement). Any request received by the contractor for access/release of information from these records to the public (including Government or contractor employees acting as private citizens), whether oral or in writing shall be immediately brought to the attention of the VAFB FOIA Office.

1.4.4.2. Environmental and Safety Requirements

1.4.4.2.1 Environmental Management: The contractor shall comply, and ensure that all subcontractors comply with all applicable federal, state, county, and local environmental laws and regulations to include, but not limited to: general and specific permit conditions and environmental management plans; Air Force Instructions (AFIs), Occupational Safety and Health Administration (OSHA) policies, guidelines, and compliance documents. The contractor shall comply with the Vandenberg Environmental Compliance Requirements document. (See Attachment 3). Required Report A005.

1.5 CONTRACTOR MANPOWER REPORTING

1.5.1 The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United States Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address http://www.ecmra.mil.

1.5.2 Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs 1 October through 30 September. Contractors may direct questions to the ECMRA help desk.

1.6 POSSESSORY TAX

The contractor shall pay annually an unsecured property tax to the County of Santa Barbara. Contractor is responsible for paying the invoice without reimbursement from the Government. Below is historical data to indicate what the taxes have been since FY13. The contractor shall include the estimated annual possessory tax within the proposed prices for CLINs X001.

2. SERVICE SUMMARY (SS). The contractor service requirements are summarized into performance objectives that relate directly to mission critical items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES

3.1. GENERAL. The Government will provide the facilities, equipment, materials, and/or services listed here or in Appendix E.

3.2. GOVERNMENT-FURNISHED PROPERTY

3.2.1. Government Furnished Facilities. The Government provided facilities shall be used only in the performance of the contract. No alteration to the facilities shall be made without written permission from the Government. The contractor shall return the facilities to the Government in the same condition as received, fair wear and tear and approved modifications excepted.

3.2.2. Government Furnished Property (GFP). The Government will provide GFP listed at Attachment 2, Government-Furnished Property.

3.2.3. Property Management. The contractor shall establish and maintain a system IAW the Government property clause of the contract to control, protect, preserve, and maintain all Government property. This property control system shall be established within 90 days of contract award and shall be in writing and subject to review and approval by the assigned Government Property Administrator. Required Report A002.

3.2.4. No General Service Administration / Government-Owned (GSA/GO) vehicles will be provided for routine maintenance and support efforts. Contractor to provide own means of transportation to affect maintenance related efforts locally and/or on-base.

3.3. GOVERNMENT-PROVIDED SERVICES

3.3.1. Utilities. The Government will furnish electricity, water, sewage, heating, and compressed air.

3.3.2. Postal/Installation Distribution. The Government will provide installation distribution services, both on-base and intergovernmental.

3.3.3. Telephone. The Government will provide secure and unsecured telephone service consisting of local and Defense Switched Network (DSN) access. Long distance commercial service shall be procured by and at the expense of the contractor. The number of lines will be determined at the pre-performance conference. Telephone use shall be limited to matters related to the performance of this contract.

3.3.4. Refuse Collection. The Government will provide dumpsters for refuse. The Government will provide containers and collection of recycling materials.

3.3.5. Protection Services. Emergency services may be obtained by calling 9-1-1 on Base phone or 805-734-4117 by cell phone. The Government will provide Security Forces and Fire Protection.

3.3.6. Emergency Medical Services. Emergency services may be obtained by calling 9-1-1 on Base phone or 805-734-4117 by cell phone. In the event of a medical emergency, base ambulance service for transporting an injured employee to a local hospital is available on a cost reimbursement basis.

3.3.7. Computer and Printer Access. The Government will provide computers and printers to the contractor. Contractor shall use the 381 TRG Computer Support for any computer related needs. The contractor shall use these Government-furnished services only in matters related to the performance of this contract.

3.3.7.1. Electronic Mail and Internet Access. The Government will provide electronic mail and Internet access to the contractor. All networks (LAN) remote access will be provided by the base Network Control Center. Contractor shall not establish any external network connectivity. The Government may limit or restrict these services at any time.

3.3.8. Base Supply. The contractor should use Base Supply when practicable for items of supply. The contractor shall use Base Supply IAW AFMAN 23-110, Vol II, Part 13 when property is identified as listed below:

a. Weapon system equipment/parts (SRD coded)

b. Repairable spares (Due In For Maintenance (DIFM) assets) (Code 8 or 9)

c. Equipment centrally-managed by an AF depot and specifically designed and manufactured for military peculiar use, and items on the Custodian Authorization- Custody Receipt Listing (CA-CRL).

3.3.8.1. There are special tools provided to the contractor as identified on the CA/CRL that fall into the categories listed above. If these items require repair or replacement, the contractor shall submit request through the contractor CA-CRL equipment custodian.

3.3.9. Type IIC Precision Measurement Equipment Laboratory (PMEL). For PMEL maintenance that exceeds the capability of the contractor, a possible source is Building 1737, a VAFB Type IIC PMEL facility. Maintenance requirements of this type are located in TO 00-20-14. Individual requests must be submitted in the "Inter-Service Work Plan" per all applicable Air Force, AFSPC, and VAFB regulations.

Definition of Terms

Awaiting Maintenance (AWM) - Designation for a deferred discrepancy on equipment awaiting maintenance.

Awaiting Parts (AWP) - Designation for a deferred discrepancy on aircraft/AGE awaiting parts.

Bench Stock - Stores of Expendable, Recoverable, Repairable, and Coded (ERRC) XB3 items kept on-hand in a work center to enhance maintenance productivity.

Calibration - A comparison between items of equipment, one which is a measurement standard of known accuracy, to detect, correlate, adjust, and report any variation in the accuracy of the other item(s).

Certification - The documented designation that standards and TMDE have been calibrated and meet established technical requirements, or that a PMEL has the capability to perform accurate measurements.

Computer Security – Means by which all computer operating systems on Vandenberg AFB are controlled and monitored to insure safeguarding of Government computer systems and information.

Consolidated Tool Kit (CTK) - Tools and/or equipment stored in a controlled area in order to maintain positive control and ease of inventory.

Contractor-Acquired Property - Property acquired or otherwise provided by the contractor for performance of the contract and to which the Government has title.

Contractor Quality Inspection System – A quality system is an approach for the contractor to analyze customer requirements, define the processes that contribute to the achievement of a product or service which is acceptable to the customer and keeps those processes under control. This system will also provide the framework for continual improvement to increase the probability of enhancing customer satisfaction and the satisfaction of other interested parties. The system also provides confidence to the contractor and their customers that it is able to provide product/services that consistently fulfill requirements.

Equipment Items - An item authorized in a Table of Allowances within an organization.

Foreign Object Damage (FOD) - Objects which if not removed from within or around or equipment cause, or have potential to cause, internal or external damage to that equipment. Reference AFI 21-101 Para. 14.19

Fully Mission Capable (FMC) – Equipment in sufficiently serviceable condition to perform all of its mission requirements.

Government-Furnished Property (GFP) - Property in the possession of, or directly acquired by, the Government and subsequently made available to the contractor.

Government Property - All property owned by, or leased to, the Government or acquired by the Government under the terms of the contract. This includes both Government-furnished property and contractor-acquired property.

Inspection (Major and Minor) (Equipment) - Pertains to vehicles and support equipment and is delegated in the technical order for each item of equipment.

Integrated Maintenance Data System (IMDS) - A Standard Base Supply System interface product reflecting back ordered requirements and status and an on-line automated data system used at base level to manage maintenance equipment and personnel resources.

Intermediate Level Maintenance - Maintenance consisting of those off-equipment tasks normally performed using the resources of the operating command at the operating location or at a centralized intermediate repair facility.

Local Area Network – Government owned and operated ADPE computer systems controlled and administered by the 30th Space Communications Squadron (30 SCS).

Lot - The total number of potential service outputs in a surveillance period.

Major Defect – A defect that removes equipment from use by creating a hazardous or unsafe condition, or is likely to result in equipment failure, or reduce materially the usability of trainers or equipment to include any major part thereof.

Minor Defect – A defect that is not likely to reduce, materially, the usability of trainers or equipment or is a departure from established requirements having little impact.

Nonconformity – a non-fulfillment of a requirement

Not Repairable This Station (NRTS) - TMDE or other equipment returned to customers in other than repaired/certified condition as a result of lack of tech data, lack of parts, field level repair prohibited by tech data, etc.

Off-Equipment Maintenance - Those maintenance tasks that are not or cannot be effectively accomplished on or at the weapon system/AGE or end item of equipment but require the removal of the component to a shop or a facility for repair.

On-Equipment Maintenance - Those maintenance tasks that are or can be effectively performed on or at the weapon system/AGE or end item of equipment.

Operating Stock - The bits and pieces needed to support a maintenance work center that doesn’t meet the criteria of bench stock. It includes reusable items such as dust covers, hydraulic line covers, caps, items leftover from work orders/TCTO’s, and items deleted from bench stock.

Originator - The individual, activity, or set of activities on Vandenberg AFB which generate or cause to be generated any waste materials designated hazardous by regulating agencies.

Originating Point - The facility or site where an act or process produces hazardous waste.

Organizational Level Maintenance - Maintenance consisting of those on-equipment tasks normally performed using the resources of an operating command at an operating location.

Personal Protective Equipment (PPE) - Equipment required to do a job or task in a safe manner.

PMEL Automated Management System (PAMS) - Computer system used in the PMEL to maintain the TMDE inventory; also for scheduling, quality control, personnel database, maintenance data collection requirements of the AFMETCAL Program, and property listing.

Precision Measurement Equipment Laboratory (PMEL) - A laboratory which is authorized to have Air Force reference standards and is responsible for calibration, certification, and repair of TMDE.

Random Sample - A sampling method in which each service output in a lot has an equal chance of being selected for quality assurance.

Red X – Indicates that the weapon system, support system, or equipment is considered unsafe or unfit for flight or use and that the weapon system, support system, or equipment will not be flown or used until the unsatisfactory condition is corrected or the symbol is cleared. (Ref T.O. 00-20-1)

Repair Cycle Asset - Any recoverable item with an expendable, recoverable, repairable category (EERC) code of XD or XF. These items are also considered (DLR) Depot Level Reparable.

Returned to Owner - TMDE returned to the customer, not calibrated, for customer action (i.e. to provide technical data or accessories, commercial repair/calibration, etc.).

Sample - A sample consists of one or more service outputs drawn from a lot for quality assurance surveillance.

Santa Barbara County Air Pollution Control District (SBCAPCD) - Governing county agency with authority over mandated air pollution requirements at Vandenberg AFB.

Scheduled TMDE - TMDE that is delivered to PMEL on its regularly scheduled calibration due date, or within 5 workdays of its due date.

Service Summary (SS) - A part of the PWS in which performance objectives are identified and related to performance thresholds. Objectives (service output required) are stated as goals or mission needs. Thresholds (specific measurable standard) are stated as specific outcomes.

Shop Stock - Shop stock includes items such as sheet metal, electrical wire, fabric and metal stock that are used and stored within a maintenance work center to facilitate maintenance.

Supply Point - A forward warehouse located within or near the maintenance work center.

Support Equipment - Equipment required for maintaining a system, subsystem or TMDE. This does not include auxiliary items such as cables, connectors, and adapters.

Table of Allowance (TA) - An authorized document that identifies the amount and type of equipment for an organization.

Technical Order (T.O.) - Military orders of a technical nature to provide technical information and instructions to operate, install, maintain, inspect, or modify Air Force systems and equipment items.

Test, Measurement and Diagnostic Equipment (TMDE) - Items used to test, measure, evaluate, inspect, or otherwise examine materials, equipment, and systems to identify or isolate any actual or potential malfunction or to determine compliance with specifications established in technical documents.

Time Compliance Technical Order (TCTO) - An authorized method of directing and providing instructions for modifying equipment, and performing or initially establishing one-time inspections.

Technical Order Distribution Office (TODO) - This function is required to maintain records on T.O.’s received and distributed.

Urgency Justification Code (UJC) - A 2-digit code used to reflect the impact and the type of need. The Urgency of Need Designator (UND) fills the first position of the UJC. Use of UND 1 and J is restricted and is verified by designated personnel.

Unscheduled TMDE - TMDE returned to PMEL prior to its scheduled calibration due date, or TMDE added to the inventory, or TMDE received after five (5) days of scheduled due date.

APPENDIX B

LIST OF PUBLICATIONS

GENERAL: Publications and forms that apply to this PWS are listed below. The publications and forms have been coded as mandatory (M) or advisory (A). The contractor is obligated to follow those publications coded as mandatory to the extent specified in other sections of this PWS. The contractor shall be guided by those publications or use those forms coded advisory to the extent necessary to accomplish requirements in his PWS. Al1 publications and forms listed shall be provided by the Government at the start of the contract. It is the responsibility of the contractor to establish follow-on requirements with the publications office. Supplements or amendments to listed publications and new publications from any organization level may be issued during the life of the contract. The contractor shall immediately implement those changes in publications which result in a decrease or no change in the contract price, and notify the CO and COR in writing of such change. Should a decrease in contract price result, the contractor shall provide to the CO a proposal, along with supporting rationale, for a reduction in the contract price. Before implementing any change that will result in an increase in contract price, the contractor shall submit to the CO a price proposal, along with supporting rationale for an increase in the contract price; this proposal must be submitted within 30 calendar days of the change precipitating the proposed price increase, unless the time requirement is waiver by the CO. Failure of the contractor to submit a request for a price increase within 30 calendar days, or other timeline approved in advance by the CO, entitles the Government to performance according to such change at no increase in contract price.
