Upgrade Consolidated Accumulation Point (CAP) Vandenberg AFB, CA

Project XUMU 13-1234C 27 March, 2013

STATEMENT OF OBJECTIVES (SOO)

Project Scope:

1.1 The project is located at the CAP on Vandenberg AFB, California. The contractor shall furnish all materials, equipment, labor and personnel necessary to plan, design, manage and perform construction as required in accomplishing the delivery order in accordance with the contract requirements. A complete and usable product shall be furnished to the Government upon completion of this order.

Background:

1.1 The CAP is utilized to accumulate, prepare, transport and dispose of industrial waste products utilized on Vandenberg. Materials are transported to the facility and stored inside the existing facility until prepared and transported to an off base location. In order to increase efficiency in operations and infrastructure costs, other external agencies will begin to use the facility. To accommodate the increased utilization, upgrades to the facility are required.

Basis of Design:

1.1 The existing access road and storage building are insufficient to support the increase in utilization of the facilities. The existing two-way access road enters through the north side of the complex. The condition of the road is inadequate for the increased use in future operations. The road is approximately 1,500 linear feet (LF) in length and similar in configuration as the proposed new road. It is constructed of a 1” Macadam surfacing material over 6” of Class II Base Course (BC) material.

1.2 A new Asphalt-Concrete (AC) access road may be constructed to support the upgrades needed. The new road shall enter the facilities from the south side of the complex, which provides some advantage to facility operations.

The new road will be approximately 1,500 LF in length. Anticipated load is dual-axle with up to 6 passes per day.

1.3 In addition to the access road, an equipment pad is required for temporary storage of cargo vans (C-Vans). The new pad should be constructed of reinforced concrete. The C-Vans will be approximately 8’ wide and 15’ in length.

The units will be stored in row fashion, end-to-end. Design loads are similar to the access road.

1.4 For purposes of a baseline approach, this SOO assumes a new road and concrete equipment pad will be constructed. Value Engineering is a requirement of this project. Alternative design solutions should be considered.

The proposals shall consist of a Base Bid following the SOO.

Principal Features of Work

1.1 The area is known to contain sensitive environmental resources including Buckwheat, Gaviota Tar Plant and California Red Legged Frog habitat. These resources are located in proximity to the construction site. Provisions must be made to identify the resource areas and establish limits of construction operations to prevent impact. In addition, the project may be awarded at the end of the government fiscal year, with construction possibly occurring

Attachment 7 – Demo Project SOO into the rainy season. Other regulatory requirements must be considered in performing work during these periods of year.

1.2 The new road will traverse the existing drainage swale located at the main cross road. The swale carries surface run off for the entire site and must remain active. Installation of a culvert is required. Retaining or headwalls should be installed. Culvert size shall be based on the surface drainage area of the site. Headwall construction should be reinforced concrete.

1.3 The contractor shall grub the locations for the new access road. Spoils may not be spread out in the vicinity of the site. The site is located 5 miles from the main base access gate and 2 miles from the base landfill, borrow pits and recycling center. The road bed shall be excavated to a depth required to accommodate the base course material and finished AC surfacing. The existing native sub base material is classified as silty-sand and shall be scarified and compacted to 95% of its capable density.

1.4 Base Course (BC) material shall follow preparation of the native sub base. BC material may be classified as Class II. BC material should not be placed in layers exceeding a thickness that hinders reaching maximum compaction. The BC surface shall be conformed to final grade and drainage elevations and slopes. BC shall be compacted to 95% of its capable density.

1.5 Final BC surface shall receive a tack coat application prior to placing the AC mat. The AC matt shall be of adequate thickness to meet the design criteria for the access road and finish elevations. Paving operations should be conducted in a manner that limits transverse joints at the end of each paving day. Final AC surface may require a cure period prior to application of finish markings.

1.6 The contractor shall grub the locations for the new equipment pad. Spoils may not be spread out in the vicinity of the site. The area shall be excavated to a depth required to accommodate any base material and the equipment pad thickness. The existing native sub base material is classified as silty-sand and shall be scarified and compacted to 95% of its capable density.

1.7 The new equipment pad shall be reinforced concrete. The new pad area shall be approximately 75’ wide by 220’ in length. Finish elevation of the pad shall be 4” above surrounding grade. Finish grading shall ensure positive drainage away from the equipment pad.

1.8 The equipment pad will require additional fire protection capability. In addition to the existing fire hydrant located adjacent to the CAP, a new hydrant will be required near the equipment pad. A lateral feed shall be run from the existing 10” water main with a new hydrant located adjacent to the equipment pad. The existing 10” water main has a static pressure of 120 PSI and is located approximately 50’ from the equipment pad. Piping, valves, hydrant products and installation shall comply with American Water Works Association (AWWA) and National Fire Protection Association (NFPA) standards

1.9 The existing AC pavement has shown signs of deterioration and is in need of maintenance. Minor cracking and loss of matrix is present. The surface is in need of rejuvenation. Some form of micro surfacing or coating is required to extend the life of the AC due to the anticipated increase in use.

1.10 All field work shall be completed and all testing reports, operation and maintenance manuals and as-builts shall be submitted and approved prior to scheduling a final inspection. As-builts shall include Global Position System (GPS) coordinates for all above ground and underground structures.
